Today, Nghe An province solemnly organizes the 2025 Provincial Patriotic Emulation Congress. This is an event of important political and social significance, held right at the time when we are striving to complete the tasks of 2025 and the entire 2020-2025 term, making practical achievements to welcome the 20th Provincial Party Congress and the 14th National Party Congress.

On behalf of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, I would like to send my respectful greetings and best wishes to the leaders, former leaders, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes, distinguished guests and 166 outstanding delegates, representing tens of thousands of typical and advanced examples in the patriotic emulation movement of the province attending the Congress. During his lifetime, President Ho Chi Minh always advised:"Competition is patriotism, patriotism requires competition". He wanted everyone, in any position, to compete to do better, more, and more effectively. That spirit is now and forever the flame that drives the patriotic emulation movement in all areas of social life.

Following Uncle Ho's teachings, over the past years, Party committees, authorities and organizations at all levels in the province have closely followed political tasks, launched many widespread emulation movements, creating momentum to promote socio-economic development.

Over the past 5 years, besides opportunities and advantages, Nghe An province has experienced many difficulties and challenges, especially the impact of the Covid-19 pandemic, natural disasters, storms and floods and the complicated impact of the world situation on socio-economic activities.

With the spirit of solidarity, unity, joint efforts, consensus and efforts of the entire political system, the active response of all classes of people and the business community, Nghe An has achieved important results.

The economy maintained a good growth momentum, the economic structure continued to shift in a positive direction. Budget revenue and investment attraction achieved remarkable results. Resource mobilization for development investment increased sharply, public investment management was focused and key. Many important works and projects were completed and put into use. The appearance of urban and rural areas has many changes in the direction of civilization and modernity.

Social culture has achieved positive results, comprehensive education quality has made many clear advances, the health sector has achieved many successes, initially affirming itself as a specialized medical center in the North Central region. Social security work has been taken care of, especially the completion of the program of mobilizing and supporting the construction and repair of houses for people with meritorious services, the poor, and those with housing difficulties. The material and spiritual life of the people continues to improve.

In particular, recently, the province has focused on directing the implementation of the Central Government's policy on streamlining the apparatus, rearranging and reorganizing administrative units and building a 2-level local government model to ensure quality and progress as required, which has now been put into smooth and effective operation. The province has focused on successfully directing the grassroots Party Congress, directly above the grassroots level and carefully preparing for the 20th Provincial Party Congress, term 2025 - 2030.

The emulation movements have closely followed the implementation of political tasks associated with "Studying and following Ho Chi Minh's ideology, morality and lifestyle", competing to achieve achievements on the occasion of major holidays and important political events of the country and the province... Many movements have been effectively implemented such as:“500 days and nights of competition to complete 3,000 km of expressway”,“Good workers, creative workers”; “Quality, progress, safety, savings”;“Promoting initiatives and technical improvements”; “Doing all the work, not just working until the end of the day”; “All people unite to build a cultural life”, “For national security”, “Joining hands to build new countryside”, “Joining hands for the poor - leaving no one behind”...

From the vivid reality of emulation movements, there have appeared more and more examples of good people, good deeds, typical advanced collectives and individuals in all areas of social life. In the past 5 years, the whole province has had 51 more mothers awarded the title of "Heroic Vietnamese Mother"; 6 cases awarded the Resistance Medal; 82 families of martyrs awarded the Independence Medal; 16 individuals recognized as National Emulation Fighters; 3 individuals recognized as Bravery Medal; 2 collectives awarded the title of Hero of the People's Armed Forces; 1 collective and 1 individual awarded the title of Hero of Labor; 1,125 individuals recognized as Provincial Emulation Fighters... Many collectives and individuals have been commended by the Party, the State, ministries, branches, and organizations at the Central and provincial levels.

In particular, at today's Congress, there are 166 typical collectives and individuals being honored as beautiful flowers in the flower garden of the patriotic emulation movement - typical examples, representing thousands of typical and excellent collectives and individuals in all fields of the province.

The most common point is that regardless of age, position, or profession, typical advanced collectives and individuals always shine with a spirit of patriotic emulation, dynamism and creativity, daring to think, daring to do, daring to take responsibility, and working effectively for the common benefit of the community, the homeland, and the country.

