According to points o and p, clause 3, Article 6, Decree 168/2024, car drivers will be fined from 800,000 to 1,000,000 VND if they drive below the minimum speed limit on a road section with a minimum speed limit, or if they drive slower than other vehicles in the same direction without moving to the right lane, except in cases where other vehicles drive at a speed exceeding the limit.

According to Circular 38/2024 of the Ministry of Transport, the maximum speed allowed on highways is 120 km/h, and the minimum speed is 60 km/h. If the highway has a design speed of 60 km/h, the minimum speed will be determined by the competent authority according to the specific traffic organization plan.

Driving too slowly on the highway, especially without hazard lights, can cause congestion and potentially cause accidents because the vehicles behind cannot handle the situation in time. Therefore, road users must comply with the minimum speed limit and move in the correct lane, and use hazard lights when the vehicle is moving slowly or having problems, to ensure safety for themselves and surrounding vehicles.
