After 3 years of implementing Conclusion No. 01 of the Politburo with the topic "Studying and following Ho Chi Minh's ideology, morality and lifestyle", Party committees at all levels in Vinh city have had solutions to create breakthroughs in implementing key tasks and "bottlenecks".
4 "breakthroughs" in Hung Phuc ward
Hung Phuc Block, Hung Phuc Ward (Vinh City) now has a completely different urban appearance compared to a few years ago. There are no longer messy sidewalks and drainage ditches flowing onto the streets. Instead, the roads are upgraded synchronously, paved with asphalt and concrete; the drainage ditches on both sides of the road are built in a closed manner; the internal roads are connected to the flag roads, and the lighting system creates unity. This result, according to comrade Truong Xuan Mai - Party Cell Secretary and Head of the Front Work Committee of Hung Phuc Block, is partly due to studying and following President Ho Chi Minh's ideology on "Skilled Mass Mobilization".
Through the discussion, Party Cell Secretary Truong Xuan Mai said that "skill" in Hung Phuc block is first of all "skill" in propaganda, mobilization, creating consensus, high unity in terms of awareness and consciousness, responsibility of cadres and party members in implementing the policies of ward and block committees through organizing study and activities on Uncle Ho's "Mass Mobilization" topics; promoting the exemplary role and enthusiasm in participating in work in the block among cadres and party members.
Since then, in Hung Phuc block, in addition to pioneering in demolishing steps, moving flower beds, ornamental plants, and objects encroaching on sidewalks and drainage ditches, each cadre and party member has shown unity in propagating and mobilizing people to support the movement to build civilized urban areas.
The bloc also promoted "skill" in methods and ways of working by setting an example of the leading role of cadres and party members, "matching words with actions", closely following the grassroots, answering questions and difficulties of the people; taking residential groups with high consensus first and using practical results to propagate and convince other residential groups.
Thanks to "Skilled Mass Mobilization", along with the strong direction of the Party Committee, the participation of the block executive committee and organizations and unions, in 2023, Hung Phuc block completed the synchronous upgrading of 12 internal roads of the block, from upgrading roadbeds, paving asphalt, concrete, drainage systems, flag roads, lighting; the total source of mobilized people's contributions was nearly 1.7 billion VND.
Implementing Conclusion No. 01 of the Politburo in association with the topics "Studying and following Ho Chi Minh's ideology, morality and lifestyle", every year the Party Committee of Hung Phuc Ward has developed an implementation plan, in which it clearly identifies 4 "breakthrough" stages to focus on directing. Including studying and following Uncle Ho in promoting the pioneering and exemplary role of cadres and party members to spread among the people the will of self-reliance, self-improvement, contributing to investment and perfecting technical infrastructure; promoting the exemplary spirit of cadres and party members to spread among the people to build Hung Phuc Ward to meet urban civilization standards; focusing on planning cadres for the 2025 - 2027 term and the following years; resolving recommendations and feedback from voters and people.
On that basis, the Party Committee of Hung Phuc Ward has built extensive activities from the ward committee to the block party cells, creating solidarity and consensus among the entire Party Committee and people, promoting the implementation of the assigned tasks. Since the beginning of the term, the ward has focused on directing and coordinating with the city to resolve 70/82 recommendations and reflections from voters and people; including some contents related to the implementation of the detailed zoning plan of the ward, opening some dead-end roads that have existed for more than 10 years, such as opening the dead-end alleys of alley 4 - Tan Phuc street, alley A2 - Hermann Gmeiner street...
Comrade Nguyen Quang Viet - Secretary of the Party Committee of Hung Phuc Ward said: It is necessary to focus on resolving the legitimate petitions of voters, ensuring the rights and activities of the people, contributing to strengthening the management and urban development of the ward. On the other hand, this is also an activity to strengthen the people's trust in the local Party Committee and government. The movement to build civilized urban areas has spread widely, from "small but not small things" such as dumping garbage on time and in the prescribed place; organizing "Green Sunday" associated with clearing steps, encroaching on sidewalks, urban beautification...
A common difficulty today is building a core cadre source for the blocs. The way of doing things at Hung Phuc Ward Party Committee is to organize specialized activities in the ward Party Committee and Party cells to focus on implementing the task of planning the bloc's cadre team for the 2025 - 2027 term and the following years. Through the activities, there has been a shift in awareness with a mindset of readiness to accept tasks among the cadres and Party members in the blocs; at the same time, 10/11 blocs have reviewed, selected, and included in the "planning" of bloc cadres for the 2025 - 2027 term and the following years with nearly 150 people.

Accordingly, the focus of Party committees at all levels in the city is to innovate methods and ways of leading, directing, and organizing the implementation of key political movements and tasks, targets of Party congresses at all levels; to resolve "bottlenecks", difficulties, and factors that hinder the stability and development of localities and units; petitions and outstanding issues that cause frustration among the people...
In leadership and direction, Party committees at all levels have strengthened close contact with the grassroots, inspected and supervised the implementation of assigned duties and tasks, along with the sense of discipline and administrative discipline, and promoted the exemplary role of cadres, Party members, civil servants, public employees and union members. Party committees at all levels have also focused on building models and typical examples of following Uncle Ho in the fields of socio-economics, Party building and the political system.
During the 3 years of implementing Conclusion No. 01 of the Politburo (2021 - 2024), Party committees at all levels in the city have built 251 models following Uncle Ho's example, including 27 economic - urban models; 49 cultural - social models, 27 national defense - security models, 37 administrative reform models, and 43 environmental sanitation models.
Also according to the Standing Deputy Secretary of the Vinh City Party Committee: The positive impact of studying and following Ho Chi Minh's ideology, morality and style in the past 3 years is the result of implementing the goals and targets set out in the Resolution of the 24th City Party Congress, term 2020 - 2025. Many pressing issues have been gradually resolved, especially the inadequacies of urban infrastructure, environmental pollution, urban order... and many long-standing petitions and complaints of the people have been resolved completely.
In response to the requirement to develop Vinh city into an economic and cultural center of the North Central region in the spirit of Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, the Vinh City Party Committee continues to set out the requirement that in studying and following Uncle Ho, it is to promote the exemplary responsibility of cadres and party members, especially leaders, in performing tasks, in working style, in behavior, creating motivation, spreading inspiration to lead organizations and people to follow.
