Highlights of the Social Insurance Sector in Nghe An Province in 2023
(Baonghean.vn) - 2023 was a very difficult year for the national economy in general, and for the Social Insurance sector in particular.
With the attention and guidance of the Vietnam Social Security, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; along with the close coordination of various sectors, organizations, and authorities at all levels, and the continuous efforts of the entire staff, the Nghe An Social Security has overcome difficulties and challenges to fulfill its assigned tasks, ensuring social security throughout the province.
1. Efforts in advisory work:
Recognizing that the involvement of Party committees and authorities at all levels is one of the key factors determining the effectiveness of organizing and implementing social insurance and health insurance policies, the Provincial Social Insurance agency has always proactively advised local Party committees and authorities to strengthen leadership and guidance in implementing social insurance and health insurance policies in the area. In particular, in 2023, the Provincial Social Insurance agency advised the steering committees at all levels to summarize the results of activities in 2022 and propose directions and tasks for 2023; completing 100% of the establishment and consolidation of steering committees down to the commune level, with the head of the steering committee being the Chairman of the People's Committee at each level.
2. Complete the assigned targets:
In the context of challenging socio-economic development and the impact of changes in mechanisms and policies, the Provincial Social Insurance agency has flexibly implemented solutions to adapt to the new situation in order to strive to fulfill the targets assigned by the Vietnam Social Insurance and the Provincial People's Committee.
As of the end of December 2023, the entire province had 3,024,577 participants.Social insurance,Health insurance and unemployment insurance, specifically: The number of people participating in social insurance is 385,131, reaching a rate of 24.9% of the working-age labor force, fulfilling the target set by the Provincial People's Committee; The number of people participating in health insurance is 2,911,787, achieving a health insurance coverage rate of 93% of the population, fulfilling the target set by the Provincial People's Committee; The total revenue from social insurance, health insurance, and unemployment insurance is 8,873.6 billion VND, exceeding the target set by the Vietnam Social Insurance.
3. Resolving and paying social insurance, health insurance, and unemployment insurance benefits correctly, completely, and promptly, ensuring the rights of participants and beneficiaries:
With the motto "Putting the people and businesses at the center of service," the payment and settlement of benefits for participants and beneficiaries of social insurance and health insurance policies are always carried out correctly, fully, and promptly. The activities of the Nghe An Social Insurance sector continue to be implemented in a service-oriented direction, promoting digital transformation, applying information technology, and creating favorable conditions for individuals and organizations.
In 2023, the entire province processed 170,110 applications for social insurance and unemployment insurance benefits, totaling over 11,033.2 billion VND; the province covered outpatient and inpatient medical examinations and treatments under health insurance for over 5,637 people, with medical facilities requesting payment of 4,640 billion VND; the percentage of pensioners, social insurance beneficiaries, and unemployment benefits paid through personal accounts in Nghe An reached 46.6%, exceeding the target set by Vietnam Social Insurance; the rate of administrative procedure processing results delivered ahead of schedule and on time reached over 99.6%; 100% of level 4 public services for organizations and individuals were provided on the Vietnam Social Insurance Public Service Portal. 4. Promote digital transformation and implement Government Decree 06:
The provincial Social Insurance agency has resolutely implemented tasks and solutions to promote digital transformation and Project 06 in its operational activities. Some notable results include:
100% of the industry's operations are carried out on application software; 100% of the industry's public services are implemented at level 4, allowing citizens and businesses to interact and transact with the Social Insurance agency 24/7 through the Vietnam Social Insurance Public Service Portal, the National Public Service Portal, and the VssID - Digital Social Insurance application…
As of the end of December 2023, the percentage of people participating in social insurance and health insurance whose data had been cleaned and verified against the national population database reached 98.91%; the rate of online public service implementation reached 65.27%, and 100% of medical examination and treatment facilities implemented health insurance card information lookup using chip-embedded citizen ID cards, with 1,771,217 successful lookups.
