Many new points in the Law on Implementing Democracy at the Grassroots Level
(Baonghean.vn) - On the morning of November 28th, the Ministry of Interior organized an online conference to disseminate and explain the Law on Implementing Democracy at the Grassroots Level and related documents. The conference was connected online to 63 locations nationwide.
Associate Professor Dr. Trieu Van Cuong - Deputy Minister of the Ministry of Home Affairs, chaired the conference. At the Nghe An branch, participants included: Mr. Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Department; Mr. Nguyen Viet Hung - Director of the Department of Home Affairs; and representatives from relevant departments and agencies.
The Law on Implementing Democracy at the Grassroots Level came into effect on July 1, 2023. The law institutionalizes the Party's guidelines and policies related to grassroots democracy; concretizes the provisions of the 2013 Constitution on the people's right to self-governance; and ensures the constitutionality, consistency, and uniformity of the legal system. The Law on Implementing Democracy at the Grassroots Level comprises 91 articles regulating the content and methods of implementing democracy at the grassroots level, the rights and obligations of citizens in implementing democracy at the grassroots level, and the responsibilities of agencies, units, organizations, and individuals in ensuring the implementation of democracy at the grassroots level.
Based on Decision No. 346/QD-TTg dated April 6, 2023, of the Prime Minister, on May 17, 2023, the People's Committee of Nghe An province issued a plan for implementing the Law on Grassroots Democracy in Nghe An province.
The plan was issued with the aim of creating a strong shift in awareness and raising the sense of responsibility of Party committees, government agencies, cadres, and the entire political system regarding the meaning and importance of building and implementing democracy at the grassroots level, and effectively promoting the people's role as masters in participating in Party building and supervising the activities of government agencies at all levels.
Furthermore, in order to seriously, promptly, synchronously, and effectively implement the Law on the Implementation of Democracy at the Grassroots Level, in conjunction with continuing to effectively implement programs and projects related to promoting democracy and adhering to the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," we aim to unleash the people's strength and mobilize their internal resources to build infrastructure, especially in the construction of new rural areas, thereby fulfilling the task of socio-economic development in the locality.
At the conference, delegates were briefed on three main topics: the content of the Law on Implementing Democracy at the Grassroots Level; the content of Decree No. 59/2023/ND-CP detailing some basic provisions of the Law on Implementing Democracy at the Grassroots Level; and the content of Decree No. 61/2023/ND-CP on the development and implementation of community regulations and conventions.
In addition, the Conference also disseminated several important new points such as: the content of public discussion and decision-making, the introduction of citizen initiatives; the forms of public discussion and decision-making on important issues related to the rights and interests of the people and the country. At the same time, the Law also includes some new regulations related to the public disclosure of information in agencies and units, adding new forms of public disclosure, regulations on the timing of public disclosure, etc. Furthermore, many opinions were discussed to clarify the content related to the Law, as well as the difficulties and obstacles in the practical implementation process.
Speaking at the conference, Associate Professor Dr. Trieu Van Cuong - Deputy Minister of the Ministry of Home Affairs - emphasized the importance, significance, purpose, and impact of the Law on Implementing Democracy at the Grassroots Level on all strata of the people, cadres, civil servants, and workers. He urged localities and relevant agencies and organizations to implement the Law promptly, uniformly, and effectively, creating unity within the Party and consensus among the people.
