Sections of the 35-meter-wide road in Vinh City have suffered severe subsidence.

The project connecting National Highway 46 with the Lam River embankment road (also known as the 35-meter road) is a crucial transportation route in Vinh City. The route connects four communes – Hung Hoa, Hung Loc, Nghi Duc, and Nghi An – with the Vinh-Cua Lo road, Provincial Road 535, National Highway 46, and the Lam River embankment road. Considered a vital artery in the eastern part of the city, since its completion and commissioning in 2018, it has significantly boosted investment, urban development, socio-economic growth, and improved the lives of people in the area.

However, according to our reporter's observations, this road is currently in a state of significant deterioration, especially the section passing through Nghi Duc and Hung Loc communes. In many places, the road surface has subsided by 5-10cm, creating rough ruts. Some areas are eroded and the asphalt layer is peeling off, making it difficult for vehicles to travel, even though the road was only recently opened to traffic.

Notably, the heavy traffic on this route, especially the dense flow of large trucks and container vehicles every day, is one of the reasons for the road surface damage and subsidence. In addition, throughout the route, despite numerous intersections with local roads, many points lack traffic lights and signs, posing a high risk of traffic accidents.

Mr. Nguyen Van Trung, residing in Nghi Duc commune, Vinh City, near this road, said: "In the early days of its use (from 2018 to 2021), this 35-meter road had low traffic and few accidents. However, in recent years, the number of vehicles has increased dramatically, especially large trucks running day and night. These trucks bear license plates not only from Nghe An but also from other provinces and cities, and even from Laos. Many accidents have occurred, such as at the intersection with Le Quy Don road and the intersection with Le Nin Boulevard… we residents are very upset."

The 35-meter-wide road passing through the locality has supported economic development and improved the lives of the people. However, currently, the road is deteriorating, with a high density of vehicles carrying construction materials, and a lack of traffic signs and lights, making it very unsafe. Residents have repeatedly complained to the authorities, and the local government has also submitted written requests to higher levels for consideration and action, as the issue is beyond their jurisdiction.

Most recently, Nghi Duc commune issued Document No. 367/UBND.DT, requesting the People's Committee of Vinh City and the Vinh City Police Department to strengthen inspection and handling of large-capacity vehicles in circulation. The document clearly states: "Through inspections and feedback from residents in Nghi Duc commune, many large-capacity transport vehicles carrying soil and rocks for project leveling frequently operate at very high density. Therefore, to ensure traffic safety and the long-term durability of infrastructure, the People's Committee of Nghi Duc commune respectfully requests relevant agencies to inspect and take measures to handle large-capacity vehicles passing through the commune. It is proposed to install weight limit signs on roads passing through high-density residential areas (Le Quy Don Street, Bui The Dat Street, etc.)."

Not only is the road damaged, but it also has unauthorized garbage dumping sites despite prohibition signs. According to a reporter's observations on July 12th, a garbage dump stretching approximately 30 meters through the Xuan Dong resettlement area contained all kinds of waste, emitting a foul odor; however, no agency was collecting or processing it.

Regarding this issue, Mr. Nguyen Viet Hung, Chief Inspector of the Nghe An Department of Transport, said that they have received the information and will coordinate with the provincial and Vinh City Traffic Police and local authorities to strengthen patrols and inspections of overloaded vehicles on this road, and study the possibility of adding more speed and weight limit signs. At the same time, they will inspect and assess the extent of damage to the road to propose an upgrade plan.
