The Provincial Party Secretary requested to review and deploy tasks according to Resolution 57-NQ/TW to ensure progress.
Provincial Party Secretary Nguyen Duc Trung requested the Provincial Party Committee to lead the Provincial People's Committee to direct the Department of Science and Technology to preside over a specific review of tasks according to the province's plans and the Central's announcements and conclusions; coordinate with departments, branches, sectors, and units to advise the Steering Committee in directing and implementing tasks, ensuring progress according to plan.
On the afternoon of September 23, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee chaired the 3rd meeting of the Steering Committee on science and technology development, innovation, digital transformation, administrative reform and Project 06 provinces.
Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; and comrades in the Provincial Party Standing Committee, the Provincial Party Executive Committee, and members of the Steering Committee.
Nghe An ranks 4th nationwide in implementing Plan 02 of the Central Steering Committee.
Based on Resolution No. 57 of the Politburo and Resolution No. 71 of the Government, Nghe An has specified in Action Plan No. 328 of the Provincial Party Committee; Plan 348 of the Provincial People's Committee and the 2025 Work Program of the Steering Committee a total of 65 targets and 102 specific tasks.
Of which, the targets to be completed in 2025 are 45; the number of tasks to be completed in 2025 is 82. Up to now, 29/45 targets have been achieved and exceeded, reaching 64%; 10 targets have not been achieved and 6 targets have not been evaluated. Besides, 35/82 tasks have been completed; 46/82 tasks are being implemented, 1 task has not been implemented.
Agencies and units have focused on implementing tasks and continuing to complete implementation plans, with 100% of departments, branches and sectors and 93% of commune-level units completing the results.
Tasks on science, technology and innovation are gradually being implemented and achieving specific results.
Digital transformation in Party and Fatherland Front agencies has achieved important initial results with 7/43 tasks in 2025 completed; 8/43 tasks regularly implemented, 16/43 tasks being implemented and 12/43 tasks implemented in the fourth quarter.
Nghe An province has completed phase 1 of the implementation of Plan No. 02-KH of the Central Steering Committee with 130/130 communes completing 16/16, achieving 100% of the tasks, confirmed by the Central Command Center as "GREEN" status, ranking 4th nationwide.
At the meeting, members of the Steering Committee and leaders of departments, agencies and branches reported on the results of implementing tasks and recommended important issues.
Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation Vo Thi Minh Sinh requested the Provincial Police to upgrade more functions in the digital map of poor and near-poor households to do support work, charity, medical stations...; the Provincial People's Committee should pay attention to investing in equipment for communes; supplement solutions to increase human resources in information technology and digital transformation.
Review and implement tasks to ensure progress
Concluding the meeting, Provincial Party Secretary Nguyen Duc Trung assessed that in the third quarter of 2025, despite difficulties, the implementation of Resolution 57 of the Politburo had positive changes, basically fulfilling all tasks as required by the Central Committee. He also pointed out a number of shortcomings and limitations that affected the quality and progress of implementing tasks under Resolution 57.
Emphasizing the tasks to focus on in the coming time, Provincial Party Secretary Nguyen Duc Trung requested the Provincial Party Committee to lead the Provincial People's Committee to direct the Department of Science and Technology to preside over the specific review of tasks according to the province's plans and the Central's announcements and conclusions; coordinate with departments, branches, sectors, and units to advise the Steering Committee in directing and implementing tasks, ensuring progress according to plan.
Deploy the development and completion of the province's reporting tool on the implementation of the tasks of Resolution No. 57-NQ/TW; organize guidance, decentralization, and authorization of reporting accounts to departments, branches, sectors, and localities; direct telecommunications enterprises to promptly deploy and complete on schedule the upgrading, refurbishment, and undergrounding of telecommunications cable networks according to plan.
The Department of Finance shall preside over and coordinate with the Department of Science and Technology to review current regulations on investment, procurement, and leasing of information technology services, advise the Provincial People's Committee to promulgate procedures and implementation processes for investment groups to ensure compliance with regulations, and promptly remove difficulties and obstacles in investment.
The Southeast Economic Zone Management Board urgently consults on completing the 5G and IoT development plan in industrial parks.
Departments, branches and sectors review the 46 tasks being performed by the unit in 2025, especially tasks with deadlines to ensure progress. Assign the Department of Science and Technology to update the progress every 2 weeks to report to the Steering Committee. Departments, branches and sectors, according to their functions and tasks, review and complete the targets and tasks according to the sectors and management fields.
For indicators that have not been evaluated, assign departments, branches and sectors to research appropriate evaluation methods. Strictly implement the reporting regime according to the Steering Committee's Operating Regulations.
Provincial Party Secretary Nguyen Duc Trung requested the Party Committees of the provincial Party agencies to direct the Provincial Party Committee Office to complete the operating regulations, notify the assignment of tasks of the Steering Committee's support team, and ensure effective support activities for the Steering Committee.
The Provincial Party Committee Office shall preside over and assign focal points to monitor the implementation of tasks according to Plan No. 02 of the Central Steering Committee (phase 2) for the activities of Party agencies, People's Council and Provincial Fatherland Front Committee; urge and closely monitor the implementation results on the Portal for monitoring and evaluating the implementation of Resolution No. 57.
The Provincial Party Committee's Organizing Committee presides over and coordinates with relevant agencies and units to organize training courses to disseminate knowledge on science, technology, innovation and digital transformation for provincial leaders and key officials and leaders at the commune level.
Provincial Party and Fatherland Front agencies continue to review and effectively implement digital transformation tasks to ensure progress and quality according to requirements and plans.
