National Assembly and People's Council delegates of Nghe An province meet with voters of Vinh city
(Baonghean.vn) - On the afternoon of July 3, the National Assembly deputies of Nghe An and the provincial People's Council deputies met with voters of Dong Vinh and Doi Cung wards and Hung Dong commune (Vinh city) after the 5th session of the 15th National Assembly and before the 14th session of the 18th provincial People's Council.

Meeting voters included delegates: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Thai Van Thanh - Member of the Provincial Party Committee, Director of the Department of Education and Training, XV National Assembly Delegate and delegates of the Provincial People's Council: Le Dinh Ly - Member of the Provincial Party Committee, Deputy Head of the Provincial Party Committee's Organization Committee; Phan Thi Hoan - Member of the Provincial Party Committee, Secretary of the Provincial Business Bloc Party Committee; Nguyen Duy Can - Vice Chairman of the Provincial Veterans Association.
FOCUS ON ENVIRONMENTAL PROTECTION

At the conference, voters expressed their agreement and high consensus on the province's development results in recent times; at the same time, they expressed their thoughts, aspirations and recommendations to the National Assembly and Provincial People's Council deputies.
Voter Phan Cong Vy, Doi Cung ward, suggested strengthening the management of foreign goods imported into Vietnam; speeding up the project of the Universal Cremation Station; researching the establishment of a center for the elderly; and proposing a mechanism to support cement for road construction.

Regarding the National Assembly and the Government, Mr. Vy stated that the current situation is the hot season, the electricity supply situation has been very tense; meanwhile, through information, there are businesses investing in wind power and solar power but cannot sell or sell below cost. According to the voter of Doi Cung ward, electricity is a very special commodity and the transmission system is managed by EVN; consumers can only buy from suppliers.
Based on that analysis, voter Phan Cong Vy recommended that the National Assembly and the government objectively consider whether there are signs of monopoly; at the same time, he recommended creating a legal corridor to create healthy competition in the field of electricity production and distribution.

Mr. Ho Xuan Canh, a voter of Hung Dong commune, proposed to study and improve the regime for cadres in the block and hamlet; enough to motivate and encourage not only incumbent cadres to stick with their jobs, but also to create a source of successor cadres.
Voters of Dong Vinh ward suggested that in the process of attracting investment, environmental work should be given top priority; at the same time, it is necessary to implement a plan to classify waste from the source. In the field of security and defense, voters suggested raising vigilance, after the incident that occurred in Dak Lak.

Voters suggested that the National Assembly should strengthen supervision of anti-corruption work, strictly handle officials who commit acts of corruption, bribery, or abuse of position and power for personal gain; effectively recover lost state assets and strengthen supervision of the execution of judgments in corruption cases; and closely monitor the declaration of assets and income of officials and civil servants.
At the conference, voters also raised many other recommendations in the localities. Mr. Nguyen Kim Cuong, Dong Vinh ward, proposed to build a North-South railway overpass at the intersection with Nguyen Truong To street to ensure traffic safety and avoid congestion.

Voters also said that the current support for cement for internal roads still has many shortcomings. The reason is that when implementing internal roads in wards and communes in the city, fresh concrete or asphalt is often used, but is currently supported by cement, so the blocks have to convert it themselves to carry out the project, but it is very difficult to sell and the price is much lower than the market price. Voters suggested that the Provincial People's Council and People's Committee study a more flexible form (places that build asphalt or fresh concrete can be supported in cash) to carry out the project effectively.

Currently, Dong Vinh ward has 15 thousand people, but there is no secondary school, children of Dong Vinh ward have to go to school far away, not ensuring safety; parents and students are very upset. Voters proposed that the Provincial People's Council; Department of Education and Training adjust the planning for the development of the secondary school system to allow the policy of re-establishing Dong Vinh secondary school to meet the urgent needs of the ward people, currently the number of secondary school students is increasing rapidly due to the increase in mechanical population from residential land planning areas in the ward.
In addition, voters also expressed their opinions on many other issues regarding policies and regimes; urban management, land, basic construction, site clearance; etc.
At the conference, leaders of several departments, branches and Vinh City People's Committee responded to voters' petitions under their authority.

FIXED VIEWPOINT OF SUSTAINABLE DEVELOPMENT
On behalf of the National Assembly and Provincial People's Council deputies, regarding the improvement of the regime for block and hamlet cadres, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An Thai Thanh Quy said that the Government has just issued Decree No. 33/2023/ND-CP dated June 10, 2023 regulating commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups. On that basis, the province will assign the Provincial People's Committee to advise the Provincial People's Council to make early decisions to gradually increase allowances for block and hamlet cadres. This is the team that directly performs many tasks, contributing to concretizing the Party's guidelines and policies; the State's policies and laws into life.

Regarding the proposal to re-establish Dong Vinh Secondary School, Comrade Thai Thanh Quy shared the earnest wishes and urgent needs of the people and through the response of the Chairman of Vinh City People's Committee, it showed that the city has included it in the public investment plan. From the proposal of Dong Vinh voters, the Provincial Party Secretary requested the Department of Education and Training to review the province's school network planning to ensure it is appropriate and scientific.

Regarding the shortcomings in cement support, the Provincial Party Secretary, Chairman of the Provincial People's Council, Head of the National Assembly Delegation said that the voters' request to be supported with ready-mixed concrete instead of cement was reasonable; thereby requesting the authorities to study solutions to facilitate the people while ensuring compliance with the law.

Regarding the suggestion to focus on the environment in attracting investment, comrade Thai Thanh Quy affirmed that Nghe An always puts the environment first in calling for investment, firmly maintaining the viewpoint of not trading the environment for economic development.
