Provincial Party Secretary Nguyen Duc Trung suggested focusing on overcoming the consequences of storm No. 5, especially supporting families whose homes were affected. On the afternoon of August 27, the Standing Committee of the Provincial Party Committee held a meeting to listen to and give opinions on matters under its authority. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee chaired the meeting.

The Standing Committee of the Provincial Party Committee listened to a summary report of the press and social opinion situation in recent times and a report on the direction of response and recovery from storm No. 5.
Based on forecasts and directions from the Central Government, Nghe An province has proactively, resolutely, and promptly issued documents and telegrams directing emergency response to storm No. 5.

Provincial leaders directly inspected and directed storm response work in localities, construction works, and vulnerable areas. Propaganda work was deployed quickly, promptly, and extensively.
The Party Committee, government and forces have organized the evacuation of people in vulnerable areas at risk of flooding and landslides to safe places, thereby minimizing damage to people's lives and property; organized the tying of boats and houses; and cleared the flow of water to limit flooding.

The preparation of materials, human resources, means and equipment with the motto "4 on-site" has been paid attention by sectors, units and localities. Relief work and support for people in areas affected by storms and floods have been promptly deployed by local authorities, contributing to the early stabilization of life and restoration of production after the storm.
Despite proactive, drastic, and synchronous implementation of plans, this was a strong storm with widespread impacts, causing great damage to Nghe An province.

According to the report of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention, as of 10:00 a.m. on August 27, in the province, 2 people were injured by the storm; 5,149 houses were damaged or had their roofs blown off; 776 houses were flooded; 892 households had to be urgently evacuated; 113 schools suffered various levels of damage; 13 medical facilities were damaged or had their roofs blown off.
In addition, more than 52,000 hectares of agricultural and forestry areas were damaged; 100m of level IV dike was eroded; more than 1,000 hectares of aquaculture and seafood were damaged; 2,235m of roads were damaged and eroded; 7 bridges were damaged; 1,885 electric poles were collapsed and broken; 14 agency headquarters were damaged and had their roofs blown off. Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu highly appreciated the drastic and timely participation of the Party Committee, communal authorities, and forces in responding to storm No. 5; at the same time, actively organizing to overcome the consequences. However, he suggested drawing on experience in trimming trees before the storm and operating pumping stations to prevent flooding.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh gave his opinion on the issue of recruiting teachers, rewarding excellent students in exams, and issuing and renewing party membership cards. Concluding the meeting, the Provincial Party Secretary requested that in the coming time, we should focus on propagating to overcome the consequences of storm No. 5; organizing activities of Party congresses at all levels; propagating the activities of the two-level government so that people can be aware and understand the purpose of improving the quality of service to the people.

In addition, we will focus on promoting activities to celebrate the 80th anniversary of the August Revolution and National Day on September 2. Based on the current situation, Nghe An province has agreed not to organize fireworks displays on the occasion of National Day on September 2.
At the same time, propaganda ensures conditions for organizing the new school year before the opening day; and carries out teacher recruitment in accordance with regulations and suitability.

Provincial Party Secretary Nguyen Duc Trung emphasized the complicated developments of storm No. 5 and assessed that the direction work has been carried out proactively, decisively and promptly; especially proactively evacuating people in coastal areas and areas at risk of landslides and floods to safety.
Response measures were quick, effective and timely. Propaganda work was deployed promptly, contributing to helping people have a good awareness of the danger level of the storm so that they can proactively respond. Therefore, the level of damage caused by storm No. 5 in Nghe An was not large, especially there was no human loss.

After the storm passed, Provincial Party Secretary Nguyen Duc Trung noted a number of issues. In particular, the implementation of the "4 on-site" principle in responding to natural disasters in some localities had limitations, especially some localities still lacked flexibility in implementing the direction of the Central and the province.
The work of reporting on the review and development of plans to evacuate people to avoid the storm is not close to reality; proactively implementing work before the storm needs to learn from experience; reporting damage by communes and wards is not timely.

In the coming time, Provincial Party Secretary Nguyen Duc Trung requested that leaders pay attention to directing localities, especially mountainous areas at risk of floods, inundation, and landslides to ensure people's safety.
