Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 148/CD-TTg dated August 26, 2025 on focusing on overcoming the consequences of storm No. 5 and floods.

Telegrams sent to: Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Ninh Binh, Phu Tho, Lao Cai, Thai Nguyen, Hung Yen and Hanoi provinces; General Directors of the following corporations: Vietnam Electricity; Vietnam Posts and Telecommunications; Military Industry - Telecommunications; Office of the National Civil Defense Steering Committee.

Storm No. 5 made landfall directly in Nghe An and Ha Tinh, causing strong winds of level 6-8, gusts of level 9, near the storm's eye level 10, gusts of level 13-15, heavy rain in many localities in the North Central region, the Northern Delta and midlands.

According to the initial synthesis of the Ministry of Agriculture and Environment (from localities as of 3:00 p.m. on August 26, 2025), storm No. 5 and subsequent floods have killed 7 people, left 1 person missing, and injured 34 people; 15 houses collapsed; 8,719 houses, 63 schools, and 8 medical facilities had their roofs blown off or damaged; 3,614 houses were flooded; over 81,500 hectares of rice, 4,500 hectares of crops, and 1,690 hectares of aquaculture were flooded and damaged; nearly 2,000 livestock and poultry were killed or swept away; nearly 21,000 trees were broken; many traffic routes, irrigation works, electricity and telecommunications systems were eroded, incidents affected traffic, caused power outages for nearly 1.6 million customers, and disrupted communications in many localities.

On behalf of the Government, the Prime Minister sent his condolences to the families of those who died or went missing, and shared the difficulties and losses of the people affected by storm No. 5 and recent floods.

Support People to repair damaged or blown-off houses

To quickly overcome the consequences of storm No. 5 and floods, restore production and business, and stabilize the people's situation, the Prime Minister requests:

1. Chairman of the People's Committee of Thanh Hoa, Nghe An, Ha Tinh provinces and localities affected by storm No. 5:

a) Continue to direct and mobilize necessary forces and means to quickly access areas that are still isolated due to natural disasters; deploy work to overcome the consequences of storm No. 5 and floods according to functions, tasks and authority.

b) Focus on searching for missing people; rescuing the injured; visiting, encouraging and supporting families with deceased or missing people; assisting with funeral arrangements for those who have died according to local customs.

c) Support people in repairing houses that have had their roofs blown off or damaged by storms and floods; arrange temporary shelters, provide food, drinking water, and necessities to households that have lost their homes, and prevent people from going hungry, cold, thirsty, homeless, or lacking clothing.

d) Focus on immediately repairing educational and medical facilities damaged by storms and floods (complete before August 30, 2025), ensuring that students do not lack schools, classrooms, teachers, food, clothing, books, and school supplies when the new school year begins, and that people do not have a place to seek medical treatment.

d) Quickly fix blocked and landslide-prone roads, ensure traffic safety, serve people's travel and relief work.

e) Implement measures to reduce damage, restore agricultural production, promptly drain water, prevent flooding to protect rice fields, crops and plants of high economic value.

g) Review and fully and accurately record damage caused by storms and floods, promptly use the budget reserve and local resources to proactively implement policies to support affected subjects, especially poor and disadvantaged households, policy families, and vulnerable subjects in accordance with regulations, to avoid loss, waste, corruption, and negativity. In case the local budget does not have enough resources to support, the Provincial People's Committee shall send a document to the Ministry of Finance for synthesis and handling in accordance with regulations.

h) Immediately synthesize reports on the storm and flood situation in the area, leadership, direction, local response results, advantages, difficulties, obstacles, shortcomings, limitations, lessons learned and solutions, and report to the Prime Minister before August 28, 2025.

Repairing educational and medical facilities damaged by storms

2. Ministers of the Ministries of National Defense and Public Security direct military and public security forces to prepare forces, materials, and means (including helicopters) to promptly support people in overcoming the consequences of storms and floods at the request of localities.

