The patriotic emulation movement of Nghe An province has been deployed extensively, synchronously, practically and effectively; many typical advanced examples, good people, good deeds have appeared in all areas of social life. The quality of emulation and commendation work has been increasingly improved, becoming a driving force to encourage the spirit of cadres, civil servants, public employees and workers in production and work, contributing greatly to the successful implementation of the goals and tasks of socio-economic development, national defense and security set out in the Resolution of the 19th Provincial Party Congress for the 2020-2025 term.

The great achievements that we strive for and attain are the results of the patriotic emulation movement inherited, nurtured and developed through revolutionary periods; are the convergence and crystallization of outstanding typical factors of heroic collectives and individuals, emulation fighters, advanced role models, and are the blooming flowers in the patriotic emulation movement of our province.

In the new historical period, the country is entering a new era, Nghe An province is facing many opportunities and chances but also many difficulties and challenges. More than ever, the entire Party, the entire people and the entire army of the province must deeply understand Uncle Ho's teachings: "Competition is patriotism, patriotism requires competition and those who compete are the most patriotic".

The heads of Party committees, authorities, agencies and units need to promote their roles and responsibilities, continue to innovate in leadership, direction, advice and effective implementation so that emulation and reward work truly becomes a leadership method of the Party, a management and operation tool and a driving force to build new people, build and protect the Fatherland.

Promoting the achievements of the past 5 years and looking forward to the 20th Nghe An Provincial Party Congress, the 14th National Party Congress and the 11th National Patriotic Emulation Congress; the Provincial Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee launched an emulation movement to successfully carry out political tasks in the period of 2025 - 2030 with the goal: By 2030, Nghe An will become a fairly developed province of the country, a national growth pole; the center of the North Central region in high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics; have a synchronous and modern infrastructure system, effectively adapting to climate change; the material and spiritual life and health of the people are constantly improved; the value of the forest ecosystem, sea, culture, history and tradition, especially Nghe An culture are preserved and promoted; National defense, security, and sovereignty over borders, seas, and islands are maintained; creating a solid foundation for the country to enter a new era of development.

To successfully achieve the goal, the Patriotic Emulation Movement needs to focus on the following contents:

The first, focus on implementing key tasks

All levels, sectors, units and localities need to compete to synchronously and comprehensively implement the assigned tasks, especially the key and focal tasks. Leaders must uphold the spirit of responsibility, innovate thinking, act decisively, and assign tasks that require: clear people, clear work, clear resources, clear responsibilities, and clear completion time.

In particular, it is necessary to focus on stabilizing the operation of the apparatus after the two-level government arrangement to be truly effective. At the same time, it is necessary to review and promptly remove bottlenecks and bottlenecks, perfect mechanisms and policies to create the most favorable conditions for the province's development, associated with practicing thrift and fighting waste.

Second, promote economic development competition.

Continue to promote the effective implementation of the Economic Development Emulation Movement associated with economic restructuring and innovation of growth models and production structures of industries and fields based on the application of new achievements of science and technology, innovation and increased labor productivity.

All levels and sectors need to focus on improving competitiveness, organizing the implementation of the Provincial Planning for the period 2026 - 2035, with a vision to 2045, and the policies and resolutions of the Central Government and Nghe An province. Strive for an average GRDP growth rate of about 11 - 12% in the period 2026 - 2030; GRDP per capita of about 7,500 - 8,000 USD; State budget revenue in the area increases by an average of 12% per year.

Third, promote comprehensive emulation movements in all cultural and social fields.

Emulation movements in the cultural and social fields need to be widely deployed and strongly implemented to create a vibrant competitive atmosphere throughout the province, focusing on education, health care and social security policies.

Compete to develop education - training and vocational education; innovation and digital transformation; apply, transfer and develop science and technology in the spirit of Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; develop culture, sports, information and communication; focus on job creation and improving people's lives. These are important driving forces to help build a comprehensive and sustainable society.

Wednesday, compete to build a strong political system, ensure national defense and security

Building a clean and strong political system is an important foundation for the province's development. All levels and sectors need to focus on streamlining the staff and reducing payrolls in accordance with regulations; improving the effectiveness of Party building work, enhancing the leadership capacity and fighting strength of the Party; improving the effectiveness and efficiency of management and administration of the government apparatus at all levels; improving the quality and efficiency of the activities of the Fatherland Front and people's organizations, and successfully organizing Party congresses at all levels towards the 14th National Party Congress.

Discipline and administrative order need to be tightened to ensure transparency and efficiency in management activities; administrative reform needs to be implemented more synchronously and drastically, associated with improving the effectiveness and efficiency of State management.

Agencies and units need to improve the rankings of assessment indexes such as: Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR Index), Provincial Governance and Public Administration Performance Index (PAPI)... At the same time, ensure security, national defense, prevent natural disasters and catastrophes and maintain social order and safety.

The harmonious combination of socio-economic development with ensuring national defense and security will help the province maintain stability and sustainable development.

Fifth, innovate and improve the effectiveness of emulation and reward work.

Emulation and reward work must be carried out openly and transparently, ensuring that the right people are rewarded for the right work. All levels and sectors need to focus on praising and honoring typical advanced examples, good and creative ways of doing things. These typical examples will become a source of inspiration, spreading the spirit of emulation widely, contributing to creating a strong driving force for development to successfully achieve the set goals.
