Decentralization of the People's Committees of some provinces to act as the competent authority for investment in road projects
Deputy Prime Minister Tran Hong Ha has just signed Decision No. 216/QD-TTg decentralizing and assigning competent authorities to invest in road projects according to Resolution No. 106/2023/QH15 of the National Assembly to pilot a number of specific policies on investment in road construction.
The Decision clearly states that the People's Committees of the provinces: Binh Phuoc, Son La, Ninh Binh, Hau Giang, Can Tho, Khanh Hoa are authorized to act as the governing bodies, to use local budgets and other legal capital to invest in national highway and expressway projects for the projects in Appendix II of Resolution No. 106/2023/QH15 dated November 28, 2023 of the National Assembly:

Assign the People's Committees of the following provinces: Lai Chau, Bac Kan, Bac Ninh, Da Nang, Tien Giang, Ninh Thuan, Ca Mau, Cao Bang, Vinh Long, Hau Giang, Hoa Binh, Ben Tre, Tra Vinh to be the governing bodies, and to use local budgets to support other localities in implementing public investment activities for projects in Appendix III of Resolution No. 106/2023/QH15 dated November 28, 2023 of the National Assembly:

The People's Committees at the provincial level are decentralized and assigned to act as the governing body to perform the assigned functions, tasks and powers according to the provisions of Resolution No. 106/2023/QH15 of the National Assembly, Resolution No. 16/NQ-CP dated January 27, 2024 of the Government and other relevant legal provisions; are responsible for the information and data of the Proposal Documents for the Prime Minister to decentralize or assign as the governing body for investment in projects; promptly complete investment procedures before June 30, 2025 for projects that do not have sufficient investment procedures.
The Ministry of Planning and Investment is fully responsible for reviewing the dossiers of decentralized localities, assigning competent authorities for projects; supporting the People's Committees of localities assigned competent authorities to implement projects in accordance with the provisions of law.
The Ministries of Transport, Finance, Construction, Natural Resources and Environment and relevant agencies proactively guide and support localities to implement projects according to the set schedule, ensuring quality, efficiency, safety, and avoiding waste and negativity that cause loss of State assets and capital.
