These include the completion of 1,800 houses for poor households; putting into use an online meeting system at the commune level, increasing the effectiveness of administrative reform and serving the people.

Completed 1,800 houses for poor households and households with housing difficulties

In Ky Son district, up to this point, thousands of households have shared the same joy as Mr. Thang's family, from the program to support the construction of houses for poor households and people with housing difficulties. More specifically, at the end of December 2023, the officials and people of Bao Thang commune were even happier when the People's Council of Ky Son district passed Resolution No. 136, approving the adjustment and supplement of the counterpart fund for building foundations for poor households in 2023 with an amount of 3 billion VND.

Regarding Resolution 136 of the District People's Council, leaders of communes and village executive committees expressed: During the process of building houses, the people were given the prefabricated parts, and the foundations were "co-financed" by the families with a budget of about 4-5 million VND; however, many households were in too much difficulty and did not have enough money to build the foundations, so the Party Committee and authorities from the district to the commune made efforts to call for, mobilize and contribute out of their own pocket. But with thousands of house foundations, the resources raised were still not enough. Therefore, Resolution 136 of the District People's Council helped "untie" the knot for both the people and officials at all levels, so that people could truly feel secure to welcome the joy of having a new house.

Previously, implementing Directive No. 21-CT/TU, dated February 10, 2023 of the Provincial Party Committee Standing Committee on strengthening the Party's leadership in mobilizing support for building and repairing houses for the poor and people with housing difficulties, the Ky Son District Party Committee Standing Committee directed the Party Committee Office to send a copy of the directive to grassroots Party organizations throughout the district; establish a Steering Committee, Support Teams, Grassroots Working Groups, Inspection and Supervision Teams for district and commune-level works.

Direct the District People's Committee to review and allocate to localities, and at the same time issue documents directing localities and units to organize implementation. Organize and call on cadres, party members, agencies, units, businesses, and philanthropists to register to support funding to build house foundations for people with a total amount of money donated in 2023 of nearly 1 billion VND.

In the past year, Ky Son district has received support for 1,800 houses for poor households, people with housing difficulties and 7 treatment houses for 7 medical stations in 7 border communes from the mobilization and support of the Provincial Police and Cua Dong General Hospital. Throughout the villages and hamlets of 10 inland communes and 11 border communes, there has been active and drastic participation of the entire political system from the district to the grassroots level and all the people, creating a vibrant competitive atmosphere among working groups and communes; becoming a "national festival to build houses for the poor".

Thanks to that, up to now 1,800 houses have been completed and handed over to people for use.

Progress in administrative reform

In 2023, the People's Council of Ky Son district held 4 sessions, passing many resolutions on socio-economic development, ensuring national defense and security; resolutions specifying the national target program on socio-economic development in ethnic minority and mountainous areas; resolutions on other project programs.

The District People's Committee closely follows the Party Committee's guidelines to seriously implement resolutions, programs, projects, plans to implement the Action Program to implement the Resolution of the 23rd District Party Congress and the plan for 2023. In addition to being resolute and close in leading and directing the construction of 1,800 housing projects for the poor and people with housing difficulties in the district, Ky Son also directs and urges departments, branches and sectors to make efforts to resolve difficulties in the process of implementing the national target program, the basic construction investment project program in 2023; implementing digital transformation, improving the quality and efficiency of administrative procedures...

One of the steps forward in administrative reform and digital transformation in the poorest and most remote border district of the province is to put into operation the One-Stop Transaction Center of the District People's Committee and complete the connection of the online meeting system to the commune level. On December 4, the Central Party Secretariat held a national in-person and online conference to study and disseminate the Resolution of the 8th Central Conference, 13th term, Nghe An province with the participation of more than 40,000 cadres and party members. Thanks to the online connection system, all cadres and party members in the area, even in remote communes 50-70km from the district center, can still attend this major conference.

Comrade Vi Hoe - Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Ky Son district, said that in 2024, the district will continue to direct administrative reform work associated with digital transformation, receiving and processing records in the electronic environment; consolidating and perfecting the apparatus and organization, improving the capacity, qualifications and sense of responsibility and spirit of serving the people of the team of cadres, civil servants, public employees and workers.
