What are the procedures for appraising fire prevention and fighting designs?

Regarding this issue, according to the provisions of Article 9 of Decree No. 105/2025/ND-CP dated May 15, 2025 of the Government, a hotel of the above scale is included in Section 7 of Appendix III issued with this Decree. Therefore, your project is required to carry out fire prevention and fighting design appraisal procedures and is under the jurisdiction of the provincial Fire Prevention and Fighting Police Department.
To carry out this procedure, people need to submit documents through the Public Service Portal of the Ministry of Public Security. The components of the documents are specified in Point a, Clause 4, Article 9 of Decree 105/2025/ND-CP, including: Document requesting fire prevention and fighting design appraisal according to form PC11; Legal documents on land, showing conformity with the purpose of use and ownership of the construction or documents approving the investment and construction policy; Technical design documents or construction drawing designs, meeting the contents according to Point e and g, Clause 1, Article 16 of the Law on Fire Prevention, Fire Fighting and Rescue; Fire prevention and fighting design appraisal documents of the investor or owner of the construction.
Thus, the construction of a 7-storey hotel not only requires meeting architectural and construction requirements but also must be approved by the Fire Police Department to ensure fire and explosion safety during the entire operation of the project.
