The National Assembly delegation of Nghe An province conducts supervision of the settlement of petitions at the grassroots level.
On September 22, the National Assembly Delegation of Nghe An province conducted a thematic supervision of the settlement of complaints, denunciations and petitions of citizens sent by the National Assembly Delegation of the province but not yet responded to in Hai Loc commune and Truong Vinh ward.

Many problems and difficulties in handling petitions
In the morning, the National Assembly Delegation of Nghe An province conducted supervision in Hai Loc commune. Currently, the locality has 3 cases transferred by the National Assembly Delegation of the province; of which, 2 cases were transferred in 2024, under the jurisdiction of Nghi Loc District People's Committee, before the implementation of 2-level government related to compensation and issuance of land use right certificates. 1 case was transferred in September 2025, under the jurisdiction of Hai Loc Commune People's Committee related to environmental pollution caused by the activities of some units in the area. These are cases that have lasted for many years, are difficult and complicated.

After putting the new apparatus into operation, Hai Loc commune proactively established a team to review petitions, pending and arising cases in the area, clearly identifying the nature of each case; organizing meetings, exchanges and dialogues with citizens.
However, due to many historical problems and the current legal regulations being "inconsistent" with the reality of the incident, it cannot be resolved; the commune has sent a document and is waiting for opinions from the provincial specialized departments and branches on the plan to resolve the outstanding issues.

Through monitoring activities, the Provincial National Assembly Delegation also noted a number of shortcomings and limitations related to the storage and transfer of records from the former Nghi Loc District People's Committee and old communes to Hai Loc commune related to outstanding cases.
On the other hand, although the work of receiving people and handling complaints and denunciations from citizens after the abolition of district-level activities has been mainly assigned to the commune level, the staffing of job positions has not been arranged but is being assigned to part-time judicial officials, and there are no specialized staff.

In the afternoon, the working group supervised Truong Vinh ward. Since 2024, the Provincial National Assembly Delegation has transferred 8 cases to the ward. According to the report, the ward has resolved 4 cases and is resolving 4 cases.
However, by August 19, 2025, the Provincial National Assembly Delegation had only received 2 response documents and 6 cases whose settlement status had not been grasped by the ward.

In addition to grasping the situation of handling each case, the Provincial National Assembly Delegation also noted a number of difficulties and problems regarding a number of mechanisms, legal policies on land and a number of other areas that still have shortcomings, limitations and inadequacies compared to reality.
The system of legal documents has changed, especially in relation to authority, responsibility, and time for performing public duties (many contents have not been unified in understanding and application) when implementing a two-level government and there has not been any real change in order and procedures, leading to many steps for a public duty, affecting the progress and quality of handling petitions.

Focus on handling petitions in accordance with the law and ensuring citizens' rights
Based on the report on the situation of handling petitions of localities and the opinions of the members of the monitoring delegation, concluding the working sessions, comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation highly appreciated the initiative of localities, although in the initial stage of operating the 2-level local government with a large amount of work, they still focused on handling citizens' petitions.

Sharing about the difficulties and complexities in handling petitions, especially long-standing petitions related to land, compensation, site clearance, and settlement of old collective housing areas; the Deputy Head of the Provincial National Assembly Delegation requested that localities strengthen coordination and regularly inform and give feedback on the progress of handling each case to the Provincial National Assembly Delegation to accompany and resolve the issues with the localities. Pay attention to arranging qualified and professional staff to undertake the work of advising and handling petitions, in conjunction with implementing policies for cadres.
Regarding specific cases in each locality, the Deputy Head of the Provincial National Assembly Delegation requested that localities continue to study legal regulations in connection with practical situations, increase contact and dialogue with citizens, and receive suggestions on handling options from members participating in the monitoring delegation to resolve them, ensuring compliance with legal regulations and citizens' rights.
