Handling the 'bottleneck' of Kim Dong Street (Vinh City): There has been a change!

The Kim Dong Street expansion project is stuck due to a "bottleneck", as reported by Nghe An Newspaper in the issue dated May 11, 2023. After the newspaper published the article, the Provincial Land Fund Development Center informed the results of the land fund review at the Park Planning Area, parking lot, cultural house of Vinh Phuc block (Hung Phuc ward), Vinh City People's Committee has given instructions to soon implement the Kim Dong Street expansion project.

Land acquisition and resettlement planning

According to the Report of the Land Fund Development Center of Nghe An province, after review, the planning area of ​​the park, parking lot, and cultural house of Vinh Phuc block of Hung Phuc ward still has 38 land lots.

Talking to Nghe An Newspaper reporter, Head of Vinh City Department of Natural Resources and Environment, Mr. Nguyen Van Ngoc said that to implement the Kim Dong Street expansion project, all 15 resettlement land lots are needed. Therefore, immediately after that, the Department of Natural Resources and Environment issued Document No. 435/TNMT, with a Report from the Provincial Land Fund Development Center, to the City Land Fund Development Center. The content requested the Center to check and review to determine suitable land lots for resettlement arrangement to submit to the City People's Committee for consideration.

On May 12, 2023, the City Land Fund Development Center issued Official Dispatch No. 498/PTQD-GPMB reporting and requesting the Vinh City People's Committee to take steps to implement the project to expand Kim Dong Street, Hung Phuc Ward. Regarding the Hung Phuc Ward People's Committee, on May 17, 2023, there was also Document No. 53/TTr-UBND reporting and requesting the City People's Committee to submit to the Provincial People's Committee a supplementary land use plan for 2023 for the above project because the area in the plan approved by the Provincial People's Committee in Decision No. 236/QD-UBND dated April 24, 2023 is not enough for the total area of ​​the project (0.05 ha/0.204 ha).

After checking and reviewing, on May 24, Vinh City People's Committee issued Document No. 2653 /UBND-TNMT on directing the implementation of the Kim Dong Road Expansion Project to the Department of Natural Resources and Environment; Land Fund Development Center and Hung Phuc Ward People's Committee. In Document No. 2653 /UBND-TNMT, Vinh City People's Committee assigned the Department of Natural Resources and Environment to:

“Inspect and advise the Vinh City People's Committee to submit to the Provincial People's Committee to supplement the project's land area to the 2023 Land Use Plan to have a basis for project implementation. Advise the Vinh City People's Committee to issue a notice of land recovery to implement the above project after receiving a proposal from the Hung Phuc Ward People's Committee and the Land Fund Development Center. Advise the Vinh City People's Committee to arrange 15 resettlement plots in the planning area of ​​parks, parking lots, cultural houses of the block and divide resettlement land plots of Vinh Phuc block, Hung Phuc ward to implement the above project according to the direction of the Provincial People's Committee in Official Dispatch No. 7170/UBND.CN dated September 20, 2022 (after receiving the notice of land recovery)”.

For the People's Committee of Hung Phuc Ward, perform the following tasks: "Collect documents, identify land users, compile a list to transfer to the Land Fund Development Center for review, submit to the Department of Natural Resources and Environment to advise the Vinh City People's Committee to issue a notice of land recovery to implement the project. Implement the contents specified in Point c, Clause 4, Article 34, Decision No. 24/2022/QD-UBND dated February 14, 2022 of the People's Committee of Nghe An province".

The City Land Fund Development Center is assigned to "Preside, coordinate and guide the People's Committee of Hung Phuc Ward to properly implement the steps prescribed in Decision No. 24/2022/QD-UBND dated February 14, 2022 of the Provincial People's Committee (from Article 30 to Article 33). Implement the contents prescribed in Clause 3, Article 34, Decision No. 24/2022/QD-UBND dated February 14, 2022 of the People's Committee of Nghe An Province".

In order for the Kim Dong Street expansion project to be implemented as planned, the Vinh City People's Committee also requires departments, units and the Hung Phuc Ward People's Committee to seriously implement it. If there are any difficulties or problems, promptly report to the Vinh City People's Committee for guidance and resolution.

Blocks and wards are ready

The “bottleneck” section of Kim Dong Street is about 140m long, crossing Yen Binh block. Because the road surface is only more than 3m wide, connecting many alleys, while the demand for travel on the route is very high, for many years there has always been a state of congestion, lurking traffic accidents. Therefore, for a long time, people in the area have been waiting for the day the city implements road expansion according to the plan.

Just one car can take up the entire width of the "bottleneck" section of Kim Dong Street.

With that anticipation, when accessing Document No. 2653 /UBND-TNMT dated May 24, 2023 of Vinh City People's Committee on directing the implementation of the Kim Dong road expansion project, the people of Yen Binh block were very happy. As Secretary of Yen Binh block Party Cell, Mr. Nguyen Trong Van said: "Thus, the project has had encouraging movements. Perhaps in the future, the work of land acquisition and site clearance will arise difficulties. But the Party Cell and the Block Executive Committee will continue to accompany the Party Committee, ward authorities, and city departments and units to mobilize people to create consensus, so that the project can be implemented according to plan...".

Requesting the People's Committee of Hung Phuc Ward to inform the plan to implement the direction of the Vinh City People's Committee in Document No. 2653 /UBND-TNMT, according to Vice Chairman of the Ward People's Committee Nguyen Trong Thien, many times ago, the ward collected documents, identified land users, compiled a list of affected households..., and reported to the City People's Committee as well as functional units and departments.

The ward has carried out this work thoroughly. They went to each house, each family to gather information, even assigned the ward police to identify each household residing there... The ward has also carried out information and propaganda about the project. Therefore, the people in the area, especially the affected households, have basically grasped the city's policies and the project's implementation steps...".

Vice Chairman of Hung Phuc Ward People's Committee Nguyen Trong Thien talked with Nghe An Newspaper reporter.

However, the Vice Chairman of the People's Committee of Hung Phuc Ward affirmed that the ward will soon implement the direction of the City People's Committee in Document No. 2653 /UBND-TNMT to have a report. Mr. Nguyen Trong Thien added: "We hope that the units and departments will have good coordination so that the directions of the City People's Committee will be completed soon...".