Support and guide medical facilities in implementing the interconnection of driver's license health examination data, birth certificates, and death certificates with digital signatures to the Health Insurance Claims Information System's data reception portal. This will enable citizens to request the re-issuance of driver's licenses online and access two essential interconnected online public services: Birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old; Death registration - removal of permanent residence registration - funeral expense support, funeral allowance.
Activities to guide and support people in installing and using VssID were strongly implemented, exceeding the targets set by Vietnam Social Security in 2023.
5. Diversify the forms of communication regarding social insurance and health insurance policies:
Communication efforts have contributed to raising public awareness and trust in the Party and State's social security policies, mobilizing the entire political system, and creating consensus in the implementation of social insurance and health insurance policies in the area. This is a crucial contribution and a "key" to the sustainable development of social insurance and health insurance policies.
In 2023, the entire province organized 1,258 conferences to disseminate information on social insurance and health insurance policies in hamlets, villages, and residential clusters, attracting 69,452 participants. In addition, the province organized 17 online conferences to disseminate information on social insurance and health insurance policies to 458 people; and conducted 3,421 small group and one-on-one communication sessions, providing advice and support to 19,509 people.
The provincial Social Insurance agency coordinated the publication of 784 news articles on various media outlets (newspapers, Nghe An Radio and Television Station, provincial electronic information portal); 23,117 broadcasts on local radio and television; the posting of 2,328 news articles, photos, videos, and infographics on the provincial Social Insurance agency's electronic information portal; and 11,620 news articles and clips on social media platforms (Fanpage, Zalo OA of the provincial Social Insurance agency) shared by officials, employees, and workers.
Consultations, support, and answers to questions were provided via hotline to 784 people; consultations, support, and answers to questions were provided via the Provincial Social Insurance Fanpage to 697 people; and consultations, support, and answers to questions were provided via the Provincial Social Insurance Zalo system to 274 people.
6. Supporting and collaborating with businesses and workers:
The provincial Social Insurance agency recognizes the importance and acknowledges the contributions of businesses and workers in implementing social security policies in the province. With the motto "accompanying workers and businesses," in addition to assigning specialized staff to regularly support units, in 2023, the provincial Social Insurance agency coordinated with relevant sectors to organize working conferences with 751 employers who had not yet participated in or had not fully participated in social insurance for their employees; organized dialogue conferences with 120 businesses; and organized dialogue and consultation conferences on social insurance and health insurance policies with workers and employers in industrial parks and export processing zones in Nghe An province…
With flexible solutions from the provincial Social Insurance agency, along with coordination from various departments and sectors, awareness of compliance with social insurance and health insurance laws among businesses has been gradually improved, while also protecting the legitimate rights of employees.
7. Spreading the spirit of compassion:
From funds donated by officials, civil servants, and employees of the Provincial Social Insurance Agency, and contributions from partner organizations, in 2023, the Provincial Social Insurance Agency donated 62 voluntary social insurance books, 460 family health insurance cards, and 140 student health insurance cards to people in difficult circumstances in the province, totaling 264 million VND.
On the occasion of the Lunar New Year 2023 (Year of the Rabbit), the Nghe An Provincial Social Insurance Agency presented 40 gift packages to disadvantaged families in Huu Lap commune; and visited and presented gifts to schools and disadvantaged students who have excelled academically in Huu Lap commune on the occasion of the opening of the new school year 2023-2024, with a total value of 46,000,000 VND. The funds for these activities were drawn from the salaries of officials, civil servants, and employees of the Nghe An Provincial Social Insurance Agency.
We believe that the achievements in 2023 will serve as an important foundation for the entire Social Insurance sector of Nghe An to continue striving to accompany the people and businesses in 2024; overcoming difficulties and challenges to achieve the set goals, improving service quality, and actively contributing to the cause of ensuring social security in the province.
