Hong Son Ward is the first ward in Vinh City to achieve the status of a civilized urban area.
On the evening of June 18th, Hong Son ward, Vinh City, held a ceremony to announce the decision to award the title of "Ward meeting the standards of a civilized urban area" for 2024 according to the new criteria.
The ceremony was attended by representatives from the Department of Culture and Sports, the Provincial Labor Union, leaders of Vinh City, various departments, wards, and communes, along with a large number of local residents.

Hong Son Ward is the central ward of Vinh City, with a long history of development closely linked to the city and Nghe An province. The ward enjoys a favorable geographical location for socio-economic development. Production, business, and commercial services are thriving. It is a leading ward in the city in terms of budget revenue, consistently meeting and exceeding targets annually. The ward's Party Committee and government focus on developing the people's movement and improving the quality of cultural, artistic, sports, and civilized lifestyle activities.

Over the past two years, the Party Committee, government, mass organizations, and people of Hong Son ward have strived to overcome all difficulties to build Hong Son ward into a civilized urban area. Thanks to the determination and unity of the entire political system and the people, the ward has completed 9 criteria and 52 contents of a civilized urban area. The People's Committee of Vinh City has issued Decision No. 1879/QD-UBND recognizing Hong Son ward as a "Civilized Urban Area Standard Ward" in 2024. This is the first ward in Vinh City to achieve this title.

Over the two years (2022 and 2023), the People's Committee of the ward invested nearly 36 billion VND, including nearly 4.5 billion VND contributed by the people, to build infrastructure projects in transportation, culture, education, health, and commerce in the area. The ward prioritized resources for upgrading infrastructure and urban beautification.
The ward has focused on disseminating and thoroughly explaining the standards and criteria for building a "civilized urban ward" to agencies, sectors, organizations, and all residents in the ward through various rich and diverse forms (such as: radio broadcasts, theatrical performances, social media, websites, visual aids, leaflets, etc.).

Many models have been implemented, such as: the Women's Union's model for civilized small traders; the Hong Son neighborhood's model for preventing and combating domestic violence; the Veterans' Association's self-managed security and order route; the ward police's model for ensuring urban order; the Youth Union's self-managed environmental sanitation route; and neighborhood blocks building flower-lined and flag-lined streets, upgrading infrastructure, etc.

Speaking at the ceremony, Ms. Tran Thi Cam Tu, Vice Chairman of the Vinh City People's Committee, congratulated and commended the achievements that the officials and people of Hong Son ward have made in building the ward to meet the standards of a civilized urban area.
The Vice Chairman of the Vinh City People's Committee also emphasized: Besides the achievements and confirmed criteria, maintaining sustainable development and improving these criteria is a key focus and priority in the coming period. Building a civilized city is a task that needs to be carried out regularly.

Specifically, the ward needs to focus on implementing the following tasks: continuing to strengthen propaganda and mobilization efforts to encourage people to actively participate in movements for civilized urban areas; maintaining, upholding, and improving the criteria already achieved; and continuing to review and focus on implementing some criteria that are performing poorly or are at risk of becoming unsustainable.


Focus on maximizing the advantages of the central business and service area, with convenient transportation and trade links, promoting investment attraction, and paying attention to developing civilized and modern commercial streets. Build civilized commercial streets, self-managed civilized roads (Tran Phu, Thai Phien, Cao Thang), model residential areas, etc.
