The Provincial Party Standing Committee held its regular meeting in August.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades representing the Central Party Committee, the Central Inspection Committee, the Central Party Office in charge of Nghe An, members of the Provincial Party Standing Committee; together with leaders of the Provincial People's Committee and departments, branches and sectors.

Socio-economic achievements many positive results

The Provincial Party Standing Committee listened to and gave opinions on the results of implementing Conclusion No. 123-KL/TW of the Party Central Committee; Resolution No. 57-NQ/TW, Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW of the Politburo and the report on 3 years of implementing Resolution 09 of the Provincial Party Committee on digital transformation of Nghe An province to 2025, with a vision to 2030.

In the first 8 months of the year, in the context of operating the 2-level local government apparatus, the province's socio-economic situation still achieved many positive results. The industrial, service and agricultural sectors all had quite good growth rates.

By the end of August 2025, the total budget revenue is estimated at VND 18,271 billion, exceeding the estimate assigned for 2025. The disbursement rate of public investment capital in the first 8 months reached 42.37% of the total plan and 47.27% of the plan assigned at the beginning of the year.

The socio-cultural fields continue to receive attention, direction and effective implementation. The whole province continues to focus on overcoming the consequences of storms No. 3 and No. 5, especially damaged essential infrastructure works, quickly stabilizing people's lives, ensuring conditions for students to go to school in the new school year.

Nghe An was awarded the Third Class Labor Medal for its achievements in the movement "The whole country joins hands to eliminate temporary and dilapidated houses".

Nghe An continues to implement tasks on science, technology, innovation and digital transformation according to issued plans, focusing on handling difficulties and problems in operating two-level local governments.

The tasks according to Plan No. 02 of the Central Steering Committee were all completed on schedule and confirmed by the Central Command Center to be in "GREEN" status.

The province also focuses on implementing tasks and contents according to Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW of the Politburo according to the plan and action program set out.

After 3 years of implementing Resolution No. 09, Nghe An has so far completed 11/11 goals on digital government, 5/6 goals on digital economy, and 3/3 goals on digital society. In particular, digital government is a group of tasks that has been strongly and effectively implemented, playing a leading role in the two groups of digital economy and digital society.

Implement tasks to ensure progress

Concluding this content, Provincial Party Secretary Nguyen Duc Trung said that although the province had to face many difficulties and challenges, especially the impact of storm No. 3 and storm No. 5, the socio-economic development results achieved were very positive.

The province also focuses on implementing tasks and contents according to Resolution No. 57-NQ/TW, Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW of the Politburo according to the plan and action program set out.

In the coming time, Provincial Party Secretary Nguyen Duc Trung requested the Standing Committee of the Provincial Party Committee to continue to lead and direct the Provincial People's Committee and departments and branches to deploy tasks to ensure progress, especially tasks to be completed in 2025.

Continue to closely follow and focus on directing the operation of local government at two levels to ensure smoothness and efficiency; promptly overcome and resolve difficulties and problems, especially 3 issues: operating mechanism, facilities and human resources.

Focus on removing obstacles for businesses to promote production and business activities, contribute to growth, and create favorable administrative conditions for businesses.

The Provincial Party Secretary proposed to continue implementing budget revenue and expenditure in a strict and effective manner; speed up disbursement of public investment capital and 3 National Target Programs; prepare conditions for developing a public investment plan for the 2026-2030 period; and focus on implementing key projects on transport infrastructure and strategic infrastructure.

Continue to effectively implement Resolution 57, including studying the province's mechanisms and policies, promoting the application of science and technology; actively deploying digital applications in activities in agencies and units; focusing on effectively implementing Plan 01 and Plan 02 of the Central Steering Committee. Continue to implement Resolutions No. 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW of the Politburo according to plan.

Provincial Party Secretary Nguyen Duc Trung proposed focusing resources to overcome the consequences of storm No. 3 and storm No. 5. In particular, attention should be paid to stabilizing people's lives soon, restoring production, restoring transport, energy and information infrastructure; and perfecting disaster response scenarios at the commune level according to the "4 on-site" motto.

At the same time, continue to direct the care of the cultural and social fields, especially the education and training fields, quickly put Resolution No. 71 on breakthrough in education and training development into life. Pay attention to ensuring labor supply and demand, social security.

In the coming time, Provincial Party Secretary Nguyen Duc Trung requested to continue implementing Resolution No. 09 of the Provincial Party Executive Committee on digital transformation, closely linked with the implementation of Resolution No. 57 of the Politburo. In particular, the Provincial People's Council continues to study and promulgate mechanisms and policies to create a favorable environment for the digital transformation process in the province.

The Provincial People's Committee, departments, branches and localities review and supplement to perfect mechanisms, policies and legal documents; develop infrastructure, data platforms and digital human resources; focus on digitalization, build key databases; strengthen network safety and security.

Promote human resource training; build and operate the IOC Provincial Smart Monitoring and Operation Center to meet progress; continue to pay attention to allocating resources for the Commune-level Public Administration Service Center.
