(Baonghean.vn) - Nghe An Provincial People's Committee has issued Official Dispatch No. 6368/UBND-NC on strengthening fire prevention and fighting (PCCC) work for residential areas, households, and houses combined with production and business in the area.
The document clearly stated that in recent times, the fire and explosion situation in the whole country in general and Nghe An province in particular has been evolving and potentially complicated, especially for households and houses for living combined with production and business. In particular, recently in some localities across the country, there have been consecutive fires causing very serious human losses, affecting the security and order situation and causing anxiety among the people.
Meanwhile, fire prevention and fighting work for residential areas, households, houses combined with production and business in some localities in the province still has many limitations and shortcomings. Specifically, the work of reviewing and making a list of subjects eligible for building a model of Inter-family Fire Safety Groups has not been really effective, and many households that are eligible but not included in the list of screening and building a model of Inter-family Fire Safety Groups (typically in Dien Chau, Nam Dan, Nghi Loc districts, Cua Lo town, Hoang Mai town...); many Inter-family Groups, although being built, are still formal, not ensuring suitability and promoting practical effectiveness. The organization of propaganda and training on knowledge and skills on fire prevention and fighting in residential areas has had limited results. The propaganda and mobilization of households to equip themselves with fire extinguishers is still very low compared to the requirements assigned by the Government and the Provincial People's Committee...
In the face of the above situation, in order to continue to resolutely and effectively implement fire prevention and fighting and search and rescue work for residential areas, houses combined with production and business, to prevent fires and explosions causing serious damage to people and property in the province; at the same time, to successfully complete the assigned targets and tasks in Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister on strengthening fire prevention and fighting work in the new situation, the Provincial People's Committee requests:
Provincial departments, branches, People's Committees of districts, cities and townsContinue to closely follow and seriously and effectively implement the assigned tasks in Plan No. 56/KH-UBND dated February 1, 2023 of the Provincial People's Committee to implement Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister on strengthening fire prevention and fighting work in the new situation; periodically implement the information and reporting regime in accordance with regulations.
Organize the launching of the movement "My house has a fire extinguisher" for all cadres, party members, civil servants, public employees, workers in agencies, units and all people in the area; in which, it is required to promote the role and responsibility of cadres, party members, civil servants, public employees, armed forces in agencies, units, and take the lead in implementing the self-equipment of fire extinguishers in their households;Strive by September 30, 2023, 100% of households of cadres, party members, civil servants, public employees, and armed forces officers in the system of state agencies in the province will have fire extinguishers..
In addition, proactively mobilize resources, socialize the provision of fire extinguishers and coordinate with localities to distribute them to disadvantaged and poor households in the area.
Provincial Policedirect the Public Security of units and localities to advise the People's Committees at all levels to continue to direct the review and replication of the model of Inter-family Fire Safety Teams and Public Fire Fighting Points (especially in localities with high population density, many houses combined with production and business such as Vinh city, Hoang Mai town; districts: Nghi Loc, Dien Chau, Quynh Luu, Nam Dan, Thanh Chuong ...). The construction of the model of Inter-family Fire Safety Teams and Public Fire Fighting Points must be practical, helping people understand, grasp the meaning, purpose, grasp the features and effects of the installed fire fighting equipment to equip properly and fully according to the instructions of the Ministry of Public Security.
Direct the police force at district and commune levels to continue advising the People's Committees at the same level to strengthen state management of fire prevention and fighting according to the provisions of Decree No. 136/2020/ND-CP; at the same time, synchronously and effectively deploy the mass fire prevention and fighting movements in the area in a strong manner according to the motto "4 on-site", focusing on completing the targets assigned by the Government and the Ministry of Public Security.
