During the process of the police handling the violation, KVĐ used his mobile phone to record the incident and used his personal Facebook account to post an article about the traffic police, which included a caption with vulgar, derogatory, and threatening language.

On June 8th, the Mai Chau District Police, Hoa Binh Province, issued an administrative penalty decision against KVĐ (born in 1998), residing in Na Phon commune (Mai Chau district), for posting an article containing content that insulted the reputation of the traffic police force, as stipulated in Article 101 of Government Decree 15/2020/ND-CP dated February 3, 2020, on administrative penalties in the fields of postal services, telecommunications, radio frequencies, information technology, and electronic transactions.

The police in Mai Châu district issued an administrative penalty notice to KVĐ.

Earlier, at 10:30 PM on May 6th, a task force from the Traffic Police Team of Mai Chau District Police, while on duty in the Poom Coong residential area of Mai Chau town, inspected and discovered that KVĐ was driving an electric motorbike under the influence of alcohol. The task force issued an administrative violation report for the offense of "driving an electric motorbike with a blood alcohol concentration not exceeding 0.25mg/1 liter of breath" and temporarily seized the vehicle.

During the process of handling administrative violations, KVĐ used his mobile phone to record the incident. After returning home, due to frustration and under the influence of alcohol, KVĐ used his personal Facebook account to post an article about traffic police, including a caption with vulgar, derogatory, and threatening language directed at the police, along with an image and a self-recorded video of the traffic police handling the violation. The post attracted many views, likes, and comments from the community.

On May 7th, after sobering up, KVĐ proactively deleted the post from his personal page.

However, upon discovering that KVĐ had posted false information on social media, the district police leadership directed the Security Team to receive, verify, and handle the matter according to the law. During questioning at the police station, KVĐ acknowledged that his actions were wrong and thoughtless while intoxicated, affecting the reputation, honor, and dignity of the traffic police officer.

Based on the nature and severity of the violation and mitigating circumstances, and based on the results of the content assessment of the article by the District Culture and Information Department, the District Police issued a decision to impose an administrative fine of 5 million VND on KVĐ, and he has completed the payment of the fine at the District State Treasury.
