Proposals to reduce many fees and charges by up to 50%
The Ministry of Finance has proposed reducing the fees and charges for certain services in the securities sector, fees for assessing and issuing licenses for international travel services, and fees for issuing citizen identification cards by up to 50% until December 31, 2023.
The Ministry of Finance is seeking feedback on a draft circular stipulating the rates of certain fees and charges aimed at supporting citizens and businesses.
The draft proposes a 50% reduction in several fees and charges, effective from July 1, 2023 to December 31, 2023. Specifically, the following measures will be implemented:
Fees for evaluating applications for international and domestic travel service business licenses:Equal to 50% of the fee stipulated in Clause 1, Article 4 of Circular No. 33/2018/TT-BTC regulating the fee rates, collection, payment and management of fees for appraisal and issuance of licenses for international and domestic travel service businesses; fees for appraisal and issuance of tour guide cards; and fees for issuing licenses for the establishment of representative offices in Vietnam of foreign travel service businesses.

Fees and charges in the securities sector(excluding fees for supervising securities activities and fees for issuing, renewing, and reissuing certificates of securities practice for individuals practicing securities at securities companies, securities investment fund management companies, and securities investment companies): Equal to 50% of the fees and charges stipulated in the Schedule of Fees and Charges in the Securities Sector issued together with Circular No. 25/2022/TT-BTC regulating the rates, collection, payment, management, and use of fees and charges in the securities sector.
Fees for issuing licenses to send workers abroad for fixed-term employment: Equal to 50% of the fee rates stipulated in Section 1 of the Fee Schedule in Article 4 of Circular No. 259/2016/TT-BTC regulating the rates, collection, payment, management and use of fees for verifying documents and fees for issuing licenses to send workers abroad for fixed-term employment.
Registration (confirmation) fee for using foreign barcode numbers:Equal to 50% of the fee stipulated in Clause 2, Article 4 of Circular No. 232/2016/TT-BTC regulating the fee rates, collection, payment, management and use of fees for issuing barcode numbers.
Industrial property fees:Equal to 50% of the fee rate stipulated in Section A of the Schedule of Industrial Property Fees and Charges issued together with Circular No. 263/2016/TT-BTC regulating the rates, collection, payment, management and use of industrial property fees and charges.
Fees for reviewing and approving fire prevention and fighting design:Equal to 50% of the fee rate as stipulated in Article 5 and the Schedule of Fee Rates for Appraisal and Approval of Fire Prevention and Fighting Designs issued together with Circular No. 258/2016/TT-BTC regulating the fee rates, collection, payment, management and use of fees for appraisal and approval of fire prevention and fighting designs.
Fees for issuing a national identity card:Equal to 50% of the fee rate stipulated in Article 4 of Circular No. 59/2019/TT-BTC regulating the fee rates, collection methods, payment and management of fees for issuing citizen identification cards.
Costs in livestock farming:Equal to 50% of the fee rates stipulated in the Fee Schedule for Livestock Farming issued together with Circular No. 24/2021/TT-BTC regulating the rates, collection, payment, management and use of fees in livestock farming.
