In the spirit of democracy and frankness, voters of Minh Hop commune participated in 11 groups of opinions related to 9 fields. The opinions and proposals were many issues related to the authority of the levels.
Voters of Minh Hop commune proposed that in 2014, the province hire a consulting team to go to the commune to measure cadastral maps as a basis for land management and issuance of land use right certificates. However, the measured cadastral maps differed too much from the current status, so when issuing land use right certificates, they had to be re-measured, causing a lot of time and additional costs for the people. Many voters also reported that the issuance and replacement of land use right certificates for the people was still slow.

Voter Nguyen Hong Quan (Minh Hop commune) reported that currently, a type 1 commune has 2 cultural officials, a type 2 commune has 1 or 2 officials. Cultural officials of the commune are in charge of many fields such as: culture, health, education, religion, food safety. In terms of expertise, each official is under the management of 4 district-level departments: culture - information, internal affairs, health, education. Therefore, voters recommend that all levels consider not arranging cultural officials to monitor food safety because this is a field that requires specific expertise.
Voters also reflected on the high price of textbooks, which are almost impossible to reuse for the following year, causing waste and expense. Contents on allowance policies for block and hamlet cadres; policies to support ethnic minorities; policies on meritorious people; etc. were also sent by voters to the Provincial National Assembly Delegation.
