Some provincial People's Council delegates expressed concern that many markets do not comply with new standards and there is a high risk of fire and explosion at markets in Nghe An province.

At the question-and-answer session on issues in the field of Industry and Trade related to state management of food safety; prevention and handling of violations in the transportation and trading of smuggled goods and goods of unknown origin; planning, model conversion, investment in construction, business, exploitation and management of markets in Nghe An province, some delegates expressed concerns about the worrying situation, inadequacies in planning and the risk of fire and explosion at markets in the area.

Regarding this content, delegate Nguyen Duy Can (Vinh City unit) stated the current status of market planning and management in the province in the recent past, the shortcomings, limitations, causes and solutions to implement market planning according to the approved provincial planning.

Clarifying the content that delegate Nguyen Duy Can was concerned about, comrade Vu Tuan Dung - Deputy Director of the Department of Construction said: The market is an element associated with general urban planning and the market network in the whole province is associated with provincial planning.

In the process of regional planning, general planning of urban development space, and zoning planning of urban areas, the Construction industry always focuses on urban management and urban development space.

In which, urban areas all have market planning points for people based on the current status of the existing market system. The current status of locations and positions for market planning in the past and present are locations with commercial advantages.

The Deputy Director of the Department of Construction said: "The construction industry hopes that in the near future, after the Government's guidelines to amend Decree 23 are issued, there will be clear guidance on the bidding process for traditional markets, especially those related to bidding for public assets. From there, localities will be able to overcome difficulties in market planning; at the same time, the interests of investors will be resolved with the interests of society and people in these locations."

Clarifying opinions reflecting on the high risk of fire and explosion at markets in the province, Colonel Tran Ngoc Tuan - Deputy Director of Nghe An Provincial Police expressed agreement with the opinions of delegates.

According to Colonel Tran Ngoc Tuan, the provincial police have clearly determined that the risk of market fires and house fires combined with production and business is very high. The provincial police have focused on many solutions to resolutely direct the prevention of fires.

Regarding market fire prevention solutions, since the beginning of the year, the provincial police have inspected 100% of managed markets.

"The inspection results show that besides the advantages, there are still many shortcomings, in which the biggest existing difficulties and obstacles are the new standard conditions, because the characteristics of the market are both commercial and cultural in nature. Therefore, many markets are not suitable for the new standards according to Regulation 06 of the Ministry of Construction, causing many problems and difficulties. Through inspection, they have been rectified, however, to overcome this problem requires the entire political system to get involved, especially planning and rebuilding markets that do not meet standards" - Colonel Tran Ngoc Tuan said.

In recent times, the police force has focused on propaganda and raising awareness, especially among market management comrades; propaganda for the people. The police have trained many times, organized drills on fire-risk situations at markets and how to handle the situation. Since the beginning of the year, in Nghe An province, there has not been any major market fire causing human loss.

The Deputy Director of the Provincial Police proposed solutions for the coming time: The Department of Industry and Trade needs to advise the Provincial People's Committee to review the markets in the area to find solutions to plan in accordance with the new situation, ensuring the standards set by the Ministry of Construction.

For the police force, it will coordinate with departments, branches, and functional forces to continue to focus on inspecting and discovering difficulties, obstacles, shortcomings, and limitations in the process of implementing fire prevention and fighting work. At the same time, it will continue to propose a number of models and procedures on how to handle fires when they occur to effectively apply them in markets in the province.