On behalf of the leaders of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, I warmly congratulate and commend the advanced models present at today's Congress; at the same time, I acknowledge and highly appreciate the efforts and contributions of collectives and individuals across localities, sectors and fields who are silently working day and night to study, work and create for the development of the homeland and the country. Through this congress, on behalf of the provincial leaders, I propose that all levels, sectors, localities and units continue to promote the achievements, organize experience sharing so that the direction and implementation of the patriotic emulation movement continues to develop extensively with many practical contents, associated with the political, economic and social tasks of each sector, each locality and unit in the new situation; promote to the highest level patriotism, the spirit of emulation in studying, working and creating, for the prosperity and civilization of the homeland, for the prosperity, happiness and development of each individual and family in the social community.

Our country is entering a new era of development with the spirit of utmost effort and determination. At this time, Nghe An province is focusing on summarizing the 2020 - 2025 term; continuing to effectively implement Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, striving to turn Nghe An into a fairly developed province, a national growth pole in the new era of development.

The targets and tasks set for the new term are very high. The average GRDP growth rate reaches over 12%; the average income per capita reaches 165-190 million VND; the state budget revenue in the area increases by an average of 12% or more... While the current starting point of Nghe An by the end of this term is still modest. The annual budget revenue only reaches nearly 60% of the total expenditure; the average GRDP per capita only reaches about 70% of the national average; Nghe An is located in the center of the North Central region but is far from the growth poles; the province has a large area but over 80% is mountainous with fragmented terrain, often affected by natural disasters and floods.

Therefore, to successfully carry out the goals and tasks of the 2025 - 2030 term, the entire Party Committee, each locality, unit, each cadre, party member and citizen of the province must strive tirelessly to achieve the set goals.

The report presented at the Congress fully stated the objectives, directions, tasks, and solutions for emulation and reward work in the coming period. Many presentations by advanced models have enriched and deepened the spirit and determination of the Congress. On behalf of the Provincial Party Committee Standing Committee, I would like to emphasize some contents for the Congress to discuss and decide:

The first:Continue to thoroughly grasp and seriously and effectively implement the Party's guidelines and policies and the State's laws on emulation and rewards, especially thoroughly grasp President Ho Chi Minh's patriotic emulation ideology in conjunction with well implementing Directive No. 41 of the Politburo on strengthening the Party's leadership over emulation and rewards in the new situation.

Party committees, party organizations, heads of agencies, units and localities need to deeply imbue the spirit of"The more difficult it is, the more we have to compete."";create strong changes in the awareness and actions of each level, each sector, each cadre, party member and people; consider the effective, extensive and practical implementation of patriotic emulation movements and activities as an extremely important task and solution to effectively implement the Resolutions, guidelines and policies of the Party, State and province, in order to successfully implement the Resolutions of Party Congresses at all levels, term 2025 - 2030.

Monday:Organizing emulation movements must have a scientific plan, with specific goals and feasible solutions, aiming at achieving results in a practical manner, closely linked to the implementation of political tasks of the province, each locality, unit and enterprise; in accordance with the capacity and strengths and promoting the highest spirit of self-awareness and efforts of each individual; especially in the context that we are implementing a two-level local government model and implementing important Resolutions of the Politburo.

It is necessary to thoroughly grasp and implement the guiding ideology of General Secretary To Lam at the conference to grasp the Resolutions of the Politburo: "Each person has a specific task, each day has a specific result, persistent, tenacious, methodical, disciplined, creative; turn aspirations into actions, turn actions into results, turn results into new beliefs.".

Tuesday:The organization and implementation of emulation movements must be closely linked to summarizing, evaluating, drawing lessons, praising, and replicating advanced models, new, creative, and highly effective ways of doing things. The goal of emulation is to create value and multiply new values ​​for economic, cultural, and social development; thereby, each individual has the opportunity to develop, improve their material and spiritual life, and increasingly perfect themselves, meeting the increasingly high demands of development.

It is necessary to focus on promptly discovering, praising and rewarding workers, farmers, soldiers, police, teachers, grassroots cadres, etc., who directly work with outstanding achievements. Pay attention to rewarding collectives and individuals at the grassroots level, in remote areas, border areas, islands, ethnic minority areas, typical women, and disadvantaged people with the will to be self-reliant and self-reliant in life.
