Mr. Ngo Danh Sy, resident of Thanh Vinh ward, asked: “I have witnessed many times motorcyclists turning around on the bridge while driving. May I ask, according to current regulations, how is this behavior punished?”
Reply:
Regarding this issue, according to the provisions of Clause 4, Article 15 of the Law on Road Traffic Order and Safety 2024, traffic participants are not allowed to make U-turns at locations with high safety risks such as: pedestrian crossings, on bridges, bridgeheads, under overpasses, underground, at road intersections at the same level as railways, narrow roads, steep roads, curved sections with obstructed visibility, on highways, in road tunnels and on one-way roads. U-turns are only allowed if there is a command from a traffic controller or a temporary sign allowing it.
Thus, the act of turning a motorbike around on the bridge is a violation of regulations on road traffic order and safety.

Pursuant to Point k, Clause 2, Article 7 of Decree 168/2024/ND-CP, drivers of motorbikes and mopeds who make a U-turn in an incorrect place will be subject to an administrative fine of between VND 400,000 and VND 600,000.
In case this behavior causes a traffic accident, the penalty will be significantly increased. Specifically, according to point a, clause 10, Article 7 of the above Decree, violators can be fined from 10 million to 14 million VND.
Regarding the deduction of points from the Driver's License, according to the provisions of Clause 13, Article 7, Decree 168/2024/ND-CP, the act of turning the vehicle on the bridge without causing an accident will not result in a deduction of points from the driver's license. However, if this act causes a traffic accident, the driver will have 10 points deducted from the driver's license.
In short, turning a motorbike on a bridge is strictly prohibited under current law. Violators will not only be subject to administrative penalties but may also have their driving license points deducted if the consequences are serious. Therefore, road users must strictly comply with the regulations to ensure safety for themselves and those around them.
