Members of the National Assembly and the People's Council of Nghe An province met with voters in Vinh City.

(Baonghean.vn) - On the afternoon of July 3rd, National Assembly deputies from Nghe An province and provincial People's Council representatives met with voters in Dong Vinh and Doi Cung wards and Hung Dong commune (Vinh City) following the 5th session of the 15th National Assembly and before the 14th session of the 18th Provincial People's Council.

The meeting with constituents included the following delegates: Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Thai Van Thanh - Member of the Provincial Party Committee, Director of the Department of Education and Training, Member of the 15th National Assembly; and the following members of the Provincial People's Council: Le Dinh Ly - Member of the Provincial Party Committee, Deputy Head of the Provincial Party Committee's Organization Department; Phan Thi Hoan - Member of the Provincial Party Committee, Secretary of the Party Committee of the Provincial Enterprise Bloc; Nguyen Duy Can - Vice Chairman of the Provincial Veterans Association.

At the conference, voters expressed their strong agreement and approval of the province's development achievements in recent times; they also raised their concerns, aspirations, and recommendations to the National Assembly deputies and the Provincial People's Council.

Voter Phan Cong Vy from Doi Cung ward suggested strengthening the management of imported goods of foreign origin into Vietnam; accelerating the crematorium project; researching the establishment of a center for the elderly; and proposing a mechanism to support the provision of cement for road construction.

Addressing the National Assembly and the Government, Mr. Vy pointed out the current situation: it is currently the hot season, and the electricity supply has been very strained recently. Meanwhile, information indicates that some businesses investing in wind and solar power are unable to sell their products or are selling them below cost. According to the voter from Doi Cung ward, electricity is a very special commodity, and the transmission system is managed by EVN; consumers can only buy it from the supplier.

Based on that analysis, voter Phan Cong Vy suggested that the National Assembly and the government objectively consider whether there are signs of a monopoly; he also proposed creating a legal framework to foster healthy competition in the electricity production and distribution sector.

Mr. Ho Xuan Canh, a voter from Hung Dong commune, suggested studying ways to improve the benefits for officials at the block and hamlet levels; enough to motivate and encourage not only current officials to remain committed to their work, but also to create a pool of successor officials.

Voters in Dong Vinh ward suggested that environmental protection should be prioritized in the process of attracting investment; and that a waste sorting plan should be implemented at the source. Regarding security and defense, voters requested increased vigilance following the incident in Dak Lak.

Voters suggested that the National Assembly should strengthen its oversight of anti-corruption efforts, strictly punish officials who engage in corruption, bribery, or abuse of power for personal gain; effectively recover lost state assets and strengthen supervision of the execution of judgments in corruption cases; and closely monitor the declaration of assets and income by officials and civil servants.

At the conference, voters also raised many other suggestions regarding their respective localities. Mr. Nguyen Kim Cuong from Dong Vinh ward suggested building an overpass over the North-South railway line at the intersection with Nguyen Truong To street to ensure traffic safety and prevent congestion.

Voters also pointed out that the current cement support for internal road construction is inadequate. The reason is that when constructing internal roads in wards and communes within the city, ready-mix concrete or asphalt is usually used, but the current support is in the form of cement. This forces the wards and communes to convert the cement themselves, but it is difficult to sell and the price is much lower than the market rate. Voters requested that the Provincial People's Council and People's Committee study a more flexible approach (where asphalt or ready-mix concrete is used, cash support could be provided) to ensure the projects are implemented effectively.

Currently, Dong Vinh ward has 15,000 residents but lacks a secondary school. Children from Dong Vinh ward have to travel long distances to school, posing safety risks; parents and students are very concerned. Voters petition the Provincial People's Council and the Department of Education and Training to adjust the development plan for the secondary school system to approve the re-establishment of Dong Vinh Secondary School to meet the urgent needs of the ward's residents. Currently, the number of secondary school students is increasing rapidly due to population growth from planned residential areas in the ward.

In addition, voters also raised many other issues concerning the regime and policies; urban management, land, basic construction, land clearance, etc.

At the conference, leaders of several departments, agencies, and the Vinh City People's Committee responded to voters' requests within their jurisdiction.

STANDING FIRM ON THE PERSPECTIVE OF SUSTAINABLE DEVELOPMENT

Speaking on behalf of the National Assembly and the Provincial People's Council regarding the improvement of allowances for village and hamlet officials, the Provincial Party Secretary, Chairman of the Provincial People's Council, and Head of the Nghe An National Assembly Delegation, Thai Thanh Quy, stated that the Government has recently issued Decree No. 33/2023/ND-CP dated June 10, 2023, regulating commune-level officials and non-specialized personnel at the commune, hamlet, and residential group levels. Based on this, the province will assign the Provincial People's Committee to advise the Provincial People's Council on making early decisions to gradually increase allowances for village and hamlet officials. This is a team that directly carries out many tasks, contributing to the concretization of the Party's guidelines and policies, and the State's laws and regulations into life.

Regarding the proposal to re-establish Dong Vinh Secondary School, Comrade Thai Thanh Quy shared the earnest desire and urgent need of the people, and the response from the Chairman of the Vinh City People's Committee showed that the city has included it in its public investment plan. Based on the proposal from the voters of Dong Vinh, the Provincial Party Secretary requested the Department of Education and Training to review the province's school network planning to ensure it is appropriate and scientifically sound.

Regarding the shortcomings in cement subsidies, the Provincial Party Secretary, Chairman of the Provincial People's Council, and Head of the National Assembly Delegation stated that the voters' request for subsidies for ready-mix concrete instead of cement is reasonable; therefore, he requested relevant agencies to study solutions that are convenient for the people while ensuring compliance with the law.

Regarding the suggestion to prioritize the environment in attracting investment, Comrade Thai Thanh Quy affirmed that Nghe An always places the environment at the forefront in attracting investment, firmly adhering to the principle of not sacrificing the environment for economic development.
