In early October, with the propaganda and mobilization of the Border Guard force, Nguyen Van Cong (Hamlet 10, Dien Trung Commune, Dien Chau District) brought a homemade gun to Dien Thanh Border Guard Station to hand it over.

Mr. Cong said that because of his passion for bird catching, he ordered components online and then made his own gun. After being informed by the Border Guard and local authorities, he understood the harmful effects and dangers of homemade air guns, so he decided to hand them over. Not only that, Mr. Cong also actively encouraged his friends to also bring their homemade air guns to the authorities.

Like Mr. Cong, due to not being aware of the danger as well as to satisfy their passion for bird hunting, some coastal residents of Dien Chau district have ordered components and assembled homemade guns themselves. Mr. Nguyen Cong - Party Secretary, Chairman of the People's Council of Dien Hai commune said that the characteristics of coastal localities have many protective forests, so many birds and other wild animals come here to live. People have a habit of hunting since ancient times, so they often make their own weapons for use. Not only are there violations in storing and using weapons, explosives, and support tools, but the act of hunting wild animals is also prohibited. In recent times, thanks to the close consultation and coordination of the Border Guard and the Police, the campaign to recover weapons, explosives, and support tools has achieved very positive results, contributing to maintaining local security and stability.

Lieutenant Colonel Nguyen Dinh Huu - Deputy Head of Dien Thanh Border Guard Station said that the unit manages the area of ​​8 coastal border communes, with the characteristic of having protective casuarina forests which are home to many species of birds and other wild animals, so for a long time people have often made their own guns for hunting. To raise awareness among people and limit the illegal use of weapons and explosives, the Station has coordinated with local authorities and functional forces to step up propaganda activities.

Most people are not aware or have a very vague awareness of the dangers of weapons, explosives and supporting tools, so they often hide them for use. On the other hand, each air gun is also quite expensive, from 7-10 million VND, so many people feel sorry to hand them over. In 2023, the Station presided over and coordinated with Dien Chau District Police and the Police of communes in the area to mobilize and collect 29 homemade guns, 2 kg of firecrackers and some supporting tools.

By promoting propaganda activities, coordinating with the police and local authorities, Nghe An Border Guards, with their pioneering role, have created a strong change in people's awareness and sense of law compliance, contributing to ensuring security and order in the area. With the leading, core and specialized role in ensuring security and order in the border area, since the beginning of the year, Nghe An Border Guards have organized nearly 1,000 propaganda sessions, mobilizing more than 11,000 households to sign a commitment not to participate in assisting, buying, selling, transporting, storing weapons, explosives, and supporting tools. Nghe An Border Guards have proactively taken measures to combat, presided over and coordinated with functional forces to detect and arrest 15 cases with 16 subjects, seizing 460 kg of firecrackers.

Nghe An is a province with 61 border and coastal communes and wards; of which 22 land border communes are in extremely difficult areas, with limited public awareness. Thanks to the coordinated propaganda of the entire political system, the work of collecting weapons, explosives and supporting tools has received high consensus from the people. The effective implementation of the work of collecting weapons, explosives and supporting tools not only prevents unfortunate incidents from occurring early but also contributes significantly to ensuring security, order and social safety in the border area.

To effectively carry out the task of recovering weapons, explosives, and supporting tools, the Border Guard, together with local authorities and district and commune police, organized many propaganda sessions to mobilize people not to participate in the illegal transportation, trading, and storage of weapons, explosives, and supporting tools; established propaganda, mobilization, and receiving points for weapons, explosives, and supporting tools that people surrendered, as well as helping people detect and denounce related violations.

Regarding this issue, the People's Committee of Nghe An province has recently issued a plan to propagate and mobilize the entire population to hand over and fight against crimes and violations of the law on weapons, explosives, and supporting tools. Currently, the Ministry of Public Security still identifies Nghe An as one of 18 key areas for weapons, explosives, and supporting tools.

In order to continue to effectively implement the propaganda and mobilization work for all people to hand over and fight against crimes and violations of the law on weapons, explosives and supporting tools in Nghe An province in 2023, the Provincial People's Committee requests provincial departments, branches, sectors, mass organizations, People's Committees of districts, cities and towns to strengthen state management of weapons, explosives and supporting tools; strictly implement the Law amending and supplementing a number of articles of the Law on Management and Use of Weapons, Explosives and Supporting Tools and documents guiding their implementation; raise awareness and responsibility of agencies, organizations and all people in complying with the provisions of law on management and use of weapons, explosives and supporting tools. Completely recover weapons, explosives, and supporting tools still circulating in society, do not let criminals use them to commit crimes, and minimize damage to people and property caused by weapons, explosives, and supporting tools, especially accidents caused by bombs, mines, and explosives left over from the war.

The Provincial People's Committee also requested criticism and strict handling of responsibilities for heads of units, localities, organizations and individuals involved in the incident, and subjects manufacturing, trading, transporting, storing and using weapons, explosives and supporting tools to commit very serious and especially serious crimes./.
