Uncle Ho's advice to cadres and people of Nghe An

During his second visit to his homeland, Uncle Ho had a talk with the cadres and people of Nghe An. Each of his words of advice with his warm and caring feelings was a great encouragement for the people of the province to achieve victory in all aspects, making Nghe An soon become "one of the best provinces in the North" as Uncle Ho always wished during his lifetime.

On behalf of the Central Party and the Government, we cordially send our greetings to our compatriots, soldiers and cadres; heroic emulation fighters; the elderly, youth and children.

On this occasion, I would like to commend the people and cadres for the achievements they have made, and remind them of the things they need to strive to do.

- Regarding agriculture: Farmers have struggled to overcome the difficulties caused by last year's drought and flood, and have boosted production this year. They have made great efforts to reclaim land (more than 18,000 hectares), increase crops, intercrop, improve farming tools, etc.

State farms have tried and achieved good results, like Dong Hieu.

These are the advantages that need to be further developed. At the same time, we must make efforts to correct the remaining disadvantages in agriculture such as:

Cooperatives need to manage production plans, labor, technology, and finances better. They must increase the number of working days and labor productivity to increase income for members. They must fight against egalitarianism. Cooperatives must fulfill their obligations to the State such as: paying taxes, repaying debts, selling surplus rice, etc. so that the State can use that money and rice for things that benefit the people, first of all, the farmers.

Regarding cultivation, we must focus on increasing productivity, while further promoting the cultivation of crops and industrial plants.

Further promote livestock farming (currently increasing but the number of buffalo, cows and pigs are all below the plan), further promote fishing and marine industries.

We must further promote forestry (the plan is for more than 100,000 cubic meters, but in the first 9 months of the year, we have only produced more than 78,000 cubic meters). We must further develop the tree planting movement (the plan is for 12 million trees for the whole year, but so far we have only planted less than 4 million). We must take good care of each tree we plant.

To develop agriculture, we must promote irrigation (currently, 3 cubic meters per person is too little), use more fertilizer (28% of the dry crop area is used in the season), and plow and cultivate on time (25% of the area is not used in the season).

This is just a very brief summary. Uncle Ho advised the people and cadres to carefully study and enthusiastically implement the Resolution of the Party Central Committee Conference on the 5-year plan for agricultural development and the documents explaining that resolution.

- Regarding industry: Workers and cadres of enterprises all try to rationalize production, promote initiatives, and improve labor productivity. Mechanical workshops, phosphate plants, blast furnaces, electric machines, etc. all have good achievements.

We need to improve our techniques further, ensure better quality and lower prices. We need to promote the emulation movement with the Coastal Region, following the slogan: many, fast, good, cheap.

- Regarding handicrafts: Handicrafts include a number of industries and occupations necessary for people's lives and ensure jobs for more than 66,000 people. We need to encourage handicrafts to develop in the right direction and develop well.

- Regarding other sectors: Culture, education, health care, and postal transportation have all made progress; but we must all strive to make further progress.

Currently, our province still has nearly 17,000 illiterate youths. The education sector must strive to eliminate illiteracy as soon as possible.

The commercial sector must trade fairly, not force orders or prices. Officials must grasp and implement policies correctly, must know how to propagate and explain, rely on local organizations, calculate how to benefit both the State and the people; must rely on the people's forces to manage the market well. Party committees at all levels must lead the commercial sector more closely. By doing so, the task will certainly be completed well.

The army, police, and militia of our province are all enthusiastically competing, fulfilling their duties of maintaining order and security, and helping people in production.

We must always heighten the vigilance and patriotism of the people, rely on the people's strength, and be ready to smash the enemy's sabotage plots.

Officials and employees at all levels and in all sectors have strived to compete in work, labor and study, and have returned to the countryside to help production cooperatives.

Workers are all excited to compete, promote initiatives, help farmers in production, and strengthen the worker-farmer alliance.

Youth and women All enthusiastically volunteered to increase production and practice thrift.

In short: Everyone, every industry is trying and making progress, that's good.

Regarding youth and women, I would like to point out the following points:

Our province has more than 220,000 young people, but the Labor Youth Union has only less than 60,000 members; this is too few. The Union needs to educate and help young people progress, select good young people who are enthusiastic about working and studying, and organize them into the Union to further develop and strengthen its ranks.

Our province has more than 610,000 women, which is half of the population. Our women are a great force in the work of building the Fatherland and building socialism. However, compared to men, the status of women in society is still very low. For example: In the People's Councils of communes, women make up only 15% of the delegates. In cooperatives and in the Management Boards, only less than 7% are women. In the Party Committees and Branch Committees at all levels, only 5% are female comrades. We must have training and support methods to further improve the status of women.

To continuously improve people's lives and successfully build socialism, we must mobilize all forces to increase production and practice thrift.

The immediate task is to strive for a successful Winter-Spring, to be self-sufficient in food (rice, corn, potatoes, cassava) and have some reserves; at the same time, we must focus on industrial crops. That is the task of our entire Party and people.

To successfully complete that task, it is necessary to strengthen the leadership of Party committees at all levels, first of all the direct leadership of the Provincial Party Committee.

Party committees at all levels need to see the full potential of the locality, clearly recognize their responsibility for the people's lives and for the industrialization plan of the North of our country, to make greater efforts to develop the economy, first of all, to develop agriculture to achieve self-sufficiency in food and provide many raw materials for industry.

Leaders need to be specific and practical in organizing and directing implementation:

- Have the right production direction for each region, have specific measures for each industry and each job, regularly check, urge, strengthen technical guidance and management guidance.

+ Go deep into reality, go close to the base, grasp every situation.

- Nurture and promote the role of typical examples, learn from their experiences to guide the general movement for even progress.

- Anti-bureaucracy and command.

- Leaders need to focus on ideological work, Party building and government consolidation. Nurture old cadres and train new cadres. Must help the Labor Youth Union consolidate and develop well.

- Internally, we must unite closely, expand self-criticism and criticism. Strengthen collective leadership and individual responsibility. We must humbly learn from cadres, the masses, and other provinces. We must strive to learn theory, culture, and techniques.

With good leadership from Party committees at all levels, and with solidarity and enthusiasm from the people and cadres in emulation, we will certainly complete and exceed all plans assigned by the Party and Government.

Our province is a large province in the North, with a very important position in terms of economy, politics, culture and national defense.

Our province has many potentials, a large land area, a large population, rich resources, and a people with a tradition of heroism and diligence. The people and cadres must be determined to strive to build our province into one of the best provinces in the North. By doing so, our province will make a worthy contribution to the cause of building socialism in the North, creating a strong foundation for peaceful reunification of the country.
