Hong Son Ward is the first civilized urban area in Vinh City.
On the evening of June 18, Hong Son Ward, Vinh City held a ceremony to announce the decision to award the title of "Ward meeting civilized urban standards" in 2024 according to new criteria.
Attending the ceremony were representatives of the Department of Culture and Sports, the Provincial Federation of Labor, leaders of Vinh City, departments, wards, communes and a large number of local people.

Hong Son Ward is the central ward of Vinh city, with a long-term development process closely linked to the history of the city and Nghe An province. The ward has a favorable geographical location for socio-economic development. Production, business, service and trade activities are bustling. As the leading unit of the city in terms of budget revenue, it has achieved and exceeded the assigned targets every year; The Party Committee and the ward government take care of developing the mass movement and improving the quality of cultural, artistic, physical education, sports and civilized lifestyle activities...

Over the past 2 years, the Party Committee, government, organizations and people of Hong Son ward have strived to overcome all difficulties to strive to build Hong Son ward to meet civilized urban standards. With the determination and consensus of the entire political system and people, the ward has completed 9 criteria and 52 civilized urban contents. Vinh City People's Committee issued Decision No. 1879/QD-UBND on recognizing the title of "Ward meeting civilized urban standards" in 2024 for Hong Son ward. This is the first ward in Vinh City to achieve this title.

In 2 years (2022 and 2023), the Ward People's Committee has invested nearly 36 billion VND, of which, mobilized people's resources to contribute nearly 4.5 billion VND to build traffic infrastructure works; culture, education, health and commerce in the area. In particular, the ward prioritizes resources to invest in upgrading infrastructure and urban beautification.
The ward has focused on propagating, disseminating and thoroughly understanding the content of standards and criteria for building a "civilized urban ward" to agencies, sectors, organizations and all people in the ward through many rich and diverse forms (such as: Radio, dramatization, social networks, websites, visuals, leaflets, etc.).

Many models have been implemented such as: small business civilization of the Women's Union; prevention and control of domestic violence of the Hong Son block; self-managed security and order roads of the Veterans Association; model urban order and order roads of the ward police; self-managed environmental sanitation of the Youth Union; blocks building flower roads, flag roads, upgrading infrastructure, etc.

Speaking at the ceremony, comrade Tran Thi Cam Tu - Vice Chairman of Vinh City People's Committee congratulated and commended the results that the cadres and people of Hong Son ward have achieved in building the ward to meet civilized urban standards.
The Vice Chairman of Vinh City People's Committee also emphasized: In addition to the achieved results and confirmed criteria, maintaining sustainable development and improving criteria are the contents that need to be focused on and paid attention to in the coming time. Building a civilized urban area is a task that needs to be done regularly.

In particular, the ward needs to focus on implementing the following tasks: continuing to strengthen propaganda, advocacy, and mobilization of people to actively participate in civilized urban movements; maintaining, sustaining, and improving achieved criteria, continuing to review and focus on implementing some criteria that have been achieved poorly and are at risk of being unsustainable.