3. The Minister of Education and Training shall direct, inspect, urge and support localities to repair educational facilities damaged by storm No. 5, have plans to support teaching equipment, textbooks and learning materials for educational facilities damaged by storms and floods, ensure adequate conditions for the opening of the new school year and learning conditions for students, and report to the Prime Minister on the implementation results before August 31, 2025.

4. The Minister of Health shall direct and support localities in repairing damaged medical facilities, ensuring no interruption in emergency and patient treatment activities, ensuring adequate supply of essential medicines for the people, promptly replenishing reserve medicines, chemicals, and supplies according to regulations; directing environmental sanitation, disinfection, and disease prevention after floods, and reporting to the Prime Minister on implementation results before August 31, 2025.

Ensuring supply of essential goods (especially food, materials, roofing sheets, tiles for home repairs)

5. The Minister of Industry and Trade directs the Vietnam Electricity Group and relevant units to mobilize equipment, materials, and human resources to focus on quickly overcoming the power grid system incident, promptly restoring power supply, ensuring electricity for people's daily life and production and business (to be completed no later than August 2025); directs competent authorities to closely monitor and promptly develop plans to regulate and ensure the supply of essential goods (especially food, materials, roofing sheets, bricks and tiles for house repair) in localities affected by storms and floods, ensuring supply and demand, preventing shortages of goods, strictly handling acts of taking advantage of natural disasters, and unreasonable price speculation in accordance with the law. Report to the Prime Minister on the implementation results before August 31, 2025.

6. The Minister of Science and Technology directs and urges telecommunications service providers (VNPT, Viettel, FPT, etc.) to focus on immediately fixing problems with the telecommunications system, restoring telecommunications signals as soon as possible to serve the daily life and production and business of the people, without affecting the operations of agencies and organizations. Report to the Prime Minister the implementation results before August 31, 2025.

Timely overcome landslides on traffic routes, restore agricultural production

7. The Minister of Construction directs the construction sector to immediately implement the work of restoring traffic infrastructure and construction works, promptly overcome landslides on traffic routes, ensure safe and smooth traffic, especially on main traffic routes. Report to the Prime Minister the implementation results before August 31, 2025.

8. The Minister of Agriculture and Environment shall direct the synchronous implementation of measures to overcome consequences and restore agricultural production in localities; promptly repair damaged irrigation dams, dykes, and rural domestic water works to proactively respond to storms and floods in the coming time. Review, synthesize, and promptly coordinate with relevant ministries and agencies to resolve within their authority or report to competent authorities to resolve local recommendations on support for materials, chemicals, plant varieties, and livestock to restore production after storms and floods. Report to the Prime Minister on implementation results before August 31, 2025.

9. The Ministry of Finance shall preside over and coordinate with relevant agencies to promptly handle within its authority or report to competent authorities to handle proposals for support to overcome the consequences of storms and floods of localities in accordance with the provisions of law, and report to the Prime Minister before August 28, 2025.

10. Vietnam Electricity Group, Vietnam Posts and Telecommunications Group, Military Industry and Telecommunications Group urgently mobilize forces, equipment, and materials to focus on quickly repairing damaged power and telecommunications works, ensuring the resumption of electricity and telecommunications services to people as soon as possible after storms and floods. Report to the Prime Minister the implementation results before August 28, 2025.

11. Relevant ministries and agencies, according to their functions, tasks and authority, shall proactively support localities in quickly overcoming the consequences of storm No. 5 to quickly stabilize the people's situation; for issues beyond their authority, report to the Prime Minister before August 28, 2025.

12. Assign Deputy Prime Minister Tran Hong Ha to continue directing relevant ministries, branches and localities to urgently deploy work to overcome the consequences of storm No. 5 and post-storm floods.

13. The Government Office, according to its assigned functions and tasks, shall monitor and urge relevant ministries, agencies and localities to implement this Official Dispatch, promptly report to the Prime Minister and Deputy Prime Minister in charge on any problems and difficulties in the implementation process./.
