Decentralizing the authority of the People's Committees of some provinces to act as the managing agency for road project investment.
Deputy Prime Minister Tran Hong Ha has just signed Decision No. 216/QD-TTg decentralizing and assigning the managing agency to invest in road projects in accordance with Resolution No. 106/2023/QH15 of the National Assembly on piloting some specific policies on investment in road construction projects.
The decision states that the People's Committees of the provinces of Binh Phuoc, Son La, Ninh Binh, Hau Giang, Can Tho, and Khanh Hoa are delegated the authority to act as the managing agency, using local budgets and other legitimate capital to invest in national highway and expressway projects listed in Appendix II of Resolution No. 106/2023/QH15 dated November 28, 2023, of the National Assembly.

The People's Committees of the provinces of Lai Chau, Bac Kan, Bac Ninh, Da Nang, Tien Giang, Ninh Thuan, Ca Mau, Cao Bang, Vinh Long, Hau Giang, Hoa Binh, Ben Tre, and Tra Vinh are assigned to act as managing agencies and are authorized to use their local budgets to support other localities in implementing public investment activities for projects listed in Appendix III of Resolution No. 106/2023/QH15 dated November 28, 2023, of the National Assembly.

The provincial People's Committee is delegated and assigned to act as the managing agency to perform the functions, tasks, and powers assigned according to the provisions of Resolution No. 106/2023/QH15 of the National Assembly, Resolution No. 16/NQ-CP dated January 27, 2024 of the Government, and other relevant legal regulations; it is responsible for the information and data in the dossier proposing to the Prime Minister the delegation or assignment of the managing agency for investment projects; and it must urgently complete investment procedures before June 30, 2025, for projects that do not yet have sufficient investment procedures.
The Ministry of Planning and Investment is fully responsible for reviewing the dossiers of localities that have been decentralized and assigned the managing agency for projects; and supporting the People's Committees of localities assigned the managing agency in implementing projects in accordance with the law.
The Ministries of Transport, Finance, Construction, Natural Resources and Environment, and other relevant agencies should proactively guide and support localities in implementing the project according to the set schedule, ensuring quality, efficiency, safety, and preventing waste and corruption that could lead to the loss of state assets and funds.
