The impact of directives and resolutions for the people in Ky Son.

(Baonghean.vn) - Through timely and thorough directives and resolutions, Ky Son district has made significant achievements in 2023. These include the completion of 1,800 houses for poor households; and the implementation of an online meeting system down to the commune level, increasing the efficiency of administrative reform and serving the people.

During the Lunar New Year holidays, we returned to Tha Lang village, Bao Thang commune, to visit the new house of Mr. Xeo Van Thang's family. Sitting in his beautiful, sturdy new home, Mr. Thang emotionally shared that he had never dreamed of owning a house like this in his life. Now, thanks to the Party and the State's support in building it, he is very happy!

In Ky Son district, thousands of households share the same joy as Mr. Thang's family, thanks to the housing support program for poor households and those facing housing difficulties. Even more significantly, in late December 2023, officials and residents of Bao Thang commune were even more delighted when the Ky Son District People's Council approved Resolution No. 136, which approves the adjustment and supplementation of matching funds for the construction of house foundations for poor households in 2023 with an amount of 3 billion VND.

Regarding Resolution 136 of the District People's Council, leaders of communes and village committees expressed: During the house construction process, people received the prefabricated parts as a gift, while the foundation was "contributed" by the family with approximately 4-5 million VND; however, many households were too poor to afford the foundation, so the Party committees and authorities from the district to the commune level made efforts to call for, mobilize, and contribute their own money. But with thousands of house foundations needed, the funds raised were still insufficient. Therefore, Resolution 136 of the District People's Council helped to resolve the issue for both the people and officials at all levels, allowing the people to truly feel secure and happy to have new homes.

Previously, in implementing Directive No. 21-CT/TU dated February 10, 2023, of the Provincial Party Committee on strengthening the Party's leadership over the work of mobilizing support for the construction and repair of houses for the poor and those with housing difficulties, the Ky Son District Party Committee directed the Party Committee Office to send the directive to all grassroots Party organizations in the district; and established a Steering Committee, supporting teams, grassroots working groups, and inspection and supervision teams at the district and commune levels.

The District People's Committee directed the review and allocation of funds to localities, and issued guiding documents for localities and units to organize implementation. A campaign was launched, calling on officials, Party members, agencies, units, businesses, and philanthropists to register and donate funds to support the construction of house foundations for the people, with a total amount of nearly 1 billion VND donated in 2023.

Over the past year, Ky Son district has received support for 1,800 houses for poor households and those facing housing difficulties, as well as 7 treatment facilities for 7 health stations in 7 border communes, from the mobilization and support of the Provincial Police and Cua Dong General Hospital. Throughout the villages of the 10 inland communes and 11 border communes, the entire political system, from the district to the grassroots level, and the people have actively and decisively participated, creating a vibrant atmosphere of competition among working groups and communes; becoming a "national festival of building houses for the poor".

As a result, 1,800 houses have been completed and handed over to the people for use to date.

Progress in administrative reform

In 2023, the Ky Son District People's Council held four sessions, passing numerous resolutions on socio-economic development, ensuring national defense and security; resolutions specifying the national target program on socio-economic development in ethnic minority and mountainous areas; and resolutions on other programs and projects.

The District People's Committee closely followed the Party Committee's guidelines and seriously implemented the resolutions, programs, projects, and plans for the Action Program to implement the Resolution of the 23rd District Party Congress and the 2023 plan. In addition to decisively and thoroughly leading and directing the construction of 1,800 housing projects for the poor and those with housing difficulties in the district, Ky Son also directed and urged departments and agencies to make efforts in resolving obstacles in the implementation of national target programs and basic construction investment projects in 2023; implementing digital transformation, improving the quality and efficiency of administrative procedures…

One of the significant advancements in administrative reform and digital transformation in the poorest and most remote border district of the province is the commissioning of the District People's Committee's One-Stop Service Center and the completion of the online meeting system connection to the commune level. On December 4th, the Central Party Secretariat organized a nationwide in-person and online conference to study and understand the Resolution of the 8th Central Committee Meeting, 13th term. Over 40,000 cadres and Party members from Nghe An province participated. Thanks to the online connection system, all cadres and Party members in Ky Son district, even those in remote communes 50-70km from the district center, were able to attend this major conference.

Comrade Vi Hoè - Member of the Provincial Party Committee, Secretary of the District Party Committee, and Chairman of the People's Council of Ky Son District, said that in 2024, the district will continue to direct administrative reform work associated with digital transformation, receiving and processing documents in an electronic environment; consolidating and streamlining the apparatus and organization, improving the capacity, qualifications, and sense of responsibility and spirit of serving the people of the team of cadres, civil servants, public employees, and workers.
