Proposal to reduce up to 50% of many fees and charges

The Ministry of Finance is seeking comments on a draft Circular regulating the collection rates of a number of fees and charges to support people and businesses.

The draft proposes to reduce the collection of many fees and charges by 50%, from July 1, 2023 to December 31, 2023. Specifically as follows:

Fee for appraisal and issuance of international travel service business license and domestic travel service business license:Equal to 50% of the fee collection rate prescribed in Clause 1, Article 4 of Circular No. 33/2018/TT-BTC stipulating the collection rate, collection, payment and management regime for appraisal fees for granting international travel service business licenses, domestic travel service business licenses; appraisal fees for granting tour guide cards; fees for granting licenses to establish representative offices in Vietnam of foreign travel service businesses.

Fees and charges in the securities sector(excluding fees for securities supervision and fees for new issuance, exchange, and reissuance of securities practice certificates for individuals practicing securities at securities companies, securities investment fund management companies, and securities investment companies): Equal to 50% of the fee and charge rates prescribed in the Schedule of fees and charges in the securities sector issued together with Circular No. 25/2022/TT-BTC regulating the collection rates, collection, payment, management, and use of fees and charges in the securities sector.

Fee for granting a license to operate sending workers to work abroad for a limited period: Equal to 50% of the fee collection rate specified in Section 1 of the Fee Collection Rate Schedule in Article 4 of Circular No. 259/2016/TT-BTC stipulating the collection rate, collection, payment, management and use of document verification fees, and fees for granting a license to operate sending workers to work abroad for a limited period.

Fee for registration (confirmation) of using foreign barcode numbers:Equal to 50% of the fee rate prescribed in Clause 2, Article 4 of Circular No. 232/2016/TT-BTC regulating the fee rate, collection, payment, management and use of barcode issuance fees.

Industrial property fees:Equal to 50% of the fee collection rate specified in Section A of the Schedule of industrial property fees and charges issued together with Circular No. 263/2016/TT-BTC regulating the collection rate, collection, payment, management and use of industrial property fees and charges.

Fire prevention and fighting design appraisal and approval fee:Equal to 50% of the fee rate calculated according to the provisions of Article 5 and the Table of rates for calculating fees for appraisal and approval of fire prevention and fighting designs issued together with Circular No. 258/2016/TT-BTC regulating the collection rate, collection, payment, management and use of fees for appraisal and approval of fire prevention and fighting designs.

Citizen identification card issuance fee:Equal to 50% of the fee collection rate prescribed in Article 4 of Circular No. 59/2019/TT-BTC regulating the collection rate, collection, payment and management regime of fees for granting citizen identification cards.

Fees in animal husbandry:Equal to 50% of the fee rate specified in the Fee Rate Schedule in Animal Husbandry issued together with Circular No. 24/2021/TT-BTC regulating the fee rates, collection, payment, management and use of fees in animal husbandry.
