On the morning of November 3, Provincial Party Secretary Nguyen Duc Trung chaired a meeting of the Provincial Party Standing Committee to listen to and give opinions on matters under his authority.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; along with comrades of the Provincial Party Committee Standing Committee, leaders of the Provincial People's Committee and departments and branches.

Ensuring construction progress of 10 inter-level vocational training schools

The Provincial Party Standing Committee listened to a report on the implementation of the Politburo's Conclusion on the policy of building inter-level primary and secondary boarding schools in land border communes.

The Politburo has agreed on the investment policy to build inter-level primary and secondary boarding schools in 248 border communes across the country. Each school has an area of ​​5-10 hectares, about 30 classes/school, equivalent to about 1,000 students/school.

In Nghe An, after the reorganization of commune-level administrative units, the whole province has 21 land border communes. Implementing the Conclusion of the Politburo and Resolution No. 298 of the Government, the province has evaluated, compiled and submitted a list of 21 schools for investment and construction, of which 10 schools have had their investment plans approved in 2025.

Up to now, Na Ngoi Primary and Secondary Boarding School has received investment support from Sungroup Corporation and its groundbreaking ceremony was held with the participation of General Secretary To Lam. The Prime Minister decided to allocate 681,461 billion VND to Nghe An province to invest in building schools for border communes.

On November 9, 2025, the Government and localities will simultaneously organize the groundbreaking ceremony for the construction of primary and secondary vocational schools in border communes across the country. In Nghe An, 9 schools will hold groundbreaking ceremonies in the communes of Nhon Mai, Keng Du, Bac Ly, Mon Son, Que Phong, Tam Thai, Anh Son, Hanh Lam, and Tri Le.

The current difficulty is that the implementation progress is very urgent, taking place simultaneously, and must be completed before August 30, 2026. In particular, it is very difficult to survey and arrange land in mountainous border areas that meet the requirements on area and scale of the school according to the Program's standards.

The guidelines on procedures and methods for selecting contractors to implement projects are mainly indicative, and there is no specific common process for projects.

Concluding this content, Provincial Party Secretary Nguyen Duc Trung acknowledged and highly appreciated the results that the Standing Committee of the Provincial Party Committee, the Provincial People's Committee and departments and branches have implemented in the past time.

The Provincial Party Secretary requested the Standing Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct the sectors to clearly determine the locations, positions, areas, and grounds to ensure the construction of schools according to regulations.

The Provincial Party Secretary suggested trying to have a site that meets the conditions; in case it is not possible, we must proactively research and propose to the Central Government. These locations must ensure the prerequisite of absolute safety; at the same time, ensure synchronization of technical infrastructure of roads, electricity, water, etc.

The Provincial People's Committee proactively reviews the land origin and planning of the proposed school construction locations; reviews related investment procedures, based on legal regulations and instructions from the Central Government to propose procedures and plans for selecting contractors to implement the project.

Regarding resources, the Provincial Party Secretary suggested that in addition to central resources, local resources must be identified to ensure funding for implementation. Mobilize local human resources, coordinate with the contractor's human resources to ensure progress. Develop a detailed implementation plan and roadmap, especially for 10 schools to be completed before August 30, 2026. Every month, the Provincial Party Standing Committee will listen to the progress and results of the Program implementation to urge and direct.

Continue to review and reorganize the provincial government apparatus.

The Standing Committee of the Provincial Party Committee listened to a report on the plan to continue to reorganize the apparatus of the government of Nghe An province. This task is carried out according to the Conclusions of the Central Committee, the Politburo, the Secretariat; the dispatch of the Central Steering Committee and Plan 01 of the Standing Committee of the Provincial Party Committee on continuing to reorganize the apparatus of the political system of Nghe An province.

Currently, there are 15 departments, branches, sectors and 10 public service units under the Provincial People's Committee (not including the Regional Construction Investment Project Management Boards).

For public service units under the departments, branches, the departments: Construction, Industry and Trade, Provincial People's Committee Office, Justice, Finance, Southeast Economic Zone Management Board review and reorganize public service units under the department. Each department only maintains 1 public service unit to perform the function of serving state management, the remaining public service units are self-sufficient in regular expenditure or more.

Besides the 3 departments and branches: Foreign Affairs, Ethnicity and Religion, the Provincial Inspectorate does not have any affiliated public service units; the departments: Agriculture and Environment; Home Affairs; Science and Technology; Culture, Sports and Tourism have proposed not to immediately reduce to only 1 public service unit receiving State budget salary but to implement it according to the roadmap.

