Based on the results of the expanded investigation into the case of "Violating bidding regulations, causing serious consequences" occurring at the Department of Education and Training of Ha Giang province in 2017, the Investigation Police Agency determined that the accused Nguyen The Binh, Director of the Department of Education and Training of Ha Giang province, in the process of organizing the procurement and provision of equipment for schools in 2019 and 2020, committed violations such as providing equipment that did not meet the needs of the schools, providing equipment to schools that were not beneficiaries of the program, purchasing and providing equipment not in accordance with the approval decision of the People's Committee of Ha Giang province, causing damage and waste of tens of billions of VND to the State budget.
The above violations have signs of the crime of "Violating regulations on management and use of State assets causing loss and waste" as prescribed in Clause 3, Article 219 of the Penal Code.
Currently, the Investigation Police Agency of Ha Giang Province Police is urgently investigating and expanding the case, clarifying the responsibilities of related organizations and individuals for consideration and handling according to the provisions of law.
Previously, also at the Department of Education and Training, the Investigation Police Agency, Ha Giang Provincial Police issued a decision to prosecute the case, prosecute the accused, and temporarily detain for 4 months 4 accused including: Vu Thi Thanh Huyen (born in 1969, former Head of the Financial Planning Department), Vu Thi Thu Hoa (born in 1970, former accountant) for violating bidding regulations causing serious consequences, according to the provisions of Clause 4, Article 222 of the Penal Code; Vu Van Su, (born in 1958, former Director of the Department of Education and Training of Ha Giang province) and Tran Tien Bang (born in 1965, former Deputy Head of the Financial Planning Department) for the act of "Violating bidding regulations causing serious consequences," prescribed in Clause 3, Article 222 of the Penal Code./.
