The Standing Committee of the Provincial Party Committee held its regular August meeting.

On the morning of September 10th, Comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee, chaired the regular August meeting of the Provincial Party Standing Committee to hear, give opinions on, and decide on matters within its authority.

Attending the session were: Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives from the Central Party Committee, the Central Inspection Committee, the Central Party Office in charge of Nghe An, members of the Provincial Party Standing Committee; along with leaders of the Provincial People's Committee and departments, boards, and agencies.

The socio-economic sector has achieved many positive results.

The Standing Committee of the Provincial Party Committee listened to and commented on the results of the implementation of Conclusion No. 123-KL/TW of the Central Committee of the Party; Resolutions No. 57-NQ/TW, No. 59-NQ/TW, No. 66-NQ/TW, and No. 68-NQ/TW of the Politburo; and the report on the three-year implementation of Resolution 09 of the Provincial Party Committee on digital transformation in Nghe An province by 2025, with orientation to 2030.

In the first eight months of the year, amidst the operation of a two-tiered local government system, the province's socio-economic situation still achieved many positive results. The industrial, service, and agricultural sectors all experienced considerable growth.

Director of the Department of Finance Trinh Thanh Hai reported on the results of implementing Conclusion No. 123-KL/TW of the Central Committee of the Communist Party of Vietnam and four Resolutions No. 57-NQ/TW, No. 59-NQ/TW, No. 66-NQ/TW, and No. 68-NQ/TW of the Politburo, and also reported on the three-year implementation of Resolution 09 of the Provincial Party Committee on digital transformation.

As of the end of August 2025, total budget revenue is estimated at 18,271 billion VND, exceeding the target set for 2025. The disbursement rate of public investment capital in the first eight months reached 42.37% of the total plan and 47.27% of the plan assigned at the beginning of the year.

Cultural and social fields continued to receive attention and were implemented effectively. The entire province continued to focus on overcoming the consequences of typhoons No. 3 and No. 5, especially the damage to essential infrastructure, quickly stabilizing people's lives, and ensuring conditions for students to return to school for the new academic year.

Nghe An province was awarded the Third-Class Labor Medal for its achievements in the "Nationwide campaign to eliminate temporary and dilapidated houses" movement.

Nghe An continues to implement tasks related to science, technology, innovation, and digital transformation according to the issued plans, focusing on addressing difficulties and obstacles in the operation of the two-tiered local government.

All tasks under Plan No. 02 of the Central Steering Committee were completed on schedule and confirmed by the Central Command Center as being in a "GREEN" status.

The province also focused on implementing the tasks and contents according to Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, and Resolution No. 68-NQ/TW of the Politburo, following the set plan and action program.

After three years of implementing Resolution No. 09, Nghe An province has now completed 11 out of 11 digital government objectives, 5 out of 6 digital economy objectives, and 3 out of 3 digital society objectives. Among these, the digital government objectives have been implemented vigorously and effectively, playing a leading role in the digital economy and digital society.

Implement tasks to ensure progress.

Concluding this discussion, Provincial Party Secretary Nguyen Duc Trung stated that, despite facing numerous difficulties and challenges, particularly the impact of typhoons No. 3 and No. 5, the socio-economic development results achieved have been very positive.

The province also focused on implementing tasks and contents according to Resolutions No. 57-NQ/TW, No. 59-NQ/TW, No. 66-NQ/TW, and No. 68-NQ/TW of the Politburo, as outlined in the plan and action program.

Looking ahead, Provincial Party Secretary Nguyen Duc Trung requested the Standing Committee of the Provincial People's Committee Party Committee to continue leading and directing the Provincial People's Committee and relevant departments and agencies to implement tasks on schedule, especially those to be completed in 2025.

Continue to closely monitor and focus on directing the operation of the two-tiered local government system to ensure smooth and effective functioning; promptly overcome and resolve difficulties and obstacles, especially in three areas: operational mechanisms, infrastructure, and human resources.

Focus on removing obstacles for businesses to promote production and business activities, contribute to growth, and create favorable administrative conditions for businesses.

The Provincial Party Secretary requested continued strict and effective implementation of budget revenue and expenditure; acceleration of disbursement of public investment capital and the three national target programs; preparation of conditions for building the public investment plan for the 2026-2030 period; and focus on implementing key projects in transportation infrastructure and strategic infrastructure.

Continue to effectively implement Resolution 57, including researching provincial mechanisms and policies, promoting the application of science and technology; actively deploying digital applications in the operations of agencies and units; focusing on effectively implementing Plan 01 and Plan 02 of the Central Steering Committee. Continue to implement according to the plan Resolutions No. 59-NQ/TW, No. 66-NQ/TW, and No. 68-NQ/TW of the Politburo.

Provincial Party Secretary Nguyen Duc Trung requested that resources be focused on overcoming the consequences of the remnants of typhoons No. 3 and No. 5. This includes prioritizing the early stabilization of people's lives, restoring production, and repairing transportation, energy, and communication infrastructure; and finalizing disaster response scenarios at the commune level based on the "four on-the-spot" principle.

At the same time, continue to direct efforts towards the socio-cultural sector, especially education and training, and quickly implement Resolution No. 71 on breakthroughs in education and training development. Pay attention to ensuring labor supply and demand, and social security.

Looking ahead, Provincial Party Secretary Nguyen Duc Trung requested the continued implementation of Resolution No. 09 of the Provincial Party Committee on digital transformation, closely linked with the implementation of Resolution No. 57 of the Politburo. In particular, the Provincial People's Council should continue to research and issue mechanisms and policies to create a favorable environment for the digital transformation process in the province.

The Provincial People's Committee, departments, agencies, and localities shall review, supplement, and perfect mechanisms, policies, and legal documents; develop infrastructure, data platforms, and digital human resources; focus on digitization and building key databases; and strengthen cybersecurity.

Strengthen human resource training; build and operate the Provincial Intelligent Operations Center (IOC) to meet deadlines; continue to prioritize allocating resources to the commune-level Public Administrative Service Centers.
