(Baonghean.vn) - On the afternoon of May 14, the National Assembly Delegation of Nghe An province held a Conference to collect comments on the draft Law on Cultural Heritage (amended) and give opinions on the Government's Proposal to decide on the investment policy of the National Target Program on Cultural Development for the period 2025-2035.

The conference was co-chaired by comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation and comrade Tran Nhat Minh - full-time National Assembly delegate of Nghe An Provincial National Assembly Delegation.

After more than 20 years since the Law on Cultural Heritage was promulgated and more than 10 years since its amendment and supplementation, the activities to protect and promote the value of cultural heritage have recorded many positive achievements. However, in the face of urgent requirements and demands from practice, the system of legal documents on cultural heritage has gradually revealed some limitations, so it is necessary to continue to amend and supplement it.

Commenting on the draft Law on Cultural Heritage (amended), Mr. Bui Cong Vinh - Deputy Director of the Department of Culture and Sports said that the contents on the order and procedures for inventorying relics should not be included in the law. In fact, this process will have changes depending on the reality, so if included in the law, it will be very difficult to implement in practice.

In addition, in Article 28, which stipulates "Investment projects and construction works located outside of protected areas of relics that may have negative impacts on relics and cultural landscapes of relics", comrade Bui Cong Vinh suggested that for national relics, the Department of Culture should be delegated to give opinions. The Ministry of Culture will only give opinions in cases related to World Heritage or special national relics.

To complete the draft Law on Cultural Heritage (amended), Mr. Pham Xuan Can - Former Deputy Director of the Department of Science and Technology proposed to add two concepts "heritage urban" and "heritage village". This is an important and practical content, but it has not yet been legalized for systematic management, so it needs to be added to the law soon to have appropriate ways of behaving. In addition, the Law on Cultural Heritage (amended) also needs to add the concept of "heritage economy", thereby encouraging or orienting the exploitation of heritage values ​​for economic development in localities.

Regarding the Monument Protection Area, MSc. Tran Manh Cuong, researcher at the Center for Social Sciences and Humanities, Department of Science and Technology, said that there are contradictions and overlaps between the provisions of the Land Law and the Law on Cultural Heritage.

According to the Land Law, Protection Area I and II are both Heritage Land, and construction or business changes are not allowed. However, according to the Law on Cultural Heritage, Protection Area II is still allowed to be built upon with permission. This needs to be amended soon to avoid illegal construction, forcing the authorities to enforce it.

In addition, delegates also gave comments on a number of issues such as supplementing scientific records of ranked relics; adjusting and zoning relic protection areas; State policies on cultural heritage...

At the conference, delegates also gave their comments on the Government's Proposal to decide on the investment policy for the National Target Program on Cultural Development for the 2025-2035 period. According to Mr. Pham Xuan Can - Former Deputy Director of the Department of Science and Technology, to achieve practical results, the Program needs to focus on 3 areas: heritage, cultural institutions and cultural industry development. Conference delegates also said that the program needs to have focused and key investments to bring about the expected results.
