Focus on four key tasks and solutions to concretize the results of the 21st session of the 18th Provincial People's Council.
On the afternoon of July 11th, after two days of work, the 21st session of the Nghe An Provincial People's Council, 18th term, 2021-2026, completed its agenda and adjourned.

Dear voters and citizens of the province!
After two days of intensive work, the 21st session of the Provincial People's Council has completed all the planned agenda items.
The meeting was lively, serious, and democratic; the provincial People's Council delegates demonstrated a high sense of responsibility, offering many specific and heartfelt opinions in a constructive spirit, objectively and comprehensively reflecting the vibrant reality of the province's socio-economic life over the past six months. Preparation, service, and information dissemination were carried out promptly, contributing to the success of the meeting.

The Provincial People's Council reviewed and commented on 26 reports submitted by the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Committees of the Provincial People's Council, and relevant agencies and units at the session. Simultaneously, it discussed and voted on 26 resolutions directly related to people's lives and the province's development, including 1 resolution on socio-economic development tasks; 6 resolutions on investment and capital allocation; 5 resolutions on adjusting investment policies for projects; 5 resolutions on legal regulations promulgating mechanisms and policies; and 9 resolutions on other important issues.
The Provincial People's Council requests the Provincial People's Committee, all levels, sectors, localities, and units, according to their assigned functions, tasks, and powers, to focus on urgently, decisively, and synchronously implementing solutions to ensure that the resolutions of the Provincial People's Council are put into practice and achieve high effectiveness, focusing on a number of specific tasks:

The first:Regarding the implementation of tasks for the last six months of 2024, amidst intertwined favorable opportunities and numerous challenges, the Provincial People's Council has discussed, evaluated, and analyzed them in detail. It is requested that all sectors, localities, and units continue to uphold their sense of responsibility; strive to overcome difficulties; persistently, proactively, creatively, flexibly, and decisively implement the tasks and solutions set forth; and give maximum priority to boosting production and business, promoting growth, and striving to achieve the highest possible level of targets and indicators.
Continue to closely coordinate with central ministries and agencies to develop and submit to the Government and the Prime Minister new mechanisms and policies for implementing the National Assembly's Resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province. Focus on promptly concretizing the contents within the authority delegated by the National Assembly. Coordinate with central agencies to complete the dossiers for submission to competent authorities for approval of the following projects: expanding the administrative boundaries and urban space of Vinh City; rearranging commune-level administrative units in the 2023-2025 period; and expanding the Southeast Economic Zone. Prepare well the conditions to quickly consolidate and stabilize the organizational structure and assign personnel to administrative units after rearrangement so that they can immediately begin operations.
Continue to significantly improve the investment environment and attract investment; determined to maintain its position among the top 10 localities attracting the highest FDI in the country in 2024. Focus on completing procedures for the implementation of major projects in the Southeast Economic Zone; the Cua Lo Deepwater Port project, Vinh International Airport, the Quynh Lap LNG power plant project, Hoang Mai town; resolve obstacles in compensation, land clearance, support, and resettlement when the State reclaims land for projects, especially infrastructure investment projects in industrial parks: VSIP II, Hoang Mai II, WHA phase 2…

Continue to implement decisively, synchronously, and effectively the tasks and solutions for state budget revenue collection. Promote administrative reform, review and overcome limitations and weaknesses to improve the ranking of low-ranking component indicators of the PCI, PAR INDEX, PAPI, and SIPAS indices. Continue to strictly enforce administrative discipline and order, enhance the public service ethics of officials and civil servants, especially those in leadership positions, creating even stronger progress in administrative reform. Strengthen digital transformation in agencies, units, and at all levels and sectors. Improve the efficiency of coordination in resolving issues between agencies, units, and localities.
Effectively connect labor supply and demand, provide support and job placement services, especially by developing solutions to meet the labor recruitment needs of businesses and investors in the province. Continue to improve the quality of cultural, educational, and health activities; ensure social security; and continue to effectively implement the program to mobilize and support the construction of houses for the poor and those with housing difficulties in the province during the 2023-2025 period. Effectively manage state affairs in the fields of resources and environment; prevent and mitigate natural disasters and respond to climate change. Proactively maintain a firm grasp of the local situation, avoiding passivity and surprises in all situations. Thoroughly review and resolve legitimate requests from voters, conclusions and recommendations following inspections, audits, and supervision by functional agencies, and responses to questions and answers from the Provincial People's Council. Strengthening public opinion guidance, fostering trust, unity, and consensus among all segments of the population, contributes to the successful implementation of the political tasks set forth.

Monday:Regarding the group of resolutions on investment, development, and capital allocation, these are crucial resources that flow into the economy, contributing to growth and job creation. The Provincial People's Council requests the Provincial People's Committee to direct relevant levels and sectors to complete investment procedures and processes to quickly utilize and absorb capital. Strengthen inspection and supervision of the progress of programs and projects; promptly resolve difficulties and obstacles, especially in land clearance, to accelerate the disbursement of funds. Hold the heads of sectors and localities accountable for leading and directing the disbursement of public investment capital.
Tuesday:For projects whose investment policies have been adjusted by the Provincial People's Council at this session, the Provincial People's Committee is requested to direct the investors to promptly complete the investment procedures; focus resources and personnel to accelerate progress, ensuring that the projects are completed on schedule and that resources are utilized effectively. Regularly monitor, urge, and support investors in resolving difficulties and obstacles in project implementation. Specifically for the Nghe An Oncology Hospital construction project (phase 2), after the resolution is issued, the Provincial People's Committee is requested to promptly submit to the Prime Minister a proposal to adjust the medium-term public investment plan in accordance with regulations and laws.

Wednesday:Regarding the group of resolutions on legal regulations, policies, and other important contents, these are issues related to people's rights, livelihoods, cultural and social development, and healthcare. We request that the Provincial People's Committee direct relevant departments and localities to promptly provide full information and detailed guidance to the people based on the Provincial People's Council's resolutions.
The Standing Committee of the Provincial People's Council, its various committees, and the provincial People's Council representatives, along with the Provincial Fatherland Front Committee and its member organizations, should strengthen supervision and provide timely feedback during the implementation process; absolutely preventing any negative practices, exploitation of policies, or waste and loss of state and people's money and assets.

Dear voters and citizens of the province!
With a serious and frank approach, the Provincial People's Council allocated sufficient time to conduct questioning and answering sessions on two groups of issues related to internal affairs and industry and trade, and extended these to other areas. The results of the questioning serve as an important information channel for the Provincial People's Committee, departments, and localities to recognize their responsibilities; thereby continuing to innovate methods of leadership and management, improving capacity and efficiency in their respective areas of management and responsibility, including focusing on addressing the shortcomings, deficiencies, and limitations identified through the questioning and supervision activities at this session.
With the achievements made in the first six months of 2024, along with the spirit of unity and consensus within the Party, government, and people, the Provincial People's Council is confident that the entire province will overcome challenges and achieve the highest possible results in fulfilling the socio-economic development goals and targets for 2024, creating an atmosphere of enthusiasm to prepare for the new term of the Party congresses at all levels.
