Nghe An: Highlights on April 14

*On the afternoon of April 14, comrade Nguyen Van Thang - Member of the Party Central Committee, Minister of Transport and the working delegation inspected and urgedNorth-South Expressway Project progresssection through Nghe An province.

The North-South Expressway project passing through Nghe An province has a length of about 87.84km, belonging to the Nghi Son - Dien Chau sub-project and the Dien Chau - Bai Vot sub-project. The project passes through Hoang Mai town and 5 districts: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen.

Up to now, localities have cleared 87.84/87.84km of land, reaching 100%.

Reporting to the Minister, the investor said that the Nghi Son - Dien Chau sub-project has a length of 50km with a total investment of more than 7,293 billion VND. The project is divided into 4 construction packages, expected to be completed by July 2023, to date the value of implemented output has reached 73%, the capital disbursement rate has reached 68%.

The Dien Chau - Bai Vot sub-project has a route length of 49.3 km with a total investment of VND 13,338 billion. The project started on May 22, 2021, and is expected to be completed in May 2024. To date, the output value of contractors has reached 33.2% of the contract value, 1.5% behind the third adjusted schedule, of which the XL-04 package has only reached 12%.

Minister of Transport Nguyen Van Thang assessed that for BOT projects on the Eastern North-South Expressway section in the 2017-2022 period, the state has created favorable conditions in terms of capital, investors and banks do not have to bear any risks, so saying there is a lack of capital is incorrect.

The Minister also said that the project's progress cannot be stopped, so he requested the province to be decisive in site clearance at local locations, stick to the road, and must tighten the progress to complete the project.

*On the morning of April 14, the Steering Committee of Nghe An province on mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in Nghe An province organizedOnline conference to disseminateimplementation documents.

Currently, the whole province still has 55,348 poor households (6.41% of the population) and 53,571 near-poor households (6.2% of the population), of which over 15,000 households have the need to build and repair houses.

On February 4, the province successfully organized the launching ceremony to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in the period of 2023 - 2025. Up to now, the system of directive documents, plans and instructions has been deployed synchronously and in detail by the Provincial Steering Committee.

The conference was held to thoroughly grasp the spirit, content, tasks, methods, unify awareness and action in implementing the program with the goal of striving to call for and mobilize support for building new houses and repairing houses according to the roadmap.

Of which, in 2023, 5,500 houses will be supported (5,000 new houses will be built, 500 houses will be repaired); in 2024, 5,000 houses will be supported (3,500 new houses will be built, 1,500 houses will be repaired) and in 2025, 5,200 houses will be supported (700 new houses will be built, 4,500 houses will be repaired).

Concluding the conference, citing data on poor households in the province, especially 15,300 households facing housing difficulties who are eager to settle down, Provincial Party Secretary Thai Thanh Quy - Head of the Provincial Steering Committee emphasized the need to consider the program of mobilizing and supporting the construction and repair of houses for the poor and people facing housing difficulties in the province as an important and key task for the 2023 - 2025 period, in order to implement and achieve the set goals.

The Decision takes effect from the date of signing.

*On the morning of April 14, the National Assembly Delegation of the province coordinated with the Standing Committee of Nghe An Provincial People's Council to have a working session with the People's Committee of Hoang Mai town according to the program.survey on the settlement of voters' petitionsand petitions of citizens in the town transferred by the National Assembly Delegation and the Provincial People's Council Standing Committee.

At the meeting, participants discussed and analyzed a number of cases and opinions of voters and people that are still stuck in the resolution process, suggesting a number of viewpoints and directions for handling.

*Nghe An Provincial Police Investigation Agency has justsimultaneously searched 5 locationsrelated to illegal mining in Nghi Loc district, Nghe An province.

Previously, at about 8:30 a.m. on April 7, 2023, Nghe An Provincial Police inspected the land exploitation activities at the Pineapple Mountain mine area (in Nghi Hung commune, Nghi Loc district) of Dong Nam Company Limited.

At the scene, Nghe An Provincial Police discovered 4 vehicles (including 2 crawler excavators and 2 trucks) showing signs of mining and transporting minerals outside the licensed boundary.

Currently, the case is under further investigation and clarification.
