President Ho Chi Minh's advice to the cadres and people of Nghe An

During his second visit to his homeland, President Ho Chi Minh held a meeting with officials and people of Nghe An. Each word of advice, filled with his heartfelt and caring affection, was a great encouragement for the people of the province to achieve success in all aspects, and to make Nghe An "one of the most prosperous provinces in the North," as he had always wished during his lifetime.

On behalf of the Central Committee of the Party and the Government, we extend our warmest greetings to our compatriots, soldiers and cadres; heroic emulation fighters; elderly people, young people and children.

On this occasion, I am pleased to commend the people and cadres for the achievements they have made, and to remind them of the tasks they need to strive to accomplish.

- Regarding agriculture: The farmers have struggled to overcome the difficulties left by last year's drought and floods, and have boosted production this year. They have worked hard to reclaim land (over 18,000 acres), increase crop yields, intercrop, improve agricultural tools, etc.

State-owned farms all tried and achieved good results, like Dong Hieu.

These are the strengths that need to be further developed. At the same time, we must strive to correct the remaining weaknesses in agriculture, such as:

Cooperatives need to improve their management of production planning, labor, technology, and finance. They must increase working days and labor productivity to increase members' income. The mentality of egalitarianism must be combated. Cooperatives must fulfill their obligations to the State, such as paying taxes, repaying debts, selling surplus rice, etc., so that the State can use that money and rice for purposes beneficial to the people, primarily farmers.

In terms of crop production, emphasis must be placed on increasing productivity, while also further promoting the cultivation of cash crops and industrial crops.

Further promote livestock farming (currently there is an increase, but the number of buffaloes, cows, and pigs is below the planned target), and further promote fishing and marine industries.

We need to further boost forestry (the plan was to plant over 100,000 cubic meters, but only over 78,000 cubic meters were planted in the first nine months). We also need to further develop the tree-planting movement (the plan was to plant 12 million trees for the whole year, but so far only less than 4 million have been planted). Every tree planted must be well cared for.

To develop agriculture, we must strengthen irrigation (currently, only 3 cubic meters per person, which is far too little), use more fertilizer (28% of the cultivated area uses no fertilizer during the season), and plow and cultivate on time (in the past season, 25% of the area was not plowed and cultivated on time).

This is just a brief summary: Uncle Ho advised the people and cadres to carefully study and enthusiastically implement the Resolution of the Central Party Committee on the five-year plan for agricultural development and the documents explaining that resolution.

- Regarding industry: Workers and staff in enterprises are striving to rationalize production, promote innovation, and increase labor productivity. Mechanical workshops, phosphate plants, blast furnaces, electrical machinery factories, etc., have all achieved considerable success.

We need to further improve our technology, ensure better quality, and lower costs. We need to intensify the emulation movement with the coastal region, adhering to the motto: more, faster, better, and cheaper.

- Regarding handicrafts: Handicrafts encompass several industries and trades essential to people's lives and provide employment for over 66,000 people. We need to encourage handicrafts to develop in the right direction and thrive.

- Regarding other sectors: Culture, education, healthcare, transportation, and postal services have all made progress; however, further progress is still needed.

Currently, our province still has nearly 17,000 illiterate young people. The mass literacy campaign needs to strive to eradicate illiteracy as soon as possible.

The commercial sector must ensure fair trade and avoid price gouging. Officials must thoroughly understand and correctly implement policies, know how to disseminate and explain them, and, relying on local organizations, calculate how to ensure benefits for both the State and the people. They must also rely on the people's strength to effectively manage the market. Party committees at all levels must provide even stricter leadership to the commercial sector. Doing so will undoubtedly lead to the successful completion of tasks.

The soldiers, police, and militia of our province are all enthusiastically competing to fulfill their duties in maintaining law and order and assisting the people in production.

We must always raise the vigilance and patriotism of the people, relying on the strength of the people, and be ready to crush the enemy's subversive plots.

Officials and staff at all levels and in all sectors have strived to compete in work, labor, and study, and have gone to rural areas to help production cooperatives.

Workers enthusiastically participated in emulation campaigns, developed initiatives, helped their fellow farmers in production, and strengthened the worker-peasant alliance.

Young men and women They all enthusiastically volunteered to increase production and practice thrift.

In short: Everyone, in every field, is making efforts and progressing, and that's good.

Regarding young people and women in particular, Uncle Ho wanted to highlight the following points:

Our province has over 220,000 young people, but the Youth Labor Union only has less than 60,000 members; that's far too few. The Union needs to educate and help young people progress, select good young people who are enthusiastic about work and study, and organize them into the Union to further develop and strengthen its ranks.

Our province has over 610,000 women, which is half of the population. Women are a significant force in the construction of the nation and the building of socialism. However, compared to men, women's status in society remains very low. For example, in the People's Councils of communes, women only make up 15% of the delegates. In cooperatives, only less than 7% of the Management Boards are women. In Party Committees and Branch Committees, only 5% are female comrades. We must have methods to train and support women to further improve their status.

To continuously improve the people's lives and to successfully build socialism, we must mobilize all forces to increase production and practice thrift.

The immediate task is to strive for a successful winter-spring crop season, aiming for self-sufficiency in food (rice, corn, potatoes, cassava) and to build up reserves; at the same time, attention must be paid to industrial crops. This is the task of the entire Party and all the people of Vietnam.

To successfully accomplish that task, it is necessary to strengthen the leadership of Party committees at all levels, first and foremost the direct leadership of the Provincial Party Committee.

Party committees at all levels must fully recognize the potential of their localities, clearly understand their responsibilities towards the people's lives and towards the industrialization plan of North Vietnam, and strive even harder to develop the economy, primarily by developing agriculture to achieve food self-sufficiency and supply more raw materials for industry.

Leaders need to be concrete and practical in organizing and directing implementation:

- There should be appropriate production guidelines for each region, specific measures for each industry and task, regular inspection and supervision, and strengthened technical and managerial guidance.

+ Get deeply involved in the practical aspects, stay close to the grassroots, and have a firm grasp of all situations.

- Nurture and promote the effectiveness of exemplary models, and learn from their experiences to guide the overall movement for consistent progress.

- Combat bureaucratic commandism.

- Leaders need to focus on ideological work, Party building, and strengthening the government. They must cultivate experienced cadres and train new ones. They must also assist the Labor Youth Union in consolidating and developing effectively.

- Internal unity must be strong, and self-criticism and criticism must be broadened. The system of collective leadership and individual responsibility must be strengthened. We must humbly learn from cadres, from the masses, and from other provinces. We must strive to study theory, culture, and technology.

With good leadership from Party committees at all levels, and with the people and cadres united in solidarity and enthusiastic emulation, we will certainly complete and exceed all plans assigned by the Party and the Government.

Our province is a large province in the North, occupying a very important position in terms of economics, politics, culture, and national defense.

Our province has great potential: vast land, a large population, abundant resources, and a people with a tradition of bravery and diligence. The people and cadres must be determined to strive to build our province into one of the most prosperous provinces in the North. Achieving this will allow our province to make a worthy contribution to the cause of building socialism in the North, laying a strong foundation for the peaceful reunification of the country.
