Prosecution of former General Director and Deputy General Director of VEAM
On October 4, the Hanoi City Police Department announced that it had just initiated a criminal case of "Violating regulations on management and use of state assets causing loss and waste" occurring at the Vietnam Engine and Agricultural Machinery Corporation (VEAM).
At the same time, serve the Decision to prosecute the accused, the Order prohibiting leaving the place of residence for Nguyen Thanh Giang (born in 1949), former General Director of VEAM; serve the Decision to prosecute the accused, execute the Order to arrest the accused for temporary detention, the Order to search the residence and workplace of Ho Manh Tuan (born in 1963), Deputy General Director of VEAM.

Both defendants Nguyen Thanh Giang and Ho Manh Tuan were prosecuted for the crime of "Violating regulations on management and use of State assets causing loss and waste" as prescribed in Clause 3, Article 219 of the Penal Code. The decisions and orders of the Investigation Police Agency were approved by the City People's Procuracy.
During the investigation, the Economic Police Department of Hanoi City Police clarified that in 2005 and 2011, Nguyen Thanh Giang, then General Director of VEAM, directed Ho Manh Tuan, then Head of VEAM Technical Department, Chairman of the Board of Directors of VEAM Korea from 2003 to 2009, to prepare reports and proposals to purchase 305 sets of SV110 car cabin stamping dies, which were not in accordance with the provisions of law on investment in the purchase of fixed assets of state-owned enterprises. All of the above assets, after being purchased, had no use value and were "shelved" from then until now, causing a waste of VND 26,971,996,970 of state money.

It is known that defendant Nguyen Thanh Giang was previously prosecuted by the Ministry of Public Security's Investigation Police Agency for the crime of "Violating regulations on management and use of State assets, causing loss and waste" in another case related to violations in the management and use of a land area of 8,930.9 square meters at Binh Thoi Street, Ward 14, District 11, Ho Chi Minh City, causing particularly serious damage to State assets.
However, because defendant Nguyen Thanh Giang is being treated for diabetes and kidney failure, the Ministry of Public Security's Investigation Police Agency applied preventive measures to prohibit him from leaving his place of residence.
