The Standing Committee of Nghe An Provincial People's Council reviewed reports and draft resolutions submitted to the 21st Session.
On the morning of June 28, the Standing Committee of Nghe An Provincial People's Council held a meeting to review reports and draft resolutions submitted by the Provincial People's Committee at the 21st Session (regular session); listened to and gave opinions on the contents that were reviewed and had different opinions between the submitting agency and the reviewing agency.

Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council chaired and directed the meeting.
Attending the meeting were leaders of the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province, the Committees, the Office of the National Assembly Delegation - Provincial People's Council; leaders of the Provincial People's Committee Office and related departments and branches.
PROPOSE SPECIFIC SOLUTIONS TO REMOVE PROBLEMS AND PROBLEMS
The meeting aimed to review the report of the Provincial People's Committee on socio-economic development in the first 6 months of the year, tasks for the last 6 months of 2024 and the Resolution on implementing tasks for the last 6 months of 2024; report reviewing the direction and administration of the Provincial People's Committee in the first 6 months of the year; directions and tasks for direction and administration in the last 6 months of 2024.

The Standing Committee of the Provincial People's Council also reviewed the report on the implementation of the public investment plan in the first 6 months of the year, tasks and solutions for the last 6 months of 2024 and the Resolution on giving opinions on the report on the implementation of the public investment plan in 2024, the expected public investment plan in 2025; Resolution on giving opinions on adjusting the medium-term public investment plan for the period 2021 - 2025 from the central budget (phase 2); Resolution on supplementing the public investment plan in 2024 from increased revenue and savings from local budget expenditures in 2023.

In addition, reports on handling voters' petitions sent to the 17th Session of the 18th Provincial People's Council; implementing the conclusions of the questioning session at the 17th Session of the Provincial People's Council; implementing the Resolutions of the Provincial People's Council from the beginning of the term up to now; and implementing recommendations after supervision by the People's Council Supervision Delegations, the Standing Committee of the Provincial People's Council, and the Provincial People's Council Committees were also examined before being submitted to the upcoming session.

The Standing Committee of the Provincial People's Council has made specific comments through the review. Comrade Cao Tien Trung - Head of the Economic - Budget Committee of the Provincial People's Council proposed that in the last 6 months of the year, the Provincial People's Committee focus on directing to accelerate the disbursement of capital for 3 national target programs.
Agreeing with the above opinion, Head of the Ethnic Committee of the Provincial People's Council Lo Thi Kim Ngan expressed concern that the disbursement rate of the 3 national target programs only reached 29.49%; thereby requesting the Provincial People's Committee to pay attention to the direction and administration work, associated with the implementation of Resolution No. 111/2024/QH15 dated January 18, 2024 on a number of specific mechanisms and policies to implement national target programs.
Accordingly, based on the difficulties in the past time, combined with practical assessments and capital needs to have disbursement solutions, if necessary, the Provincial People's Council should issue mechanisms and policies authorized under Resolution No. 111/2024/QH15 of the National Assembly.

In the cultural field, Head of the Culture - Social Committee of the Provincial People's Council Chu Duc Thai proposed solutions to overcome difficulties in recruiting and attracting resources to work at the grassroots and district levels; strengthen solutions in protecting and caring for children, especially preventing drowning and abuse; speed up the progress of concretizing policies in a series of resolutions in the field of culture and sports issued by the Provincial People's Council such as building playgrounds for children in mountainous areas, building swimming pools, and renovating relics; at the same time, it is necessary to implement support payments for a number of social protection beneficiaries in Nghe An province on a monthly basis in accordance with the provisions of the Resolution of the Provincial People's Council, avoiding implementing them once a year as is currently the case.

Giving opinions on working with some district-level localities, Head of the Provincial People's Council's Legal Committee Pham Thanh Chung suggested more drastic measures in coordinating handling between departments, branches and localities; adding assessments of administrative reform, especially results of administrative procedure reform; and results of anti-corruption in related reports.

Leaders of the Provincial People's Committee Office and related departments and branches explained and clarified issues raised by the Standing Committee of the Provincial People's Council at the review session.
PROACTIVELY IMPLEMENT THE PROVINCIAL PLANNING AND THE NATIONAL ASSEMBLY'S RESOLUTION ON NGHE AN
Concluding the review, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council informed delegates about innovative solutions to improve the quality of the 21st session of the Provincial People's Council, which will take place on July 10 and 11.

Regarding the contents reviewed by the Standing Committee and Committees of the Provincial People's Council, Comrade Nguyen Nam Dinh requested the Provincial People's Committee Office and the drafting agencies to continue to complete the contents and supplement documents to serve the final review session before organizing the meeting.
In particular, the Standing Vice Chairman of the Provincial People's Council noted that it is necessary to carefully prepare the report of the Provincial People's Committee on socio-economic development in the first 6 months of the year, tasks for the last 6 months of 2024 to submit to the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee for comments according to their authority; on that basis, complete and submit to the Standing Committee of the Provincial People's Council for review and submission to the meeting.

Assessing the implementation of socio-economic tasks in the first 6 months of the year, the Standing Vice Chairman of the People's Council of Nghe An province acknowledged: The Provincial People's Committee has been very proactive in developing plans, resolutely and promptly urging, thereby basically achieving many positive results in all fields.
In particular, the province has coordinated to develop a draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, which has been approved by the National Assembly at the ongoing 7th Session; advised the Prime Minister to approve and organize the announcement of the Provincial Planning for the period 2021 - 2030, with a vision to 2050, and submitted to the Prime Minister for approval of the plan to implement the Provincial Planning.

Comrade Nguyen Nam Dinh also assessed that the province has implemented very well key projects and works that have had a strong impact on the province's socio-economic development.
The socio-economic situation has achieved many remarkable results. GRDP growth rate remains higher than in 2023, investment attraction continues to improve, budget collection achieves good results. Political security and social order and safety are ensured.
However, the Vice Chairman of the Provincial People's Council also noted to clarify the causes of some existing problems and limitations such as: GRDP growth rate is still low compared to the set plan, in which the Service sector has low growth, only 2/3 of the set plan, while the Tourism industry has developed well; budget revenue is high but attention needs to be paid to the revenue structure...

In the last 6 months of 2024, comrade Nguyen Nam Dinh requested the Provincial People's Committee to review the results of implementing the goals and targets in the first half of this year, and at the same time set out tasks to maximize the goals of socio-economic development, disbursement of public investment capital, implementation of 3 national target programs, budget revenue and expenditure, administrative reform... of this year.
The Standing Committee of the Provincial People's Council also proposed to focus on implementing the Provincial Planning and taking steps to bring the National Assembly's Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, effective from the beginning of 2025, into life soon.
In particular, the resolution has many contents on decentralization and delegation of power to local authorities, so it is necessary to be proactive in planning to implement policy groups.

Regarding the implementation of the resolutions of the Provincial People's Council since the beginning of the term, the Standing Vice Chairman of the Provincial People's Council assessed that the development and promulgation of resolutions have been basically good; however, the implementation and promotion of the effectiveness of the resolutions still have many issues that need attention, including the allocation of resources for implementation. Therefore, he requested that it is necessary to regularly review and propose to abolish unfeasible and ineffective policies, and at the same time update and supplement new regulations, mechanisms and policies that are suitable for reality.
Regarding the settlement of voters' petitions, comrade Nguyen Nam Dinh requested the Provincial People's Committee and relevant agencies to pay more attention to resolving them in a specific direction.
