What does the fire safety design review procedure involve?

Regarding this matter, according to Article 9 of Government Decree No. 105/2025/ND-CP dated May 15, 2025, a hotel of the scale mentioned above falls under Section 7 of Appendix III issued with this Decree. Therefore, your project is required to undergo fire safety design appraisal procedures and falls under the jurisdiction of the Provincial Fire Prevention and Control Police Agency.

To complete this procedure, citizens need to submit their applications through the Ministry of Public Security's Public Service Portal. The required documents are specified in point a, clause 4, Article 9 of Decree 105/2025/ND-CP, including: a written request for fire safety design appraisal using form PC11; legal land documents demonstrating suitability with the intended use and ownership of the building, or a document approving the investment and construction plan; technical design documents or construction drawings meeting the requirements of points e and g, clause 1, Article 16 of the Law on Fire Prevention, Fighting and Rescue; and a fire safety design appraisal document from the investor or owner of the building.
Therefore, the construction of a 7-story hotel not only requires compliance with architectural and construction regulations but also necessitates design review by the Fire Prevention and Control Police Department to ensure fire and explosion safety throughout the building's operation.
