Director of Nghe An Department of Industry and Trade answers questions about trade and services

Director of the Department of Industry and Trade Pham Van Hoa answered questions from the provincial People's Council delegates about state management of food safety; prevention, control and handling of smuggling and trading of goods of unknown origin; and market planning, trading and management. These are issues directly and daily related to people's health and lives.

On the morning of July 11, the 21st session of the 18th Nghe An Provincial People's Council, term 2021 - 2026, continued with the question and answer session.

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired and ran the session.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Vo Thi Minh Sinh - Member of the Provincial Party Committee Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province, comrades of the Provincial Party Committee Standing Committee, members of the Provincial Party Committee Executive Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial National Assembly Delegation, delegates of the Provincial People's Council; leaders of departments, branches and localities.

Director of the Department of Industry and Trade Pham Van Hoa said that the state management of food safety is assigned and decentralized to 3 sectors: Health, Agriculture and Rural Development, Industry and Trade, and the People's Committees at district and commune levels.

Currently, the province has 48,552 food production, trading and processing establishments. During the period of 2021-2023 and the first 6 months of 2024, the province has established 3,287 inspection teams to inspect 40,573 establishments. Through inspections, 1,590 establishments were found to be in violation with a total fine of more than VND 3,659 billion.

The main violations are failure to comply with legal regulations on food sample storage and three-step food inspection; Food business, display and storage locations are invaded by insects and harmful animals; Violation of legal regulations on food safety conditions...

Through inspection and examination, it is found that the number of establishments violating food safety regulations from 2021 to present has tended to decrease. From 2021 to present, the province has recorded 6 cases of food poisoning under the management of district and commune levels with 175 people infected, no deaths.

The Director of the Department of Industry and Trade also said that the situation of smuggling, trade fraud and counterfeit goods in Nghe An province has emerged as activities of illegal trading and transportation of drugs, firecrackers, wild animals, livestock and poultry products, tobacco, consumer goods and the form of trading in counterfeit goods, banned goods, and goods of unknown origin on the e-commerce system.

In the period of 2021 - 2023, the functional forces and related sectors organized inspections and administrative sanctions for 20,591 cases, prosecuted 1,050 cases, with a total fine value of more than 805.731 billion VND. In the first 6 months of 2024, 4,233 cases were inspected and administrative sanctions were imposed, 896/1163 cases were prosecuted, with a total fine value of 115.706 billion VND.

Currently, counterfeit goods, poor quality goods, and goods of unknown origin are common in many market segments, from remote areas to street stalls and grocery stores in urban areas...

Smuggling, trade fraud, and counterfeit goods in the e-commerce environment are still occurring and have the potential for complex developments. Tax management and the fight against state budget losses in e-commerce business activities are not effective.

Currently, the province has 371 active markets, including 7 class I markets, 20 class II markets, 240 class III markets, and 104 unclassified markets. The province has 154 permanent markets, 133 semi-permanent markets, and 84 markets with temporary facilities.

The market network in the province has developed in recent times. Market infrastructure has been gradually invested in and built with focus in line with the overall planning for commercial development of the province. The socialization of market investment has initially changed positively.

However, some markets are currently operating inefficiently or not very efficiently, with degraded infrastructure, poor water supply and drainage systems, fire protection systems, and poor environmental sanitation. There is no provincial wholesale market to organize links with major distribution centers in other provinces and cities across the country.

Approaching and transforming market business models is still slow, not meeting the requirements of digital transformation and people's needs. Investment resources for market system development are still limited, not meeting the requirements.

State management of the market system is still inadequate, some markets are not very effective. Inspection, examination and handling of violations of the law in market management are still limited.
