Addressing the bottleneck on Kim Dong Street (Vinh City): Progress has been made!
(Baonghean.vn) - The "bottleneck" section of Kim Dong road is about 140m long, with a road width of only over 3m, connecting many alleys and lanes. While the demand for traffic on this route is very high, it has been a constant source of congestion and a potential traffic accident hazard for many years.
The Kim Dong road expansion project is stalled due to a "bottleneck," as reported by Nghe An Newspaper in its May 11, 2023 issue. Following the publication of the report, the Provincial Land Fund Development Center provided information on the results of a land review in the planned park, parking lot, and cultural center area of Vinh Phuc block (Hung Phuc ward). The Vinh City People's Committee has issued directives to expedite the implementation of the Kim Dong road expansion project.
Planning for land acquisition and resettlement.
According to a report from the Nghe An Provincial Land Development Center, after a review, the planned area for a park, parking lot, and cultural center in Vinh Phuc ward, Hung Phuc commune, still has 38 land plots remaining.
Speaking with a reporter from Nghe An Newspaper, Mr. Nguyen Van Ngoc, Head of the Department of Natural Resources and Environment of Vinh City, said that to implement the Kim Dong road expansion project, a total of 15 resettlement land plots are needed. Therefore, immediately afterwards, the Department of Natural Resources and Environment issued Document No. 435/TNMT, along with a report from the Provincial Land Fund Development Center, to the City Land Fund Development Center. The document requested the Center to inspect and review to identify suitable land plots for resettlement and submit them to the City People's Committee for consideration and approval.

On May 12, 2023, the City Land Development Center issued Official Letter No. 498/PTQD-GPMB reporting and requesting the Vinh City People's Committee to proceed with the steps to implement the project to expand Kim Dong Street in Hung Phuc Ward. Similarly, on May 17, 2023, the Hung Phuc Ward People's Committee submitted Proposal No. 53/TTr-UBND reporting and requesting the Vinh City People's Committee to submit to the Provincial People's Committee a proposal to supplement the 2023 land use plan for the aforementioned project, as the area included in the plan approved by the Provincial People's Committee in Decision No. 236/QD-UBND dated April 24, 2023, was insufficient to meet the total project area (0.05 ha/0.204 ha).
After inspection and review, on May 24th, the Vinh City People's Committee issued Document No. 2653/UBND-TNMT directing the implementation of the Kim Dong Road Expansion Project, addressed to the Department of Natural Resources and Environment; the Land Fund Development Center; and the Hung Phuc Ward People's Committee. In Document No. 2653/UBND-TNMT, the Vinh City People's Committee assigned the Department of Natural Resources and Environment:
“Inspect and advise the Vinh City People's Committee to submit to the Provincial People's Committee a proposal to add the project's land area to the 2023 Land Use Plan to provide a basis for project implementation. Advise the Vinh City People's Committee to issue a notice of land acquisition for the aforementioned project after receiving proposals from the Hung Phuc Ward People's Committee and the Land Fund Development Center. Advise the Vinh City People's Committee to allocate 15 resettlement plots in the planned area for the park, parking lot, and community cultural center, and to divide the resettlement land plots in Vinh Phuc Ward, Hung Phuc Commune, to implement the aforementioned project according to the Provincial People's Committee's directive in Official Letter No. 7170/UBND.CN dated September 20, 2022 (after the land acquisition notice is issued).”

The People's Committee of Hung Phuc Ward is tasked with: “Collecting documents, identifying land users, compiling a list to be forwarded to the Land Fund Development Center for review, and submitting it to the Department of Natural Resources and Environment to advise the Vinh City People's Committee on issuing a notice of land acquisition for the project. Implementing the provisions of point c, clause 4, Article 34 of Decision No. 24/2022/QD-UBND dated February 14, 2022, of the Nghe An Provincial People's Committee.”
The City Land Development Center is assigned to "preside over, coordinate, and guide the People's Committee of Hung Phuc Ward in correctly implementing the steps stipulated in Decision No. 24/2022/QD-UBND dated February 14, 2022, of the Provincial People's Committee (from Article 30 to Article 33). Implement the contents stipulated in Clause 3, Article 34, Decision No. 24/2022/QD-UBND dated February 14, 2022, of the Nghe An Provincial People's Committee."
To ensure the Kim Dong road expansion project proceeds as planned, the Vinh City People's Committee also requests that all departments, units, and the Hung Phuc Ward People's Committee seriously implement the plan. Any difficulties or obstacles should be promptly reported to the Vinh City People's Committee for guidance and resolution.
The blocks and wards are ready.
The "bottleneck" section of Kim Dong Street, approximately 140 meters long, runs across Yen Binh ward. Because the road surface is only slightly more than 3 meters wide, connecting many alleys, while traffic demand is very high, congestion and traffic accidents have been a constant problem for many years. Therefore, residents in the area have long awaited the day the city would expand the road according to the plan.

With that sense of anticipation, the residents of Yen Binh ward were delighted when they received Document No. 2653/UBND-TNMT dated May 24, 2023, from the Vinh City People's Committee regarding the directive to implement the Kim Dong road expansion project. As Mr. Nguyen Trong Van, Secretary of the Yen Binh Ward Party Committee, stated: “This shows encouraging progress in the project. While some difficulties may arise in land acquisition and site clearance, the Ward Party Committee and the Ward Party Committee will continue to work alongside the ward Party Committee, the ward government, and relevant city departments to mobilize public support and ensure the project is implemented according to plan…”
Regarding the request for the People's Committee of Hung Phuc Ward to provide information on the plan to implement the directives of the Vinh City People's Committee in Document No. 2653/UBND-TNMT, according to Vice Chairman Nguyen Trong Thien of the People's Committee of the ward, the ward has been collecting documents, identifying land users, compiling a list of affected households, etc., for some time now, and has reported to the Vinh City People's Committee as well as relevant departments and agencies.
This work has been carried out meticulously by the ward. They went door-to-door to gather information, even assigning the ward police to identify each household in residence… The ward has also conducted information and propaganda about the project. Therefore, residents in the area, especially those affected households, have basically understood the city's policy and the implementation steps of the project…”.

Nevertheless, the Vice Chairman of the People's Committee of Hung Phuc Ward affirmed that the ward will soon implement the directives of the City People's Committee in Document No. 2653/UBND-TNMT to prepare a report. Mr. Nguyen Trong Thien added: "We hope that the units and departments will coordinate well so that the directives of the City People's Committee can be completed soon…".
On December 16, 2021, the Kim Dong Road expansion project was approved by the Vinh City People's Committee in Decision No. 8480/QD-UBND; the total length of the route is 433.84m; the roadbed width is 18m (road surface width 9m, sidewalk width 4.5m on each side); the total investment is 34.99 billion VND from the city budget; the implementation time is no more than 3 years. On November 17, 2022, in Decision No. 5348/QD-UBND, the Vinh City People's Committee adjusted and increased the total investment for the Kim Dong Road expansion project to over 35.88 billion VND.
