Located in the Northeast of Dien Chau district, Dien Bich commune has a total natural area of ​​over 2 km2 with 2,868 households and 13,000 people. People in Dien Bich commune mainly live on the sea. Men fish at sea, women stay at home to process aquatic and seafood products. Drifting all day at sea makes the legal awareness of the people who "eat the waves and talk the wind" still limited. In addition, with administrative boundaries adjacent to the communes of Dien Ngoc, Dien Ky, Dien Van, Dien Kim, Dien Bich has many potential risks of insecurity and disorder.

Before 2020, this coastal commune was known as a hot spot for security and order in Dien Chau district. The crime situation had many complicated developments, mainly drugs, gambling, public disorder, etc. The number of drug addicts, teenagers who love to play, compete, and are lazy in the commune is quite large, making people extremely worried and insecure, affecting the living environment and local socio-economic development.

Senior Lieutenant Nguyen Duc - Head of Dien Bich Commune Police said: "People here are used to going to sea. Each trip lasts for weeks, even months, forcing the ship owner to hire many workers from many places. The fishermen who stay on the boat for a long time are lured by the subjects to get acquainted with "new pleasures" to entertain themselves through the day. A little bit each day, gradually becoming addicted."

Faced with the confusion and anxiety of the masses about the drug situation in the commune, in early 2020, the Party Committee, People's Committee and Police of Dien Bich commune identified the work of eliminating key drug-related areas as a key task that needs to be deployed and implemented.

In June 2020, the model "Strengthening propaganda, disseminating legal education, promoting emulation in skillful mass mobilization" (abbreviated as the "Skillful Mass Mobilization" model) was born amid the expectation of many people. The purpose is to soon remove Dien Bich from the key commune, complicated in terms of security and order (ANTT), creating favorable conditions for people to feel secure in developing the economy and society.

Taking the police force as the core, the Commune People's Committee has mobilized the entire political system to deploy "smart mass mobilization" in many aspects. First of all, it is necessary to mention the propaganda work carried out in many practical forms (on the commune radio station; on the electronic information page, organizing leaflet distribution, integrating into conferences...) to raise awareness among the people.

Senior Lieutenant Nguyen Duc said: To determine the success of the model, we determined that the most important thing is to propagate to each person and each family to know how to prevent and avoid. Then we will consider coordinating with the families of addicts to encourage, deter and send them to compulsory drug rehabilitation to clean up the area. Recently, in early 2023, the commune police coordinated with the family to send a long-time fisherman in Quyet Thang hamlet to drug rehabilitation. This person often barricaded himself in his room and always had a weapon with him, almost not communicating with anyone. Recognizing the situation, the police force came in to talk and persuade the family to cooperate to send the subject to compulsory drug rehabilitation.

With the family's consent, the task force cut off the electricity in the suspect's bedroom. When the suspect went downstairs to drink water because it was too hot, the family found a way to hide the weapon and the commune police force came in to control and coordinate to take him to headquarters.

Promoting the role of each citizen in detecting and denouncing crimes is also a part of the success of the "Skilled Civil Mobilization" model in ensuring security and order in Dien Bich commune. Within 3 years, local people have provided the authorities with 63 valuable sources of information. Thanks to that, it has helped the authorities investigate and handle 2 cases of property theft; 2 cases of causing injury and disturbing public order; 18 cases of gambling in the area. Especially, 41 related sources of information help investigate and handle cases of illegal drug trading, storage and use.

Thanks to that, social evils have decreased sharply over the years: Regarding criminal prosecution, in 2020, the locality had 4 cases, prosecuting 7 subjects; in 2021, 2 cases occurred, prosecuting 3 subjects; in 2022, no cases occurred.

Drug rehabilitation work, sending people to educational facilities and reform schools achieved high results with 45 cases sent to compulsory drug rehabilitation facilities, 51 cases of drug rehabilitation in the community and education in the commune..

Peace on every road

After nearly 3 years of operation, the "Smart Civil Mobilization" model in Dien Bich commune has achieved many outstanding results, security and order in the area have had many positive changes. Under the guidance of the police force, each residential group and each family has proactively carried out self-prevention and self-management work. At the same time, proactively detecting, denouncing, and fighting against all kinds of crimes and social evils combined with doing a good job of managing and educating children in the family, striving to have no one violating the law and social evils.

Mr. Pham Van Hung - a resident of Bac Chien Thang hamlet said: "Since the model was built, the security and order situation in the area has changed completely. Most obviously, the situation of drug addiction has disappeared, and the situation of causing trouble, theft, and gambling has also decreased significantly. People do not need to worry much anymore."

Thanks to skillful mass mobilization, Dien Bich commune has mobilized local people to participate in implementing models that contribute significantly to ensuring security and order. Typical examples include: The model "Fire prevention and fighting at the grassroots level" operating effectively with the participation of 100% of business households; the model "People's patrol" with 08 patrol teams in hamlets and 01 commune-level patrol team (including police, military, union members, union members and hamlet Party Committees) to coordinate patrols during peak hours and at night, promptly detecting and preventing 37 conflicts between youth groups; conducting reconciliation of 18 conflicts in the community...

Most notably is the “C” model.security camera"With 40 high-quality cameras spread throughout the area plus 200 security cameras for households covering the entire commune. The cameras are placed at crossroads, three-way intersections, and important locations in the commune. The entire cost of installing the cameras, up to 350 million VND, was contributed by the people. In addition, crime reporting mailboxes were also supported by the people with an amount of 10 million VND.

In addition to ensuring security and order in the area, the local government and the Commune Police force also attach great importance to the reintegration of the "mistaken" fishermen into the community. Understanding the main thoughts and wishes of the subjects is to have a job to stabilize their lives and integrate into the community. The People's Committee of Dien Bich Commune has coordinated with relevant units to create favorable conditions to support business loans to create long-term livelihoods for the subjects.

Not only that, the campaign to support cases that have just completed the compulsory drug rehabilitation decision has been widely replicated in residential areas in the area with active response. Thereby, not only calling for funding of 18 million VND for vocational training/subject, but also coordinating with business units in the area to create jobs for these subjects.

With the tireless efforts of the entire local political system, in January 2022, Dien Bich commune was removed from the list of key communes with complex security and order issues. This is also the premise for this coastal commune to reach the new rural finish line in February 2023.
