Many sections of the 35 meter road in Vinh city have severely subsided.
Although it has only been put into use for more than 5 years, the road connecting National Highway 46 with the Lam River road in Vinh City (35 meter road) has appeared to be in a state of subsidence, damage, traffic safety loss and environmental pollution.
The project connecting National Highway 46 with Lam River Road (also known as 35m road) is an important traffic route of Vinh City. The route connects 4 communes of Hung Hoa, Hung Loc, Nghi Duc and Nghi An with Vinh - Cua Lo road, Provincial Road 535, National Highway 46 and Lam River Road. This is considered a vital road located in the East of the city. Since its completion and put into use in 2018, it has created a driving force to attract investment, urban embellishment, socio-economic development, and improve people's lives in the area.

However, according to the reporter's records, this road is currently quite seriously degraded. Especially the section passing through Nghi Duc and Hung Loc communes. There are many places where the road has sunk by 5-10cm, creating rough grooves. Some places have eroded and peeled off the asphalt layer, causing difficulties for vehicles participating in traffic, although in fact the road has not been put into operation for too long.

It is worth mentioning that the route has a high volume of traffic, especially heavy trucks and containers that travel densely every day, which is one of the reasons why the road is damaged and sinks. In addition, although there are many intersections with residential roads along the route, there are many points lacking traffic lights and signs, posing a high risk of traffic accidents.

Mr. Nguyen Van Trung in Nghi Duc commune, Vinh city, who lives next to this road, said: When this 35-meter road was first put into use (from 2018 to 2021), there were few vehicles and not many accidents. However, in recent years, the number of vehicles has increased dramatically, especially heavy trucks running day and night, vehicles with license plates not only from Nghe An but also from other provinces and cities, and from Laos. Many accidents have occurred, such as at the intersection with Le Quy Don street, the intersection with Le Nin Avenue... our people are very upset.

The 35-meter road passing through the locality has supported economic development and improved the lives of the people. However, the road is currently in disrepair, with heavy traffic and a lack of signs and traffic lights, making it very unsafe. The people have repeatedly reported to the authorities and the locality has also sent written petitions to higher authorities to consider handling the case because it exceeds their authority.

Most recently, Nghi Duc commune issued Document No. 367/UBND.DT requesting Vinh City People's Committee and Vinh City Police to strengthen inspection and handling of heavy-duty vehicles in circulation. The document clearly stated that "through inspection and feedback from people in Nghi Duc commune, many heavy-duty vehicles transporting soil and rock for project filling often run at very high density. Therefore, to ensure traffic safety and ensure long-term durability of infrastructure, Nghi Duc commune People's Committee respectfully requests competent agencies to inspect and take measures to handle heavy-duty vehicles passing through the commune. Propose to install signs to limit the weight of roads passing through high-density residential areas (Le Quy Don street, Bui The Dat street...)".

Not only is the road damaged, spontaneous garbage collection points are also appearing on this route despite the prohibition signs. According to the reporter's records on July 12, the garbage dump stretches about 30 meters through the resettlement area of Xuan Dong hamlet with all kinds of waste, emitting a foul smell, however, no unit collects or processes it.
Discussing this issue, Mr. Nguyen Viet Hung - Chief Inspector of Nghe An Department of Transport said that he had received the information and the unit would coordinate with the Provincial Traffic Police, Vinh City and local authorities to increase patrols and control of heavy vehicles traveling on this route, and study the arrangement of additional speed and load limit signs. At the same time, the level of damage to the road will be inspected and assessed to propose an upgrade plan.
