The 21st session of the 18th term People's Council of Nghe An province, term 2021 - 2026, took place on July 10 and 11 in Vinh city. At the regular session in mid-2024, the Provincial People's Council will consider and decide on many important contents to meet the requirements and tasks of socio-economic development, ensuring national defense and security of the province. PV:Since the beginning of the 2021-2026 term, the 18th Provincial People's Council has made many innovations, improving the quality and efficiency of its operations in general and the organization of its meetings in particular. Could you please tell us about the innovations in organizing the 21st session of the Provincial People's Council?
Comrade Nguyen Nam Dinh:To improve the quality and effectiveness of the 21st Session, the Provincial People's Council will innovate the organization method by reducing the number and time of presenting reports (reading summaries of 6 reports instead of 8 reports like previous sessions); spending more time on group discussions, discussions in the hall, questions and answers.
Thereby, the duration of this Session will be shortened from 2.5 days to 2 days (opening on July 10, 2024, closing on the afternoon of July 11, 2024). Specifically, on the morning of July 10, after opening and listening to summaries of reports and submissions, the Provincial People's Council delegates will be divided into 4 groups for discussion; on the afternoon of July 10, discussion in the hall; on the morning and half of the afternoon of July 11, questions and answers; the remaining time of the afternoon of July 11, voting, passing draft resolutions and closing the Session.
Group discussions and discussions in the hall will focus on the results of implementing socio-economic development tasks in the first 6 months of the year, key tasks in the last 6 months of 2024; draft Resolution on thematic supervision of the results of implementing socio-economic development goals and targets for the 2021 - 2025 period; results of handling voters' petitions at the 17th Session (regular session at the end of 2023).
Questioning and answering questionswill be implemented in the direction of having both key areas and groups of issues. Internal Affairs: Group of issues on the arrangement of commune-level administrative units in Nghe An province, period 2023 - 2025 and arrangement, settlement of regimes and policies for cadres, civil servants, and redundant workers after the arrangement of commune-level administrative units; Industry and Trade: Groups of issues on state management of food safety; prevention, combat and handling of violations in the transportation and trading of smuggled goods, goods of unknown origin; planning, model conversion, investment in construction, business, exploitation, and management of markets in Nghe An province; and expanding to all areas of socio-economic development, national defense, security and foreign affairs.
All documents related to the content of the 21st Session are posted on the Nghe An People's Delegates' Website and the Provincial People's Council meeting software for the People, voters and delegates to study before the opening. Through information gathering, the People, voters, Provincial People's Council delegates and relevant agencies and units acknowledge and highly appreciate the innovations in preparing and organizing this session.
PV: What was the reason for the Standing Committee of the Provincial People's Council to make the above breakthrough innovation decision and how were the preparations for the meeting carried out, comrade?
Comrade Nguyen Nam Dinh:One of the key tasks of the Project to Improve the Quality and Efficiency of the Nghe An Provincial People's Council, term XVIII, 2021 - 2026, is to innovate and improve the quality of meetings. Since the beginning of the term, the Standing Committee of the Provincial People's Council has regularly paid attention to directing the implementation of this task, so the activities before, during and after the meetings, the organization and operation of the meetings have been highly appreciated by the Provincial People's Council delegates for their flexibility, scientificity and rationality; focusing on contents with different opinions, new and difficult issues without precedent to exchange and discuss, creating high unity during the examination process and at the meeting; at the same time, it is recommended that the Standing Committee of the Provincial People's Council continue to innovate the organization method, further improving the quality of meetings in the coming time.
In response to the opinions of the Provincial People's Council delegates, from the beginning of 2024, the Party Delegation and the Standing Committee of the Provincial People's Council agreed on the policy of assigning the Office of the National Assembly Delegation and the Provincial People's Council to preside over and coordinate with the Committees of the Provincial People's Council to conduct surveys and collect opinions from the Delegation Groups, Provincial People's Council delegates, relevant agencies and units to study and propose innovations in the way of organizing meetings, starting from the 21st Session (regular session in mid-2024).
Preparations for the meeting have been completed: Draft reports and resolutions submitted to the meeting by the Standing Committee of the Provincial People's Council and the Provincial People's Committee.has been audited, absorb, complete and select key contents to present a summary at the opening session; carefully review the planned grouping and focus of discussion; key field groups and topics for questioning and answering questions; information and propaganda work, press conference organization, information technology and logistics; detailed operating script of the Chair and Secretary of the Session has been unanimously approved.
PV: At the 7th Session, the 15th National Assembly passed Resolution No. 137/2024/QH15 on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province. It is known that the content of the resolution has many provisions on decentralization and delegation of power to the Provincial People's Council. So, how will the Provincial People's Council specify the contents of Resolution No. 137 in the coming time?
Comrade Nguyen Nam Dinh:On June 26, 2024, the 15th National Assembly passed Resolution No. 137/2024/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province, effective for 5 years, starting from January 1, 2025. Previously, on November 13, 2021, the 15th National Assembly also passed Resolution No. 36/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province, effective for 5 years, starting from January 1, 2022.
Thus, from January 1, 2025, Nghe An will simultaneously pilot the above 2 Resolutions, including 22 policies: Resolution No. 36/2021/QH15 has 8 policies in 3 areas (3 policies in the field of financial and budget management; 4 policies in the field of forest and land management; 1 policy in the field of planning management); Resolution No. 137/2024/QH15 has 14 policies in 4 areas (4 policies on resource management, state budget; 6 policies on investment management; 2 policies on urban and forest resource management; 2 policies on organizational structure and staffing).
The above policies are a great and important driving force for Nghe An to fulfill its development tasks until 2030, with a vision to 2045. In particular, the National Assembly decentralizes and assigns to the local government of Nghe An province the authority to decide on many important issues regarding fees and charges; key projects in the province and the development of economic and social infrastructure in the western region of Nghe An; investment projects under the public-private partnership (PPP) model; compensation, support, resettlement, and site clearance from public investment projects; allocation of resources from centrally run provinces and cities to support Nghe An province; organization and apparatus of the People's Committee of Nghe An province and the People's Council of Vinh city.
In 2024, the Party Delegation and the Standing Committee of the Provincial People's Council will update and study relevant legal provisions and specific mechanisms and policies to consider and issue resolutions to institutionalize and concretize specific mechanisms and policies according to assigned authority and tasks, and at the same time organize and supervise the implementation. The Standing Committee of the Provincial People's Council has determined to develop and issue a specific Plan and roadmap to implement the Resolution, with some key contents such as: Propagating and disseminating the Resolution; coordination between the Committees of the Provincial People's Council and departments and branches in reviewing, preparing content, examining and submitting to the Provincial People's Council for decision on contents under their responsibility; supervision of the People's Council and the Standing Committee of the Provincial People's Council on the results of implementation, organization of implementation of the Resolution and supervision of the results of implementation of specific mechanisms and policies, clearly assigning responsibilities to relevant agencies and units.
