Nghe An launches campaign 'My house has a fire extinguisher'

The official document states that, in recent times, the situation of fires and explosions throughout the country in general, and Nghe An province in particular, remains complex and potentially problematic, especially concerning residential houses and houses used for both living and business purposes. Particularly, recently, several fires have occurred in various localities across the country, causing very serious casualties, affecting public order and security, and causing anxiety among the people.

Meanwhile, fire prevention and control work in residential areas, households, and mixed-use buildings (houses combining production and business) in some localities within the province still faces many limitations and shortcomings. Specifically, the process of reviewing and compiling lists of eligible households for the establishment of fire safety neighborhood groups has not been truly effective, with many eligible households being overlooked and not included in the list (typical examples include Dien Chau, Nam Dan, Nghi Loc districts, Cua Lo town, Hoang Mai town, etc.); many neighborhood groups, although established, remain largely superficial, failing to ensure suitability and practical effectiveness. The organization of fire prevention and control training and education in residential areas has yielded limited results. The promotion and encouragement of households to equip themselves with fire extinguishers is still very low compared to the requirements set by the Government and the Provincial People's Committee…

Given the above situation, in order to continue implementing fire prevention and rescue work decisively and effectively in residential areas, households, and houses combining production and business activities, preventing fires and explosions that cause serious damage to people and property in the province; and at the same time, to successfully complete the targets and tasks assigned in Directive No. 01/CT-TTg dated January 3, 2023, of the Prime Minister on strengthening fire prevention and control work in the new situation, the Provincial People's Committee requests:

Provincial departments, boards, and agencies; People's Committees of districts, cities, and towns.Continue to closely monitor and seriously and effectively implement the tasks assigned in Plan No. 56/KH-UBND dated February 1, 2023, of the Provincial People's Committee on the implementation of Directive No. 01/CT-TTg dated January 3, 2023, of the Prime Minister on strengthening fire prevention and control work in the new situation; periodically implement the information and reporting regime in accordance with regulations.

The organization launched the "My Home Has a Fire Extinguisher" campaign for all cadres, Party members, civil servants, employees in agencies and units, and all people in the area; in which, it required emphasizing the role and responsibility of cadres, Party members, civil servants, employees, and armed forces in agencies and units, setting an example by taking the lead in equipping their own households with fire extinguishers.The goal is to ensure that by September 30, 2023, 100% of households of officials, Party members, civil servants, public employees, and members of the armed forces within the state agency system in the province have fire extinguishers..

In addition, proactively mobilize resources and socialize the provision of fire extinguishers, and coordinate with local authorities to distribute them to disadvantaged and poor households in the area.

Provincial PoliceThe Ministry of Public Security directs police units and localities to advise People's Committees at all levels to continue reviewing and expanding the model of neighborhood fire safety groups and public fire fighting points (especially in densely populated areas with many houses combining production and business activities such as Vinh City, Hoang Mai town; and the districts of Nghi Loc, Dien Chau, Quynh Luu, Nam Dan, Thanh Chuong...). The construction of the model of neighborhood fire safety groups and public fire fighting points must be practical, helping people understand the meaning, purpose, and functions of the installed fire fighting equipment so that they can equip themselves correctly and fully according to the guidance of the Ministry of Public Security.

Directing district and commune-level police forces to continue advising the People's Committees at the same level to strengthen state management of fire prevention and control in accordance with Decree No. 136/2020/ND-CP; simultaneously, implementing comprehensively and effectively the nationwide fire prevention and control movements in the area according to the "4 on-the-spot" principle, focusing on completing the targets assigned by the Government and the Ministry of Public Security.

Specifically:Before September 30, 2023, 50% of households have fire extinguishers, striving to reach 100% of households in the area with fire extinguishers by December 31, 2023; (2) Organize propaganda and training on fire prevention and rescue in residential areas to ensure that before September 30, 2023, 50% of households have at least one person who receives propaganda and training, and by December 31, 2023, complete this for 100% of households in the area…
