Ensuring network information security, information security for surveillance camera equipment

(Baonghean.vn) - Implementing Directive No. 23/CT-TTg dated December 26, 2022 of the Prime Minister on strengthening the work of ensuring network information security and information security for surveillance camera equipment, on January 12, 2023, the Provincial People's Committee issued Official Dispatch No. 260/UBND-TH requesting:

1. Provincial departments, branches and sectors; People's Committees of districts, cities and towns focus on directing and effectively implementing the following tasks:

a) Determine the information system security level and implement a plan to ensure information system security according to the level, in accordance with the provisions of law and national technical standards and regulations on information system security according to the level when deploying information systems using surveillance cameras.

Completion deadline: Determine and approve the security level of information systems using surveillance cameras, to be completed by March 2023 at the latest; fully implement the information system security assurance plan according to the level for information systems using surveillance cameras in operation, to be completed by September 2023 at the latest.

b) Implement and direct affiliated agencies and units when investing in, purchasing surveillance cameras or hiring information technology services using surveillance cameras to conduct network information security inspections and assessments in accordance with the provisions of law; conduct periodic network information security inspections and assessments in accordance with regulations for information systems using surveillance cameras.

c) Use surveillance cameras that meet the requirements for ensuring network information security as prescribed; do not use surveillance cameras that do not have certificates of origin or product quality or have been warned by competent authorities that they do not ensure network information security.

d) Provide resources and funding to ensure network information security for information systems using surveillance cameras; be responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee if there is a loss of network information security, information security, or disclosure of State secrets from information systems using surveillance cameras under the scope of management.

d) Develop, review, amend and supplement regulations on ensuring network information security of agencies and units, which clearly stipulate that the use of surveillance cameras must ensure network information security.

e) Proactively research, organize implementation, and apply national technical regulations on basic network information security requirements for surveillance cameras after they are issued by competent authorities.

2. Department of Information and Communications:

a) Direct and guide news agencies and newspapers to propagate and guide on ensuring network information security for surveillance cameras during the implementation of the Project "Propaganda, raising awareness and disseminating knowledge about information security for the period 2021-2025".

b) Take the lead in monitoring, guiding, and urging departments, branches, sectors, and localities to determine the information system security level and deploy plans to ensure information system security according to the level when deploying information systems using surveillance cameras.

c) Preside over reviewing, amending and supplementing regulations on ensuring network information security in Nghe An province, which clearly stipulates that the use of surveillance cameras must ensure network information security.

d) Guide and promulgate documents: Set of criteria on basic network information security requirements for surveillance cameras; national technical regulations on basic network information security requirements for surveillance cameras; list of surveillance cameras meeting national technical regulations on basic network information security requirements for surveillance cameras after being issued by competent authorities.

d) Organize propaganda, dissemination, and guidance on the application of relevant legal documents on basic network information security requirements for surveillance cameras.

e) Take the lead in coordinating with the Provincial Police to organize, guide, urge, monitor and inspect the implementation of the contents of Directive No. 23/CT-TTg dated December 26, 2022 of the Prime Minister, and report to the Provincial People's Committee on the implementation results.

3. Provincial Police:

a) Strengthen prevention, combat and strict handling according to the law against agencies, organizations and individuals who take advantage of surveillance cameras to violate national security, social order and safety.

b) Organize information security assessments for camera surveillance systems at important projects related to national security and important information systems on national security before putting them into operation and use according to authority.

c) Research and develop regulations on the establishment, management, operation and maintenance of camera systems to serve the security and order assurance work of the People's Public Security force in the province under the guidance of the Ministry of Public Security.

4. Department of Industry and Trade:Strengthen management and inspection of surveillance camera business activities, do not allow surveillance cameras that do not meet national technical standards on basic network information security requirements for surveillance cameras to circulate in the market of Nghe An province; fight against violations of the law on counterfeiting and smuggling of surveillance cameras.

5. Nghe An Radio and Television Station, Nghe An Newspaper, Nghe An Electronic Information Portal and press agencies:Responsible for arranging columns, broadcasting channels, broadcasting times for programs, news, and articles on network information security, including content related to surveillance cameras to raise awareness and disseminate basic skills to ensure network information security for users.

6. Enterprises manufacturing and trading electronic, telecommunications and information technology equipment in the province:

a) Manufacture or trade, import surveillance cameras that meet national technical standards on basic network information security requirements for surveillance cameras.

b) Proactively notify and provide software updates and upgrades for surveillance cameras when detecting weaknesses and security vulnerabilities; cooperate and support in troubleshooting network information security and information security incidents related to surveillance cameras produced or traded by the enterprise when requested by competent authorities.

7. Enterprises providing telecommunications and Internet services in the province:

a) Proactively check and handle surveillance cameras that do not ensure network information security provided by the enterprise on the enterprise's network infrastructure.

b) Proactively notify users of the enterprise's services when detecting that the user's surveillance camera does not ensure network information security.

c) Coordinate with the competent authorities of the Department of Information and Communications in monitoring, detecting, preventing and handling surveillance cameras that do not ensure network information security.

d) Coordinate with the competent authorities of the Provincial Police in detecting and handling organizations and individuals who take advantage of surveillance cameras to violate national security, social order and safety.
