Many new points in the Law on Democracy Implementation at Grassroots Level
(Baonghean.vn) - On the morning of November 28, the Ministry of Home Affairs held an online conference to disseminate and implement the Law on Democracy at Grassroots Level and disseminate related documents. The conference was connected online to 63 connecting points across the country.
Associate Professor, Dr. Trieu Van Cuong - Deputy Minister of Home Affairs chaired the conference. At Nghe An bridge, there were the participation of comrades: Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Nguyen Viet Hung - Director of the Department of Home Affairs; representatives of relevant departments, branches and sectors.

The Law on Implementing Democracy at the Grassroots Level takes effect from July 1, 2023. The Law institutionalizes the Party's policies and guidelines related to democracy at the grassroots level; concretizes the provisions of the 2013 Constitution on people's mastery; ensures the constitutionality, unity and synchronization of the legal system. The Law on Implementing Democracy at the Grassroots Level includes 91 articles regulating the content and methods of implementing democracy at the grassroots level, the rights and obligations of citizens in implementing democracy at the grassroots level and the responsibilities of agencies, units, organizations and individuals in ensuring the implementation of democracy at the grassroots level.
Based on Decision No. 346/QD-TTg dated April 6, 2023 of the Prime Minister, on May 17, 2023, the Provincial People's Committee issued a Plan to implement the Law on Grassroots Democracy in Nghe An province.
The plan was issued with the aim of creating a strong change in awareness and raising the sense of responsibility of Party committees at all levels, authorities, cadres and the entire political system about the meaning and importance of building and implementing democracy at the grassroots level, promoting the role of people as masters in participating in Party building and supervising the activities of authorities at all levels.
In addition, in order to seriously, promptly, synchronously and effectively implement the Law on Democracy Implementation at the grassroots level, in conjunction with continuing to effectively implement programs and projects related to promoting democracy, effectively implementing the motto "People know, people discuss, people do, people inspect, people supervise, people benefit", arousing people's strength, mobilizing internal resources in the people to build material facilities, especially in new rural construction, thereby carrying out the task of economic and social development in the area.

At the Conference, delegates were informed of three main contents, including: Contents of the Law on Implementing Democracy at the Grassroots Level; Contents of Decree No. 59/2023/ND-CP detailing a number of basic articles of the Law on Implementing Democracy at the Grassroots Level and Contents of Decree No. 61/2023/ND-CP on building and implementing village covenants and conventions of residential communities.
In addition, the Conference also disseminated a number of important new points such as: Contents discussed and decided by the people, giving citizens' initiatives; forms of people discussing and deciding on important issues related to the rights and interests of the people and the country. At the same time, the Law also has a number of new regulations related to information disclosure at agencies and units and added new forms of disclosure, regulations on the time of disclosure, etc. At the same time, many opinions discussed and clarified the content related to the Law, as well as difficulties and obstacles in the process of practical implementation.
Speaking at the Conference, Associate Professor, Dr. Trieu Van Cuong - Deputy Minister of Home Affairs emphasized the importance, significance, purpose and impact of the Law on Grassroots Democracy Implementation to all classes of people, cadres, civil servants, public employees and workers. Thereby, requiring localities as well as relevant agencies and organizations to implement the Law in a timely, unified and effective manner, creating unity within the Party and consensus among the people.
