Raising people's awareness in the fight against poor quality, fake and unknown origin goods

On the morning of July 11, the 21st Session of the 18th Provincial People's Council conducted questions and answers on State management of food safety; prevention and handling of violations in the transportation and trading of smuggled goods and goods of unknown origin; planning, model conversion, investment in construction, business, exploitation and management of markets in Nghe An province.

During the questioning, 16 delegates of the Provincial People's Council raised questions, the basic questions were on point, clear, and the debate was constructive to clarify the issue. The questioning atmosphere was responsible, lively, and frank.

Director of the Department of Industry and Trade Pham Van Hoa has a relatively firm grasp of the fields and contents of the sector in charge; has responded responsibly and responsibly to the opinions of the Provincial People's Council delegates; at the same time, he has analyzed the causes quite clearly, cited legal documents, and proposed solutions to better perform the tasks in the coming time.

Directors of departments, heads of units: Construction, Planning and Investment, Health, Agriculture and Rural Development, Market Management Department, Provincial Police coordinated to answer questions; and the Standing Vice Chairman of the Provincial People's Committee spoke, provided information, reported to the session, as well as explained related issues raised by delegates.

Based on the report and the developments of the questioning session on this content, on behalf of the chair, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy concluded and emphasized 3 factors: Food safety, smuggled goods, goods of unknown origin; investment in construction, business, exploitation, and market management are issues closely related to the lives and health of the people.

This is a topical issue, related to daily life and people's living. However, this is also a difficult and quite complicated matter, posing many challenges to State management, to functional agencies and to the people.

Currently, there are many types of goods and many products. The country is encouraging production to create more wealth and material for society, so management is very difficult. Nghe An province has a large area, large trade openness, complex terrain, diverse people... requiring drastic participation.

People's lives and awareness are not uniform; in addition, people's culture and consumption habits are convenient, not paying much attention to the origin, invoices, procedures, quality of goods... thereby creating loopholes for subjects to take advantage of and release poor quality goods, fake goods, and goods of unknown origin into the market.

There are subjects who conceal from authorities to commit illegal acts, violating the law, seriously affecting the health of people and society.

In recent times, with the province's specific conditions, the authorities have actively participated and achieved results in all aspects of work, especially in the prevention and combat of smuggling, counterfeit goods, poor quality goods, and trade fraud.

However, through the question and answer session, in addition to the achieved results, Provincial Party Secretary and Chairman of the Provincial People's Council Thai Thanh Quy also assessed that the propaganda work has not reached the target, has not created a spread, has not changed the consumer culture of the people and the community, has not become a declaration of war against smuggled goods, goods of unknown origin, especially in areas with lower education and living conditions.

The work of controlling, inspecting, examining, combating, preventing and repelling violations of the law in ensuring food safety, transporting and trading goods of unknown origin, counterfeit goods and commercial fraud, especially buying and selling on the internet, at traditional markets is sometimes and in some places not strict.

Coordination between provincial authorities and localities to clearly define responsibilities in the area, leadership and direction still has loopholes, there may be some work being pushed around, and is not tight.

Approaching and transforming market business models and having mechanisms and policies from planning and calling for social resources to invest in market areas, especially traditional markets and rural markets, are very limited.

Strengthen propaganda and mobilize people

Faced with difficulties and limitations, in that general context, in the coming time, Chairman of the Provincial People's Council Thai Thanh Quy requested the Provincial People's Committee, sectors, levels and localities to pay attention to studying and reviewing the system of legal documents related to the above 3 fields, proposing amendments, supplements and perfecting the system of legal documents to be closer to the practical situation of the province.

Along with that is strengthening propaganda, dissemination, mobilization, and persuasion of the community and people, this is an important solution to this problem. Thereby, raising people's awareness, saying no to dirty food, saying no to goods of unknown origin...

The people themselves are the leading and most important force in preventing and combating the transportation and trading of smuggled goods of unknown origin and ensuring food safety.

The Chairman of the Provincial People's Council also requested functional agencies and local authorities to step up, strengthen control, inspection, examination, and fight, be more drastic and stronger in preventing, combating, and handling violations in the transportation and trading of smuggled goods of unknown origin.

On the other hand, promote the construction of clean, safe, and quality food supply chains to the market. Control food safety right from the input factors in production and business; strengthen links with safe food supply value chains according to standards and regulations to supply to the market.

Actively implement the Campaign "Vietnamese people prioritize using Vietnamese goods", stimulate domestic consumption and provide information to people about Vietnamese branded goods and services, OCOP products, typical rural industrial products at provincial and national levels.

Chairman of the Provincial People's Council Thai Thanh Quy also proposed strengthening the connection between manufacturing enterprises and distribution and retail enterprises; promoting connections in the supply chain, associated with regulations on quality, food safety, traceability of goods.

Emphasizing that markets are a big issue, the Chairman of the Provincial People's Council proposed to increase calls for investment in building markets, especially wholesale markets; research mechanisms and policies, build infrastructure, actively clear land, propagate and mobilize people.

Strengthen training and improve management and operation capacity for market management teams. Strengthen coordination between levels, sectors and establishments in State management of food safety; prevent, combat and handle violations in transporting and trading smuggled goods, goods of unknown origin; plan, convert models, operate and exploit markets.

The Provincial People's Council assigned the Provincial People's Committee, based on the conclusion of the questioning session, to lead and direct relevant departments, branches and localities to effectively implement the conclusions and the contents stated and committed by the leaders of relevant departments. The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the Provincial People's Council Delegation Groups and the Provincial People's Council Delegates shall strengthen supervision of the implementation of these contents.
