The work of surveying and mapping land plots and issuing land use right certificates still has many shortcomings.

(Baonghean.vn) - This was the opinion expressed by many people during a meeting between voters in Minh Hop commune, Quy Hop district, and the delegation of National Assembly representatives from Nghe An province.

On the afternoon of June 27th, National Assembly delegates Dang Xuan Phuong - Vice Chairman of the National Assembly's Committee on Culture and Education; Tran Duc Thuan - Standing Member of the National Assembly's Committee on National Defense and Security; and Vi Van Son - Member of the Provincial Party Committee, Head of the Provincial Ethnic Affairs Committee, met with voters in Minh Hop commune, Quy Hop district. Representatives from provincial departments and agencies, as well as delegates from the Quy Hop District People's Council, also participated in the meeting.

At the meeting with constituents, on behalf of the National Assembly delegates, delegate Dang Xuan Phuong reported on the results of the 5th Session of the 15th National Assembly after 23 days of serious, expeditious, scientific, democratic, and highly responsible work.

Specifically, the National Assembly passed 8 laws and 17 resolutions. Of particular note are the Law on Consumer Protection; the Law on Bidding; the Law on Prices; the Law on Cooperatives; the Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam…; and the Resolution establishing a specialized monitoring team on “The implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023”…

The National Assembly devoted considerable time to discussing the Government's reports and presentations on socio-economic development; based on this, it requested the Government, relevant agencies, and all levels and sectors to continue implementing comprehensively, promptly, and synchronously the policies, tasks, and solutions according to the objectives set by the Central Party Committee, the National Assembly, and the Government.

Regarding the activities of the National Assembly delegation from Nghe An province at the session, 56 delegates participated in discussions on draft laws, draft resolutions, reports on socio-economic issues; security and defense; the state budget and other important issues within the authority of the National Assembly.

During the session, the delegation held working meetings with several central ministries and agencies; participated in experience-sharing activities with National Assembly delegations from provinces and centrally-administered cities to provide information on the province's socio-economic situation, local proposals and recommendations, and issues related to the session's agenda.

In a democratic and frank manner, voters in Minh Hop commune participated in 11 groups of opinions related to 9 areas. The opinions and suggestions covered many issues within the jurisdiction of various levels of government.

Voters in Minh Hop commune have petitioned that in 2014, the province hired a consulting team to survey the cadastral map of the commune to serve as a basis for land management and the issuance of land use right certificates. However, the surveyed cadastral map differed significantly from the actual situation, so when issuing land use right certificates, a re-survey was required, causing significant delays and additional costs for the people. Many voters also complained about the slow process of issuing and exchanging land use right certificates for the people.

Voter Nguyen Hong Quan (Minh Hop commune) reflected that currently, Type 1 communes have 2 cultural officials, while Type 2 communes have 1 or 2. These commune cultural officials are responsible for many areas such as culture, health, education, religion, and food safety. Professionally, each official is under the management of 4 district-level departments: culture and information, internal affairs, health, and education. Therefore, the voter suggested that the authorities consider not assigning cultural officials to monitor food safety, as this is a field requiring specialized expertise.

Voters also raised concerns about the high price of textbooks, which are almost unusable for the following year, leading to expense and waste. Voters also submitted issues to the Provincial National Assembly Delegation regarding policies on allowances for village and hamlet officials; support policies for ethnic minorities; policies for people with meritorious service; and more.

Following the feedback from voters, representatives from several provincial departments and agencies, along with leaders of Quy Hop district, directly addressed and explained the issues within their jurisdiction.

At the conclusion of the conference, on behalf of the National Assembly delegates from Nghe An province, delegate Vi Van Son – Member of the Provincial Party Committee, Head of the Provincial Ethnic Affairs Committee – expressed gratitude for the voters' interest in the activities of the National Assembly as well as their concerns and suggestions to the National Assembly and all levels and sectors.

Representative Vi Van Son also requested that the Party Committee and the government of Quy Hop district pay attention to reviewing the issues raised by voters to resolve matters within their authority and to propose and coordinate the resolution of issues within the authority of higher levels, contributing to ensuring the rights of the people and serving the socio-economic development.