Regarding public service units under the Provincial People's Committee, it is proposed to maintain the current 6 units: Nghe An University; College of Culture and Arts; Land Development Fund; Nghe An Publishing House; Provincial Civil and Industrial Construction Management Board; Pu Mat National Park.

Proposal to rearrange and restructure the internal organization at 4 units: Vinh Medical University dissolves the School Council; Vietnam - Germany Vocational College dissolves the School Council; Vietnam - Korea Industrial Technical College merges and reorganizes affiliated departments and units; Tourism - Trade Vocational College merges and reorganizes affiliated departments and units.

Concluding this content, Provincial Party Secretary Nguyen Duc Trung requested the Standing Committee of the Provincial Party Committee to lead the Provincial People's Committee to direct departments, branches and units to continue reviewing and rearranging internal organizations with the spirit of ensuring clear functions and tasks, no omissions, no overlap, ensuring effective advisory work.

In the assignment, ensure clear focal points, clear people, clear tasks in the spirit that one focal point can perform many tasks, but one task cannot be assigned to many focal points; ensure the internal organization of agencies is streamlined, effective and efficient.

For public service units under the departments, the Provincial Party Secretary suggested continuing to review and have a plan to streamline the focal points, to basically ensure proper implementation of the Central's direction in the spirit that each department (except the Department of Education and Training, Department of Health) only maintains 1 public service unit to perform the function of serving state management, the remaining public service units are self-sufficient in regular expenditures or more. For cases that are not yet ensured, it is necessary to clearly define the roadmap, resolutely arrange units that can be arranged and have overlapping functions and tasks.

For public service units under the Provincial People's Committee, the Provincial Party Secretary suggested continuing to review and reorganize to ensure the reduction of internal contacts. Closely follow the instructions in the conclusions of the Central Committee, the Politburo, the Secretariat, and the Central Steering Committee to proactively implement and ensure progress according to regulations.

Continue to review, arrange, mobilize, and second cadres to the commune level.

Regarding the report on the results of receiving, mobilizing, and seconding cadres, civil servants, and public employees in implementing the two-level local government, Secretary of the Provincial Party Committee Nguyen Duc Trung assessed that this was the content discussed and directed by the Provincial Party Committee and the Standing Committee of the Provincial Party Committee. Up to now, a part of it has been initially handled, but there are still difficulties in arranging cadres, civil servants, and public employees to meet the requirements of implementing the two-level local government.

Basically agreeing with the report of the Provincial Party Committee's Organizing Committee and the implementation method, in the coming time, the Provincial Party Committee Secretary requested the Provincial Party Committee's Organizing Committee and the Provincial People's Committee Party Committee to carry out the arrangement, assignment, transfer, rotation, and secondment in accordance with authority and decentralization to ensure compliance with regulations; the implementation must have a specific plan and roadmap.

In the immediate future, resolutely carry out the mobilization and rearrangement of cadres and civil servants from places with surplus to places with shortage. To implement this content, the Party Committees of communes and wards are required to review, make a list, and evaluate the existing cadres and civil servants for synthesis. On that basis, consider the arrangement and assignment suitable to the job positions that are lacking in the communes.

Departments and branches must also review the surplus and shortage of staff; make a list of staff, civil servants and public employees to arrange, assign, mobilize, rotate and second to the commune level. In the immediate future, priority will be given to arranging leadership positions in communes and wards. For the shortage of professional positions in communes, the principle of review and arrangement will be implemented according to the actual needs of each locality.

The period of secondment of cadres, civil servants and public employees to the commune level is at least 6 months and at most 3 years according to regulations. Every month, the Provincial Party Committee's Organizing Committee synthesizes and reports to the competent authority for timely direction.

Provincial Party Secretary Nguyen Duc Trung emphasized that in the coming time, it is necessary to assign responsibility to each member of the Provincial Party Standing Committee and member of the Provincial Party Executive Committee to monitor and grasp the situation of implementing the arrangement of cadres in the assigned communes and wards.

At the meeting, the Standing Committee of the Provincial Party Committee listened to and gave opinions on the implementation of the project to restore and embellish the Church and Tomb of Comrade Ho Tung Mau in Quynh An commune; the content of preparations for the regular meeting of the Provincial Party Committee Standing Committee in October; and the draft assignment of members of the Provincial Party Committee Standing Committee and members of the Provincial Party Executive Committee, term XX, to be in charge of fields and areas.
