Choosing effective solutions in following President Ho Chi Minh's teachings in Vinh City.
After three years of implementing Conclusion No. 01 of the Politburo on the themes of "Studying and following the thoughts, ethics, and style of Ho Chi Minh," Party committees at all levels in Vinh City have come up with breakthrough solutions in implementing key tasks and addressing bottlenecks.
4 "breakthroughs" in Hung Phuc ward
The Hung Phuc block in Hung Phuc ward (Vinh city) now has a completely different urban appearance compared to a few years ago. Gone are the chaotic sidewalks and drainage ditches spilling onto the streets; instead, the roads have been upgraded and paved with asphalt and concrete; drainage ditches on both sides of the roads are enclosed; and internal block roads are connected to flagpoles, with a unified lighting system. According to Comrade Truong Xuan Mai, Secretary of the Party Branch and Head of the Front Committee of the Hung Phuc block, this result is largely due to studying and following President Ho Chi Minh's ideology on "skillful mass mobilization."
During the exchange, Party Branch Secretary Truong Xuan Mai stated that the "skill" in Hung Phuc block primarily lies in skillful propaganda and mobilization, creating consensus and high unity in terms of awareness and responsibility among cadres and Party members in implementing the policies of the ward and block Party committees through organizing study sessions and activities on President Ho Chi Minh's "Mass Mobilization" thematic topics; and in promoting the role of setting an example and enthusiastically participating in block work among cadres and Party members.
Since then, in Hung Phuc ward, in addition to being the pioneers in demolishing steps, relocating flowerbeds, ornamental plants, and items encroaching on sidewalks and drainage ditches, each official and Party member has demonstrated unity in propagating and mobilizing the people to support the movement to build a civilized urban area.
The bloc also skillfully demonstrated its approach by setting an example of leadership among cadres and Party members, ensuring that actions match words, maintaining close contact with the grassroots, and addressing people's concerns and difficulties. They prioritized residential areas with high levels of consensus, using practical results to promote and persuade other residential areas.
Thanks to effective "People's Mobilization," along with the decisive leadership of the Party Committee, the involvement of the Block's Steering Committee and various organizations and associations, in 2023, Hung Phuc Block completed the comprehensive upgrading of 12 internal block roads, including upgrading the road base, paving with asphalt and concrete, drainage systems, flagpoles, and street lighting; the total amount of contributions from the people was nearly 1.7 billion VND.
Implementing Conclusion No. 01 of the Politburo in conjunction with the thematic topics of "Studying and following the thoughts, ethics, and style of Ho Chi Minh," the Party Committee of Hung Phuc ward annually develops implementation plans, clearly identifying four key "breakthrough" areas for focused guidance. These include: studying and following Uncle Ho's example in promoting the pioneering and exemplary role of cadres and Party members to spread among the people the spirit of self-reliance and self-improvement, contributing to investment and improving technical infrastructure; promoting the exemplary spirit of cadres and Party members to spread among the people in building Hung Phuc ward to meet the standards of urban civilization; focusing on planning for cadres in the 2025-2027 term and beyond; and resolving requests and feedback from voters and the people.
Based on that, the Hung Phuc Ward Party Committee developed extensive thematic activities from the ward level down to the block-level Party branches, creating a strong sense of unity and consensus throughout the entire Party organization and among the people, promoting the implementation of assigned tasks. Since the beginning of the term, the ward has focused on directing and coordinating with the city to resolve 70 out of 82 requests and feedback from voters and the people; including some issues related to the implementation of the ward's detailed zoning plan, and the opening of several dead-end streets that had existed for more than 10 years, such as opening the dead-end alleys of Alley 4 - Tan Phuc Street, Alley A2 - Hermann Gmeiner Street...
Comrade Nguyen Quang Viet, Secretary of the Party Committee of Hung Phuc Ward, stated: It is necessary to focus on resolving the legitimate requests of voters, ensuring the rights and livelihoods of the people, and contributing to strengthening the management and development of the ward's urban area. On the other hand, this is also an activity aimed at consolidating the people's trust in the local Party committee and government. The movement to build a civilized urban area has spread widely, from "small but significant things" like disposing of garbage on time and in designated places; organizing "Green Sunday" activities associated with clearing steps, removing encroachments on sidewalks and roads, and beautifying the urban area…
A common challenge today is building a core group of cadres for the various sectors. The approach taken by the Hung Phuc Ward Party Committee is to organize thematic meetings within the ward's Party committee and branches to focus on planning the cadre team for the 2025-2027 term and beyond. Through these meetings, a shift in awareness has been created, fostering a readiness to undertake tasks among cadres and Party members in the various sectors. Simultaneously, 10 out of 11 sectors have conducted reviews, selected, and included nearly 150 individuals in their cadre planning for the 2025-2027 term and beyond.
Learning from and following Uncle Ho's example in a practical way.
Comrade Nguyen Van Lu, Permanent Deputy Secretary of the Vinh City Party Committee, shared: The Vinh City Party Committee has directed all Party committees, agencies, and units to study and follow Ho Chi Minh's ideology, ethics, and style, linking the dissemination and study of Conclusion No. 01 of the Politburo and annual thematic topics with the development of practical and substantive plans to "follow" Uncle Ho.
Accordingly, the focus of Party committees at all levels in the city is on innovating the methods and approaches of leadership, guidance, and organization in implementing key political movements and tasks, as well as the targets of Party congresses at all levels; resolving bottlenecks, difficulties, and obstacles hindering the stability and development of localities and units; and addressing complaints and prominent issues that cause public dissatisfaction…
In leadership and guidance, Party committees at all levels have strengthened their close contact with the grassroots, inspecting and supervising the implementation of assigned responsibilities and tasks, along with promoting adherence to administrative discipline and regulations, and fostering the exemplary role of cadres, Party members, civil servants, and union members. Party committees at all levels have also focused on building models and exemplary examples of following President Ho Chi Minh's teachings in the fields of socio-economic development, Party building, and the political system.
During the three years of implementing Conclusion No. 01 of the Politburo (2021-2024), Party committees at all levels in the city have developed 251 models of following President Ho Chi Minh's example, including 27 economic-urban models; 49 cultural-social models, 27 national defense-security models, 37 administrative reform models, and 43 environmental sanitation models.
According to the Standing Deputy Secretary of the Vinh City Party Committee: The positive impact of studying and following Ho Chi Minh's ideology, ethics, and style over the past three years has resulted in the achievement of the goals and targets set forth in the Resolution of the 24th City Party Congress, term 2020-2025. Many pressing issues have been gradually resolved, especially inadequacies in urban infrastructure, environmental pollution, urban order, etc., and many long-standing complaints from citizens have been definitively settled.
In response to the requirement to develop Vinh City into an economic and cultural center of the North Central region, in accordance with Resolution No. 39 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, the Vinh City Party Committee continues to emphasize that in studying and following Uncle Ho's teachings, the responsibility of setting a good example for cadres and Party members, especially leaders, in performing their duties, in their work style, and in their conduct, is to further motivate and spread inspiration to lead organizations and the people to follow suit.
